In the wake of further road improvements in Malta, we are currently faced with a national crisis famously called traffic congestion. Clearly, this is not something recent, and after endless years of political debate and countless traffic proposals today’s statistics give a frightening reality of the extremity of this global issue.

According to different researchers at the University of Malta, the traffic congestion in Malta rivals other major cities such as Paris and London. The World Bank puts us in 8th place with 709 vehicles for every 1000 inhabi tants (2011). On contrast, larger countries such as Australia and the US recorded 731 (2015) and 809 (2011) vehicles per 1000 inhabitants respectively. This is further proof of the limitations our country is

facing to accommodate almost 346,918 vehicles (NSO, Dec 2015).

From figures issued last year, traffic costs Malta €271 million a year and according to the Institute of Climate Change and Sustainable Development this number will reach €317 million a year by 2020 unless drastic changes take place. This figure includes cost of accidents, congestion, climate change and po l lu t ion cos t s . Furthermore, there are other indirect costs such as inhabitants moving home, paying a higher rent and health effects on residents. Although traffic nuisance affects residential quality, it is very difficult to be monitored and measured.

Effects on the property market

As with any other field in the

country, the real estate industry suffers from heavy traffic and poor transportation systems. The identity and residential quality of towns and villages around Malta are seriously in jeopardy as congestion continues to take over. Obviously this has a direct effect on house prices. Properties affected by high traffic density will devaluate in price, whereas properties with similar characteristics, but not affected by high traffic densi ty wi l l re la t ively increase in price.

Although people are well aware of the effect our vehicles impose on the environment, when purchasing a property they always allocate special priority to privacy and noise levels from passing traffic. Studies on the latter suggest that starting with a noise level of around 45 decibels and higher, people

consider noise as annoyance. Above a level of 60 decibels noise may lead not only to annoyance but also to health damages such as: sleep disturbance, heart disease etc. (World Health Organisation, 2009).

Research across Europe il lustrates how a small decrease in traffic density always has a positive effect on property prices. Likewise, in Hong Kong (one of the most congested metropolitan cities in the world) it was found that for every 1 Decibel increase in the noise level , the corresponding pr ice of r e s i d e n t i a l a p a r t m e n t s decreases by 0.31%.

The neighbourhood is an important element in the buying process. Unfortunately, due to the size limitations of our country, any changes in traffic and transportation

systems are likely to affect a good number of districts and areas. With many high-end developments in the pipeline, al l promoting exclusive lifestyle living, one has to question whether road works and heavy traffic in the surroundings will have an effect on the end buyer.

The cost of accessing home is often overlooked. When spending 1 hour per day in traffic, this amounts to 5 hours a week and 20 hours a month. Time is money and anyone would pay good to get an extra 20 hours a month to invest in a side job or simply to enjoy t ime with the family. Furthermore, there are tangible costs such as fuel and mechanical fees which add up to the ‘commuting costs’. This is the cost for people to commute from home to work on a daily basis, and can easily depreciate the price of

property.

Although the correlation between traffic congestion and the real estate industry is somehow concealed, there is enough evidence to conclude that as with any other field, the industry is falling victim of this new reality. Drastic changes are needed to preserve what Malta has to offer and major lifestyle benefits are to be considered, such as reduced c o n g e s t i o n s , f o s t e r i n g economic development and mitigating air pollution to improve our lifestyle which sadly enough is threatened w i t h s e l f - i n f l i c t i n g commodities. The concern over quality of life should be the islands number one priority.
