ABSTRACT

The 1980s have been characterized by widespread attempts of policy makers in developed and developing countries alike to roll back the state from too much intervention in the economy, and to rely on market forces The divestiture or privatization of State Owned Enterprises (SOEs) has

featured prominently in these attempts, just as an earlier generation oj policy makers had emphasized direct state intervention to redress market failure.

However, both theoretical frameworks and empirical evidence indicate that organization and competition are more important in determining the overall efficiency and performance of SOEs than ownership. The policy implication is that internal reforms of SOEs as well as liberalization and deregulation are better options than privatization.
