The City of Pearland is governed by the Council/Manager form of government inaccordance with the Home Rule Charter adopted by the voters in February, 1971.
The City Council is the legislative and policy-making body of the City. It consistsof 5 council members elected at-large for 3-year, staggered terms, and the Mayorwho is also elected at-large, for a 3-year term. The Mayor votes only in the case ofa tie. Elections are held annually. The Mayor and Council provide community lead-ership, develop policies to guide the City in delivering services and achieving com-munity goals, and encourage citizen awareness and involvement.
Unless otherwise rescheduled, the City Council meets on the second and fourthMondays of each month at 7:30 p.m. at City Hall, 3519 Liberty Drive. Council agen-das are posted outside of City Hall and to the city website 72 hours prior to meet-ings.
Requests for public documents are available through the City Secretary at 281-652-1651. The City Secretary can also answer questions about voter registration, cityelections and early voting.
City Manager Bill Eisen, appointed by the City Council, is responsible for imple-menting City Council policies using resources appropriated by the City Council.City services are delivered by several departments including City Manager’s Office,City Attorney, City Secretary, Finance, Human Resources, Fire, EmergencyMedical Services, Engineering, Inspection Services, Planning, EconomicDevelopment, Public Affairs, Parks & Recreation, Emergency ManagementServices, Public Works, Animal Control, Municipal Court, Utility Billing, ProjectManagement and Police.

Following is a summary of city ordinances that affect residences and businesses.A complete list of ordinances is available at the City Secretary’s office located atCity Hall, 3519 Liberty Drive, or the Pearland Public Library located at 3522 LibertyDrive. Or, visit the City website at www.cityofpearland.com under “CityOrdinances”.
1. Fireworks – Not allowed in the city limits and for a distance extending 5,000feet outside the city limits, but in the city’s extra-territorial jurisdiction. Formore information call the Fire Marshal at 281-652-1950.
2. Curfew – Minors under the age of seventeen (17) have a curfew, as follows:• Sunday through Thursday – 11 p.m. to 6 a.m.• Friday and Saturday – 12 a.m. to 6 a.m.• During school hoursFor more information call the Police Department at 281-997-4100.
3. Animal Control – Dogs and cats must be licensed. Licenses are available at theAnimal Control office at 2002 Old Alvin Road. Pearland has a leash law fordogs and cats. 281-652-1970
4. Trash Burning – Not allowed in the city limits or outside of limits in the ExtraTerritorial Jurisdiction (ETJ).
5. Firearms – Subject to certain exceptions, discharging firearms is not allowedin the city limits.
6. Peddlers – Subject to having the proper city permit, it is unlawful for any ped-dler ("door-to-door" salesperson) to enter your property. In addition, it is ille-gal for a peddler to walk on your property if you have a sign clearly postedthat says "No Solicitation Allowed" or "No Peddlers Allowed” or to solicit ona Sunday.
7. Sexually Oriented Business – Places location restrictions on Sexually OrientedBusinesses in Pearland.
8. Tree Preservation – To protect trees from new development and preserve thegreenery in Pearland.
9. Noise – Loud disturbing noises, such as motorized equipment, vehicle horns,and stereos are subject to time and volume restrictions.
10. Garage Sale – To regulate illegal signs, and home businesses acting as garagesales in residential areas. A $15 permit fee is required for all garage sales. Feeincludes three garage sale signs, permit, and, if purchased 3 days in advanceof sale, advertisement on cable TV channel 16 and the City website.
11. Graffiti – Requires a property owner to remove graffiti from their propertywithin 10 days after being notified by the City of the presence of graffiti ontheir property.
12. Sex Offenders – Makes it unlawful for registered sex offenders, involving a vic-tim less than 16 years old, to establish a permanent or temporary residencewithin 1,000 feet of certain places where children commonly gather.

