bureau based consumer data sources, individual and household known purchase history,
multiple consumer and mortgage databases, self-reported survey information, and online
registrations and the Census/American Community Survey (ACS).

What is the history of Prime New York?
Prime New York was started in 1988 by Stuart Osnow & Jerry Skurnik, two veterans of New York politics as a result of requests by people in the New York political scene dissatisfied with the voter files then available. We rapidly became and still are the most successful voter file company in the state.
Over the years, the company, still run by Stu & Jerry have provided products and services for campaigns throughout the country, while continuing our main focus on New York, We have sold to Presidential campaigns and School Board races, to candidates of virtually all parties, to unions, trade associations and local governments.
How often do you update your voter file?
We update our voter files based on multiple factors including updates from the state and the election calendar. All files are updated between 2 and 6 times per year. We order them from the state after every major primary & general election. The states take months in some cases to turn around a coded version of the file as they wait for the counties to return those data. The processing and additional data are two major elements that differentiate our data. Before files go live, they go through a 53 point check including NCOA and CASS certification. We ensure that the file we deliver is the cleanest and most up-to-date available by using this 53-point check.
How is the file processed?Data processing and scrubbing are at the
center of all of our products. Our data goes through both human and automated checks prior to being released to clients.

How do you get telephone numbers?
We start with 10 national sources for telephones including 4 mobile-only sources. Our landline file is compiled from a combination of commercial sources with the primary being the national caller assistance directory - the single most complete database of landline telephone numbers in the U.S. That file, compiled by Verizon, is updated on a daily basis by all of the providers across the country. Our update schedule is typically every 30 days. As we ingest phone numbers, we run them against a disconnect file, now pushing 190 Million records, which includes numbers that have been reported from telemarketing firms. This incredibly valuable file is the only way to efficiently and instantly “clean” a telephone database.
Cell phone data is available through multiple channels including multiple sources directly related to the telecommunication companies themselves.

Every telephone number receives a confidence score from 1 to 5 -- 1 is the highest confidence, 5 being the lowest depending on how it was matched to L2’s national voter or consumer databases. This is not a connection score but rather a score based on the confidence in the match quality between the voter or consumer record and the name/address information provided with the telephone number. If there is a 100% match based on first/middle/last names along with the address and telephone number that number will score a 1. If we receive a partial match on a last name and address but only a single initial of a first name that would score lower on the scale. We recommend using the 1s and 2s if possible, for both landlines and cell phones. If you need additional numbers the 3s, 4s, and 5s are connected we just have slightly lower confidence in this small group of numbers we can match with 100% certainty to a voter or consumer.
What about emails? At Prime New York, we send voter files
out to trusted vendors to do a fresh match to provide the most up-to-date emails. Our match rate is typically 50% to 65%. These are purchased list and cannot be uploaded and sent through a consumer-level provider such as MailChimp or Constant Contact.
We also have the voter history on 2020 Primary and General for New York City, letting us know who voted early, who voted by mail and voted on Primary and/or Election Day. This information will be vital if absentee & early voting is anywhere near as prevalent in 2021 as it was in 2020.
Why is the mailing address out of state or district?
On our files. the primary address of an individual is their residence address. This is the address associated with their voter registration and their primary residence in our consumer databases. Every 30-60 days we run a check of those individual records and addresses against the National Change of Address (NOCA) database. The NCOA system maintained by the United States Postal Service (USPS) will inform us if an individual has moved permanently or had their mail forwarded for a temporary period of time. This could be an individual going to college, living with a relative temporarily, military service, second home or other reasons. The USPS/NCOA mailing address provided will be the one used on mailing files until that individual changes their mailing address to either another location or back to their residence address. Mail forwarding from the USPS doesn’t always forward all mail, in fact they prioritize which mail gets forwarded which is why we strongly recommend using the mailing address provided by the USPS/NCOA vs. the residence address. Some of our files come in formats with both the residence address and mailing address. Let us know which type of files works best for you.
