LIST OF CASES TO BE SUBMITTED FOR FINAL ORDERS/INFORMATION TO CHIEF
MINSITER WHO IS THE MINISTER IN THE PRINTING AND STATIONERY
DEPARTMENT.
I. Legislative matters
1 Cases which are required to be submitted to Council of Ministers Governor, under
the provision of the Rules of Business of the Government of Haryana.
2 Framing of Acts and Rules there under or any amendment therein and reference to
Legal Remembrancer and Secretary to Govt. of Haryana, Legislative Department,
regarding preparation of draft bills.
3 All matters pertaining to Assembly Resolutions/Questions.
4 Assurance/promises made by the Ministers on the floor of the house.
5 Replies to Lok Sabha and Rajya Sabha Questions.
II. Administrative Matters
6. Cases Dealing with:
(i) First appointment/completion and extension of probationary period,
confirmation, promotion, reversion, transfer, disciplinary action, compulsory retirement, and pension of Gazetted Officers.
(ii) Annual confidential reports of Administrative Secretary and controller of Printing
and Stationery Department, Haryana.
(iii) Cases of Gazetted officers who are to be sent outside on deputation within
India or abroad for training or attending seminars/conferences, etc.
(iv) Revision/fixation of pay scales of Gazetted officers.
(v) Creation of all new posts in the Departments.
7. Institution or withdrawal of civil and criminal processing against Gazetted officers and
payment from the State Revenue of damages in suits brought by or against them.
8. References to Vigilance Department in respect of inquiry against Gazetted officers.
9. Formation of Advisory Committee for printing and Stationary Department and
implementation of resolutions passed by this Committee.
III. Financial Matters
10. Cases of grant or withdrawal or special/personal pay to Gazetted officers
11. Reports of public Accounts Committee/Estimates Committee when ripe for final order.

LIST OF CASES TO BE DISPOSED FINALLY BY THE ADMINISTRATIVE SECRETARY IN RESPECT OF PRINTING OF PRINTING AND STATIONERY DEPARTMENT.
I Administrative Matters
(i) Grant of advances to Gazetted Staff.
(Ii) All cases relating to grant of LTC to Class I & Class ii officers.
(iii) Grant of NOC for preparation of passport for Class I & Class ii officers
(iv) Permission of highest studies to Class I & Class ii officers.
(v) T.A Bills of Gazetted officers including relaxation for journeys beyond 10 days and
journey beyond jurisdiction in respect of the controller.
(vi) Annual confidential Reports in the work and conduct of Gazetted officers
(vii) Grant of earned leave to class-ii officers.
(viii) Cases referable to LR/FD/CS.
2. Sanction of G.P Fund cases of Class-I and ii officers.
3. Appeals and representations against the orders of controller, Printing & Stationary Haryana
and involving dismissal/removal, transfer, promotion etc. in respect of Non-Gazetted staff.
4. Reference of the Vigilance Department in respect of Non-Gazetted staff.
5. Representation against adverse remarks made by Class ii officers.
6. Replies to Public Accounts Committee of Haryana Vidhan Sabha.
7. Appointment of Enquiry officer and Presenting officer in disciplinary case of Group B.
II. Financial Matter
8. Important budget cases and new schemes involving expenditure less than Rs. 5, 00,000/-.
9. Writing off losses less than Rs. 10,000/-.
10. Reimbursement of medical expenses to the Head of Department.
11. Matters involving loss to government in respect of stores/money and the writing of
excluding cases referable to Chief Minister as per his powers under financial rules.
III. General Matters
12. Meetings of the Printing and Stationary Department Advisory committee and other
cases relating to the committee except cases related to formation /reconstitution
and implementation of its resolution.
13. Quarterly reports on the working of the department.
14. Representation from Private Contractors regarding allotment of work against the
decision of Controller, Printing and stationery Department, Haryana.
15. Cases involving sanction where Administrative Secretary has been empowered
under the various rules.
16. Cases regarding disposal of waste paper with the approval of finance Department.
17. Cases regarding acquisition of land.
18. Any case which the Secretary desires to see specifically.
19. Printing and supply of forms, envelopes etc.
20 Purchase of equipment/machinery for Government Press when agreed to by the
Finance Department.
21. Writing off/sanction to damaged books with the approval of Finance Department.
22. Sanction for the yearly rent for the hiring of buildings for official use.
23. Local printing /binding.
24. Opening of Post and Telegraph Offices on guarantee basis required on
administrative grounds when agreed to by Finance Department.
25. Selection of annual Stationery articles.
LIST OF CASES TO BE DIDPOSED OF FINALLY BY THE DEPUTY/UNDER SECRETARY, PRINTING
AND STATIONERY DEPARTMENT.
1. Investigation of time barred claim to non-gazetted staff.
2. Ordinary cases relating to departmental/advisory committees.
3. Sanction to the free supply of government Publications, excluding gazette in
consultation with the department concerned.
4. Fixation of scales size of typewriter machines.
5. Cases relating to reimbursement of medical expenses to officers/officials of the
department other than those of Head of Department.
6. Supply cases where sanction is required.
7. Livery cases where sanction is required.
8. Advances from G.P.Fund to non-gazetted staff.
9. Any work about which powers are delegated by the Administrative Secretary to
Deputy Secretary/under secretary.
10. Any case which the Administrative Secretary desires to be disposed of by Deputy
Secretary/under secretary.