Public Works Division 281-652-1900The Public Works Division provides the following services:Water ProductionWater is supplied from 11 water wells and two pump stations in the city, as well ascontracts with the City of Houston. Water is tested daily throughout the system toensure a high quality product and compliance with state and federal regulations.Field Service technicians gather consumption information from yard water metersonce a month. The City urges all residents to use water wisely to help assure anadequate supply of water for the future.
Wastewater Collection and TreatmentPearland maintains 80 sanitary lift stations and 5 treatment plants for wastewater.The wastewater goes through a rigorous series of tests to assure high quality wateris discharged to local streams.
Water and Sewer Line MaintenancePearland has 463 miles of water mains and 379 miles of sanitary sewer. Thisdepartment is on call 24 hours per day to ensure the continued safe transport ofboth drinking water and sanitary waste.
Streets & DrainageThe City maintains all public streets in Pearland (almost 800 miles) except thoseowned by the state (e.g. FM 518 and SH 35). This department repairs potholes,cleans ditches along roadways, rehabilitates asphalt roads, and maintains under-ground storm sewers.
Traffic OperatonsThis department is responsible for maintaining traffic signals at approximately 75intersections, as well as school zones, street signs and street markings.

Q. Who takes care of detention ponds in subdivisions?A. Detention ponds are the responsibility of the homeowners associations or thedeveloper as stated on the recorded plat for that subdivision.

The Pearland Fire Marshal/Office of Emergency Management is responsible forfire prevention, public fire education, investigation of the origin and cause of fires,investigation of environmental crimes, enforcement of applicable fire codes, andthe maintenance of an Advanced Level Emergency Management Plan. This isaccomplished through fire inspections of new and existing businesses, planreviews of new construction, acceptance testing of new fire protection systems,the steadfast pursuit of those believed responsible for Arson and EnvironmentalCrimes, and the routine review, updating and exercising of the comprehensive All-Hazards Emergency Management Plan.

Each day in Pearland there is a minimum of 4 fully staffed MICU-capable ambulances located in four strategically located stations across the City.EMS serves a rapidly growing population that covers an area of approximately 81square miles. Pearland EMS provides 911 Emergency and non-emergency services to the com-munity 24 hours 7 days a week. As part of the Brazoria County Library System, the Pearland Library, locatedat 3522 Liberty Drive, is staffed and managed by the county, while the Cityowns and maintains the building. The City and the county entered into thispartnership almost thirty years ago with the opening of Pearland’s first libraryon November 11, 1970. The City constructed a new 20,000 square-foot facilitywhich opened March of 2000 across from City Hall.
In addition to an extensive collection of materials in print and on videocas-sette, audio cassette, compact disk, DVD and now internet access, the Libraryoffers many programs for young readers. Pre-school story time for ages2 1/2 – 6 is offered on Tuesdays and on Thursdays at 10:30 a.m. During tax sea-son, volunteers from AARP are usually available to offer free tax help – con-tact the Library for additional information.
A second location, or sub-location, of the Pearland Library is open forlimited hours at the City’s Westide Event Center, located at 2150 CountryPlace Parkway in Pearland, 77584.

Recycling Service - Recycling containers can be obtained at City Hall, Utility BillingDept., during regular business hours. (An additional bin can be purchased for $8.)Recyclables are picked up once a week. Acceptable items: Newspapers, flattened card-board, glass bottles and jars, aluminum and steel cans, all plastics (except #6 styro-foam), magazines, catalogs, telephone books, printer and copier paper, cereal boxes,and mail (i.e. junk mail).
Bulk Trash and Brush Pickup - Bulk trash and brush will be picked up at "curbside" onyour second scheduled pickup day. Brush or tree limbs must be cut to a length not toexceed 4 feet, tied in bundles not to exceed 18 inches in diameter and no more than 50lbs. in weight. Landscape waste and lawn clippings may be accumulated and placed inclear plastic bags for collection and recycling (Ord. 181-8 Sec. 12-6). Bulk trash consistsof appliances, furniture, mattresses, carpet (cut in 4-foot length), lawn mowers, etc.Appliances that contain refrigerant must be drained and tagged by a certified refriger-ant recycler prior to disposal.
Unacceptable items include automobiles, scrap iron, heavy metal, vehicle tires, boats,car or boat motors, large tree trunks, bricks, debris from construction or renovationprojects and items too heavy or bulky to be handled without specific equipment.Effective October 2011 Waste Management will pick up oil, paint, pesticides, batteries,or any material designated "HAZARDOUS" by federal, state, or local authorities byappointment. Garbage Pickup Holiday Schedule - Waste Management observes six holidays a year:New Year’s, Memorial, Independence, Labor, Thanksgiving, and Christmas Days. Ifgarbage collection falls on one of these days, service will resume on the next regularlyscheduled day. If recycling or yard trimming pickup falls on one of these days, theseservices will skip that week and resume the following week.
