News You Can Use From Medicare. Special Supplemental Benefits for the
Chronically Ill (SSBCI) Medical Advantage Plan Benefits Now Available.
Medicare Advantage (MA) plans have long had the ability to offer extra or supplemental
benefits in addition to what Original Medicare covers. These benefits have often included
such things as some dental, hearing, and vision services.
On TV, there has been a lot of advertising about the extra benefits now available with a Medicare
Advantage Plan. These include: non-medical transportation, in-home personal care, MOW,
health & fitness devices, acupuncture, air conditioners, pest control, sessions with a dietitian, and
even support for service dogs. Due to changes in Federal law and policy, as of January 1, 2020,
Medicare Advantage plans can now offer a new type of supplemental benefit, called Special
Supplemental Benefits for the Chronically ill. This type of plan can only be offered to those who
meet the definition of being “chronically ill”. This new type of coverage has caused a lot of
confusion due to the way it is marketed on TV and also by companies calling you at home. Not
everyone is eligible nor is every Medicare Advantage Plan eligible to offer this plan. There is
a two-part test for plans to determine whether anyone is eligible for SSBCI. The two-part test
includes:
1. The enrollee meets the definition of having a “chronic illness” as determined by Medicare
rules.
2. Such benefits or services must also have a reasonable expectation of improving or
maintaining the health or overall function of the enrollee as it relates to the chronic
condition or illness.
What are the drawbacks of such a plan?
Different plans have broad discretion in determining the types of items as services they may
offer as a SSBCI and what may be considered “a reasonable expectation” when choosing to
offer this type of plan. Not everyone will qualify for this type of plan since a plan must do
an individualized Assessment of Eligibility Determination which will not happen until a
Medicare Advantage Plan customer service rep or agent/broker marketing the plan can
confirm that a potential enrollee will be eligible for the new supplemental benefits for the
chronically ill.
Neither a Medicare Advantage plan customer service rep nor an agent/broker marketing the
plan can confirm that a potential enrollee will be eligible for the new supplemental benefits
pre-enrollment.
Advice to consumers:
Do you qualify? – You won’t know until you are actually enrolled in the plan.
Find out what the actual costs of the benefits will be and are there shortcomings in the rest
of the plan such as loss of other benefits such as vision, hearing or dental. What is the
cost-sharing amount you have to pay & what limitations are there, such as # of visits &
availability. MOW, personal care & transportation can be arranged through other sources,
like the Hartland Senior Activity Center. Call Carol, a Certified Medicare Counselor &
Senior Resource Specialist (810-626-2139) to arrange an appointment.
