the CITY THE CITY OF SANTA MARIA is a full-service, Charter City with a City Council/City Manager

form of government which has over 700 employees within 10 departments, an annual budget of approximately $222 million for FY 2019–20, and serves approximately 108,000 constituents. The City of Santa Maria is located on the beautiful Central Coast of California and covers over 23 square miles. The City is a harmonious balance of maintaining coastal and agricultural lands while promoting business. Santa Maria has been recognized nationally as an All-America City by the National Civic League and offers reasonably priced housing, community festivals, quality schools, and is in close proximity to beaches, cultural arts, a local airport, wineries, and higher education institutions.

PUBLIC WORKS DEPARTMENT MISSION: To effectively provide public works services to all City residents in a courteous, responsive, responsible, and efficient manner.

The Department of Public Works/Engineering is responsible for ensuring that City-owned transportation infrastructure and facilities, transit services and capital improvement programs are designed, engineered, constructed and maintained in a presentable and safe condition. The Public Works Department has approximately 60 employees, an approximate annual operating budget of $20 million, and a Capital Improvement Program (CIP) budget of $50 million. The department has a team culture that inspires creative thinking and supports quality of life and work-life balance. This department includes the divisions of: administration, engineering (traffic and development and capital projects), operations (fleet, streets, and facilities), and transit. The department coordinates a variety of activities and services including:

CURRENT & FUTURE OPPORTUNITIES/CHALLENGESn Three interchange replacements/improvements to

Highway 101, including Hwy 101 and Hwy 135 interchange, the north gateway to downtown Santa Maria, which we just kicked off. While this project is City funded, it has a lot of coordination with Caltrans and other state agencies, which makes this a challenging, but rewarding project.

n Large quantity of budgeted capital projects that need to be managed and moved forward.

n Downtown revitalization and improvement project— the City is in phase one of the plan implementation to revitalize our downtown core, which the center is the intersection of two state routes: Broadway

and Main Street. This project will include art and a multimodal streetscape plan to increase access and connection for all types of users (vehicle, pedestrian, and bicycles), throughout the downtown and surrounding areas.

n Building a new integrated waste management facility—1,774 acre property will include permitting, environmental, design and construction of a modern landfill with access roads, support facilities, water supply, power and other facilities associated with this use. The property will also be used for passive recreation agriculture, communication facilities and a police shooting range.

n Preparation of plans and specifications for capital construction projects.

n Plan, design, and inspect City construction projects.

n Development review of public improvements to subdivisions including: streets, curbs, gutters, sidewalks, water mains, sewer lines, and drainage.

n Responsible for maintaining a fleet of approximately 400 vehicles and associated fueling facilities.

n Preventive and regular maintenance of streets, buildings, and other City owned facilities.

n Regional public transportation service system (Santa Maria Area Transit— SMAT).

the POSITION / IDEAL CANDIDATE PROFILETHE PRINCIPAL CIVIL ENGINEER is a high-profile position and has a leadership role within the

Department of Public Works. This position will interface and present to the City Council, City Manager, the Planning Commission and constituents and businesses in the community at-large. This position reports to the Public Works Director, oversees approximate staff of five inspectors and engineers, and oversees complex CIP projects, and related funding and expenditures. This successful incumbent will have a high-degree of professional independence, exceptional judgment, and a proven track record of providing exemplary customer service while being flexible, proactive, and influential.

EMPLOYMENT STANDARDS n Minimum five years of

progressively responsible professional work experience in the field of civil engineering or a closely related field; and

n Graduation from an accredited college or university with a bachelor’s degree in civil or mechanical engineering or a related field; and/or equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.

n Current technical/professional knowledge of complex principles, methods, standards and techniques, such as: engineering design, construction practices, drafting, inspection, and surveying, physics, chemistry, and mathematics as applied to civil engineering; use computer software and equipment effectively, etc.

n Possession of a valid and appropriate California Driver License.

n Required:n Certificate of Registration

as a Civil Engineer (i.e. PE) California issued or another state.

n Desired licenses: n Registration as a Licensed

Land Surveyor. n Registration as a Licensed

Traffic Engineer.

n Completion of a background investigation to the satisfaction of the City prior to hire.

SALARY& BENEFITSThe annual salary range is: $117,603–$142,947 DOE/DOQ; salary will

be negotiated depending upon qualifications and experience.

SAVE THE DATESInterview dates are FEBRUARY 27 & 28, 2020 (candidates selected to interview will need to be available for both days).

AUTO ALLOWANCE: An annual allowance of $116/month.

FLEXIBLE SCHEDULE: 9/80 or 5/40 schedules available.

TELEPHONE/PDA STIPEND: Stipend of up to $115/month.

RETIREMENT: CalPERS with a 2% at 55 formula for classic members and 2% at 62 for new members. New employee could contribute up to 8% of member share.

DEFERRED RETIREMENT: City contributes $11.54 per pay period toward a 457 deferred compensation plan.

HEALTH INSURANCE: City contributes up to $1,064/month towards a choice plan.

POST-EMPLOYMENT HEALTH PLAN (PEHP): City contributes $100 per pay period to a fund that will provide reimbursement for out-of-pocket cost of qualified medical expenses and medical insurance premiums upon separation or retirement.

DENTAL & VISION INSURANCE: City pays for entire family.

VACATION: Minimum 10 days, 21 days maximum.

SICK: 10–12 days/year.

HOLIDAYS: Seven (eight hour) holidays a year; and eligible to receive, on a pro-rated basis, forty hours of floating time a year to be scheduled off or cashed out.

OTHER: Short-/Long-term disability; life insurance, tuition reimbursement, as well as a variety of optional employee-paid plans.

EDUCATION INCENTIVE PAY: 5% for M.A. Degree