11. Making back reference in cases where additional information is required.
12. Filling or written reply/statement in the court on behalf of Government.
13. Distribution of work among the branch member.
14. Defense sanction of court cases.
15. Sanction to casual leave of Superintendent/Dy. Superintendent.
LIST OF CASES TO BE DISPOSED OF FINALY BY SUPERINTENDENT, PRINTING AND
STATIONERY DEPARTMENT.
1. Cases of General nature where in no decision is involved.
2. Complaints regarding non-supply of wall calendars, desk diaries, articles of
stationery, typewriters etc. to various department.
3. Complaints regarding non-payment of bills to various firms though cases to unusual
delay will be brought to the notice of USPS/DSPS/Administrative Secretary.
4. Routine cases regarding Printing and Stationery manual.
5. Collection of information from Controller, Printing & Stationery other departments
or on general matters including establishment cases/complaint.
6. Issue of reminders and interim replies.
7. Complaints in respect of typewriters.
8. Monthly returns regarding purchases of typewriter, where policy is clear.
9. Livery cases referred to Printing and Stationery Department, except where new
proposals/sanctions have to be issued.
10. References where duplicate copies of communications have to be asked for.
11. To make the case in the absence of dealing assistant to other assistant of the branch.
The Printing & Stationery Department, Haryana is basically a service Department which
caters to the needs of all the Govt. Departments regarding the Printing & Stationery
Items.
The Department also deals in the rate contract of various types of Photo copier,
Typewriters, Duplicators and lamination machines etc. Basically the department is nodal
agency for this purchase as far as the rate contract is concerned thereafter, the various
departments purchase the machines on the basis of this rate contract .For the
maintenance and repair of the typewriters, typewriter Mechanics have been posted at
district headquarters. The department is also engaged in the supply of various
stationery items to the Govt. departments. Almost 50 items are annually procured
through Stationery selection purchase committee under the chairmanship of the
Financial commissioner to Govt. Haryana, Printing & Stationery Department and these
are supplied to various Govt. departments and purchases of various types of papers
through high powered purchase Committee and this paper is supplied to various Govt.
departments on their demand.
The printing work of text Books from class 1 to 5 is also being done at Haryana
govt. text books press, Panchkula and efforts are made to streamline the printing work
of text books in coordination with Education Department. The books are sold through
21 Govt. text books sales depots.
The Gazette Notification and wall calendar/various kinds of diaries of Haryana
Govt. are printed at Haryana Govt. press, sector-18, Chandigarh.
(ii). The powers and duties of the officers and employees.
Controller : Controller, the head of department is the appointing authority of all
class- iii and class-iv employees as per the service rules. He is empowered to transfer all
class-iii and class-iv employees as per Govt. policy. He is also empowered to take action
against these employees as per Punishment and appeal rules-1987 controller is the
Technical Adviser of the department.
Dy. Controller: Dy. controller is the overall in charge of the 3 presses namely sector
18 Chandigarh Press, Govt. Text books press Panchkula and Karnal press. He is the in-
charge of the Stationery Branch form Branch type write and outside Printing Branch. He
is has been assigned duty to invite tender for urgent purchase of stationery items, press
Material and repair of Machinery etc. with the approval of controller.
Administrative officer Administrative officer of the department is working under the
control of Controller all the service matters are being dealt in the administration branch
under the supervision of administrative officer. Cases duly examined as per service rules
and instructions issued from time to time are put-up by the administrative officer to the
controller for approval.
Account officer Accounts Officer has been delegated the power of drawing and
disbursing officer by the controller. Financial matters of the department are detail by
the Accounts Officer. Cases relating to budget, payment of salary and allowances and all
other payments are made by him duly pre-audited by the audit section working under
him.
Manager, Panchkula Press Manager, Panchkula Press is the in-charge of this press. He is also
delegated the powers of D.D.O. under head 2202 general Education. He looks after the
technical and ministerial works of press and necessary payments are being released by
him after being duly pre-audited/advised by the Accounts Officer.
Assistant Controller, Govt. Press, Karnal He is the in charge of this press. He is the D.D.O. under head
2058- Stationery & Printing .He looks after the technical and ministerial works of the
press and necessary payments are being released by him after being duly pre-
audited/advised by the Accounts Officers.
Assistant Production Officer, (Cell)
He is the in-charge of Text Books, Cell at Panchkula and the controlling officer of
Govt. Text Books Sales Depot situated at District Head Quarters. He takes up the
matter with the education department for obtaining the print order of the Text
Books and to arrange their printing at Govt. Press, Panchkula. Distribution of the
books at various depots is effected under his control.
All the technical and ministerial employees posted in the various branches are working
under the control of their branch in-charges as per the duties assigned to them.
(iii) The procedure followed in the decisions making process, including channels of supervision and accountability: The decisions are taken strictly in accordance with the policies framed by the
Government of Haryana, and Rules & Regulations on the subject. The dealing hand deals
the case and submits to the Assistant-in-charge/superintendent. After scrutiny, he sends
the case to his superior i.e. Deputy Controller/Administrative officer. The Administrative
officer minutely examines the case and sends it to Controller for final approval.
(iv) The norms set by the department for the discharge of its functions.
The cases are dealt within the prescribed period and according to the rules,
regulations and instructions of the Haryana Government.
(v) The rules, regulations, instructions, manuals & records held by the department or
under its control or used by its employees for discharging its functions:
(i) The functions of the department are discharged keeping in view the following
rules, regulations and instructions as amended from time to time:-
1. Rule of business of the Govt. of Haryana-1977.
2. Printing and Stationery Manual, Punjab adopted by Haryana.
