Pending receipt of unspent balance position as on 1.4.2013, it has been decided to releaseRs. 23133.47 lakhs + Rs. 63.00 lakhs (for NCLP Children) = Rs. 23196.47 lakhs (Rupees TwoHundred Thirty One Crore Ninety Six Lakh and Forty Seven Thousand Only) component wise toGovt. of Madhya Pradesh as an ad-hoc recurring Central assistance on the basis of PAB-MDMapproval for the year 2012-13 under National Programme of Mid Day Meal in Schools for the year2013-14, as per component wise details given below:-

2.(i) The State Finance Department must release Central Assistance along with the minimummatching contribution of State share to the Education Department or the nodal department forimplementation of Mid Day Meal Scheme (MDMS) immediately.

(ii) The Education Department or the nodal department for MDMS must release the CentralAssistance as well as State Government's matching contribution to the schools/implementing agencieswithin a week.

3. The expenditure of Rs. 23196.47 lakhs (Rupees Two Hundred Thirty One Crore Ninety SixLakh and Forty Seven Thousand Only) will be debited to Demand No. 59- Department of SchoolEducation & Literacy, 3601 (Major Head) - Grant-in-Aid to State Governments This amount is to betrifurcated into following heads:

(i) Rs. 11565.30 lakhs (Rupees One Hundred Fifteen Crore Sixty Five Lakh and ThirtyThousand Only) will be debited to Demand No. 59 - Department of School Education & Literacy, 3601(Major Head) - Grant-in-Aid to State Governments, 04 - Grants for Centrally Sponsored Plan Schemes(Sub-Major Head), 187 - Elementary Education-National Programme of Mid Day Meals in Schools(Minor Head), 06 - Assistance to States (Sub Head), 06.01 - Amount to be met from Gross BudgetarySupport (Detailed Head), 06.01.31 - Grants-in-aid - General for 2013-14 (Plan).

(ii) Rs. 4992.11 lakhs (Rupees Forty Nine Crore Ninety Two Lakh and Eleven Thousand Only)will be debited to Demand No. 59- Department of School Education & Literacy, 3601 (Major Head) -Grant-in-Aid to State Governments, 04 - Grants for Centrally Sponsored Plan Schemes (Sub-MajorHead), 789 - Special Component Plan for Scheduled Castes (Minor Head), 35 - ElementaryEducation-National Programme of Mid Day Meals in Schools, 35.01 - Assistance to States-(Amount tobe met from Gross Budgetary Support), 35.01.31 - Grants-in- aid - General for 2013-14 (Plan).

(iii) Rs. 6639.06 lakhs (Rupees Sixty Six Crore Thirty Nine Lakh and Six Thousand Only) willbe debited to Demand No. 59- Department of School Education & Literacy, 3601 (Major Head) - Grant-in-Aid to State Governments, 04 - Grants for Centrally Sponsored Plan Schemes (Sub-Major Head), 796-Schedule Tribes for Sub Plan (Minor Head), 25 - Elementary Education-National Programme of MidDay Meals in Schools, 25.01 - Assistance to States-(Amount to be met from Gross Budgetary Support),25.01.31 - Grants-in- aid - General for 2013-14 (Plan).

4. Accordingly, I am directed to convey the sanction of the President of India to release ofRs. 4992.11 lakhs (Rupees Forty Nine Crore Ninety Two Lakh and Eleven Thousand Only) toGovt. of Madhya Pradesh as an recurring Central assistance under National Programme of MidDay Meal in Schools for the year 2013-14.

5. The expenditure of Rs. 4992.11 hikhs (Rupees Forty Nine Crore Ninety Two Lakh andEleven Thousand Only) will be debited to Demand No. 59- Department of School Education & Literacy,360 I (Major Head) - Grant-in-Aid to State Governments, 04 - Grants for Centrally Sponsored PlanSchemes (Sub-Major Head), 789 - Special Component Plan for Scheduled Castes (Minor Head), 35 -Elementary Education-National Programme of Mid Day Meals in Schools, 35.01 - Assistance to States-(Amount to be met from Gross Budgetary Support), 35.01.31 - Grants-in- aid - General for 2013-14(Plan).

6. The above grant is subject to the following conditions: -

[AJ Cost offoodgrains:

(i) District administration will ensure that every consuming unit maintains a buffer stock offood grains required for a month to avoid disruption due to unforeseen exigencies.

(ii) The BPL rate for the Rice and Wheat supplied by Food Corporation of India (FCI) underMid Day Meal Scheme is Rs.5650 per MTs and Rs.4150 per MTs respectively. Districtadministration will ensure the payment of the bills raised by FCI within 20 days of the

submission of bills as per the guidelines issued by this Department vide letter No. 1-15/2009-Desk(MDM) dated 10.2.2011. The taxes if any levied by the State/UT wouldbe borne by the Govt. of India.

(iii) State Government will nominate an officer who will be responsible for receiving thebills submitted by FCI and ensuring payment to it in time. FCI will intimate its accountnumber and mode of receiving of payment to the nodal officer, who should be maderesponsible for transferring money/depositing cheque in that account. State Govt. willensure timely payment to FCI by district authority. State Govt. will ensure timelypayment to FCI by district authority.

(iv) All other provisions made in the above guidelines issued should be strictly complied.(v) The States/UTs may evolve a system for on-line payment to FCI to avoid delay.(vi) The information on month-wise payment to FCI may be made available to this

Department on regular basis.

