Ofgem aspirations

Requirement to survey all sub-deduct networks in Britain

GDPCR Final Proposals – 3rd December 2007 Allowance for surveys

To be completed over 2008/9 and 2009/10 formula years

Purpose to gather technical data relevant to potential re-engineering and future

adoption of these networks by GDNs To inform the anticipated DBERR review of the relevant exemption

order (Statutory Instrument 1996/449) due to expire on 1st March 2011

Final report to Ofgem 1st April 2010

Next steps

National Grid is considering the most effective way in which it is able to meet Ofgem’s requirements

Options for Survey resourcing are currently under consideration. Use of direct labour. Shipper liaison to be facilitated by ‘customer’

department. Outsourcing to contractors by competitive tender. Contractor responsible

for all Shipper/Supplier/Customer interfaces.

A method of capturing data in a consistent way needs to be developed

Confirm ownership of Primary/Sub-deduct Supply Point/User

Consistent method of contact with end-consumer needs to be agreed (contact letters, etc)

Extent of NGD liaison with Shipper/Supplier of key importance