[B] Cooking Cost:

(i) StatelUT's norm of expenditure towards cooking cost shall under no circumstances befixed at a level less than Rs. 3.11 upto 30th June, 2013 and Rs. 3.34 from 1st July, 2013onwards and per child per school day for primary stage and Rs. 4.65 upto 30th June,2013 and Rs. 5.00 from 1st July, 2013 onwardsper child per school day for upper primarystage and NCLP schools.

(ii) State Government should release 25% minimum mandatory State Share of cooking costsimultaneously.

(iii) States/UTs will not reduce its own budgetary allocation for cooked Mid-Day MealProgramme below the level of BE: 2005-06.

(iv) As stipulated in the MDM Guidelines, 2006 [para 3.3(iv)], States/UTs shall ensure that aminimum of one-month's requirement of cooking cost is available in each school asadvance through-out 2012-13.

(v) The StateslUTs may evolve online transfer of funds to schools/implementing agencies.

[C] Transportation Cost:

Grant of Central Assistance towards transportation cost is based on flat rate of Rs. 750per MT for State/UT as a whole or actual expenditure whichever is less. The utilisation ofthis grant should be commensurate with the actual quantity of food grains lifted andtransported under the Scheme. Requirement of Transportation cost may vary from districtto district within State/UT depending upon the topography and distance to be transported.States/UTs may therefore, reallocate this grant amongst the districts as per therequirement and as per State/UT norms.

[D] Honorarium to Cooks-cum-Helpers

(i) State Govt. may also release Rs. 250/- per cook-cum-helper as State's share without anydelay so that Rs. 1000/- per month is paid to cook-cum-helper on consolidated basis.

(ii) State Govt. may give priority to weaker section of the society like women, SCIST, OBC,Minorities in engaging the cook-cum-helper.

(iii) The cook-cum-helper should be engaged purely on temporary basis. Central Govt. will

(iv) Separate account will be maintained by the State Government for the Central assistancebeing released under each category (Primary and Upper Primary) separately to meet thepayment of cook-cum-helpers under the Scheme.

[E) MME:Central assistance will be utilized for Management, Monitoring and Evaluation (MME)i.e. 1.8% of total recurring Central Assistance i.e. (a) Cost of foodgrains, (b) cookingcost, (c) transport assistance & (d) honorarium to cook-cum-helpers as per the guidelinesissued by this Ministry's letter No. 1-lS/2009-Desk (MDM), dated 21.6.2010.

(F) GENERAL

The grant shall be subject to the following conditions:

(i) It shall be utilized only for undertaking activities proposed in the Annual Work Plan &Budget for the year 2013-14 and as approved by the Programme Approval Board, and bythe Government ofIndia on the basic norms of expenditure.

(ii) The assets, if any, acquired wholly or substantially out of this grant, should not, withoutthe prior sanction of the Government of India, be disposed of, encumbered or utilized forpurposes other than those for which the grant has been sanctioned.

(iii) The grantee shall maintain a separate and proper account of the expenditure incurred outof the grant and the accounts so maintained shall be open to audit by the Comptroller &Auditor General of India or any authority deputed by him for the purpose as per rules.

(iv) The State Government shall contribute and release their minimum mandatory sharesimultaneously to implementing agencies.

(v) The grantee shall furnish this Department with item-wise statement of expenditure on aquarterly basis and other reports on physical and financial progress in approved formats.The grantee will also submit annual progress within one month from the close of thefinancial year. The unspent balance, if any shall be taken into account before funds orsubsequent years are released.

(vi) The grantee shall follow strictly all the instructions issued by the Govt. ofIndia from timeto time with regard to the implementation of the Scheme and the funds earmarked forSpecial Component Plan for Scheduled Castes and Scheduled Tribes Sub Plan.Therefore, the funds are required to be further bifurcated into these minor budget headsi.e. for SCs and STs.

7. It is certified that the pattern of assistance under the Scheme has the prior approval of Ministry ofFinance. It is also certified that the grant is being released in conformity with rules and principles of theScheme.

8. The unspent balance of Central assistance released to State during the previous years will beadjusted while releasing the balance amount of first instalment due to the State.

9. The utilization certificate of this grant may be submitted to Govt. ofIndia within three months ofthe next financial year.

10. The accounts of the grantee shall be open to inspection by the sanctioning authority and audit,both by the Comptroller and Auditor General ofIndia under the provision of CAG (DPC) Act 197 I andInternal Audit by the Principal Accounts Office of the Ministry of Human Resource Development,Department of School Education and Literacy, whenever the grantee is called upon to do so.

11. The amount of grant-in-aid is finally adjustable in the books of Principal Accounts Officer,Ministry of HRD, Department of School Education & Literacy, D-Wing, Ground Floor, Shastri Bhawan,

New Delhi-I 10 115. On receipt of sanction letter, the Principal Accounts Officer may issue an advice tothe Reserve Bank of India (Central Accounts Section), Nagpur for affording credit to the balance of theState Government. The Principal Accounts Officer may forward a copy of the advice to the AccountantGeneral and Finance Department of the State Government along with a copy to undersigned in theDepartment of School Education & Literacy. State Government shall send intimation regarding receipt ofgrant-in-aid to Principal Accounts Officer, Ministry of HRD, Department of School Education &Literacy, Shastri Bhawan, New Delhi-IIOI15.

12. Grantee is located in Madhya Pradesh circle of account.

13. This issues with the concurrence ofIntegrated Finance Division vide their Dy. No. 2250 dated09.04.2013 and funds certified by IF.2 vide Dy. No. 634/13-IF.ll dated 10.04.2013.

14. The Sanction ID and E-bill pertaining to above release has already been generated.
