10 Scope
11 This specification covers the requirement of a non-infringing light weight mechanical track jack having a said working load of 8 t The non- infringing feature would be that the jack could be released instantaneously in the face of an approaching train and non of its components would project above the rail level during the passage of a train
12 The jack may be designed for a single or multiple stage lifting
13 This standard does not include trolley type jacks or any other type jack used by various departments other than p-IjaY
20 Materials
Strength and other essential physical properties ofthe component parts ofthe jack shall be adequate for the purpose intended All castings forgings machining i

32 In case of any doubt in the use of specified materials the Inspecting Officer shall be free to take samples from the component for complete CampM analysis at the expense of the supplier

50 Functional Requirements
51 The mechanical track jack shall be light weight The weight shall not be more than 20 kg without handle and should have easy portability
52 The jack should have rigid and robust construction
53 The ram shall be of one single diameter through out its length for single stage lifting and of uniform diameter for multiple stage lifting for each part of the ram
54 Release shall be instantaneous and preferably obtained by a single twist of the handle or hitting the lowering pedal with foot
55 The jack shall be provided with a carrying handlesling
56 The base of the jack shall be so designed that it adequately prevents tilting during normal position
57 Each jack shall be supplied with a suitable operating lever
58 The top of saddle shall be suitably chequered or serrated or shall be cup shaped with locking fingers to prevent slipping during operation
59 Dimensions and capacity ofjack shall be as follows

62 Both these sample jacks shall first be subjected to the sequence oftesting detailed in clause 70
63 In one sample submitted fails initially then the supplier shall submit a fresh two new sample jacks which shall be tested as per procedure detailed in clause 70 and both should withstand the test

The jacks shall be subjected to following tests as per IS4552-1968
71 Visual and dimensional test
72 No-load test
73 Performance test
74 Overload test
75 Sequence of testing The sequence of tests of the jack and the frequency shall be as given below i) Visual and Dimensional Test- Every jack ii) No-load test - Every jack iii) First Overload test - Every jack iv) Performance test - One out of every 20 or part v) Second Overload test - For the jack subjected to performance test
751 After completing ofthe sequence oftest given in 75 the jack shall not show signs of damage and shall operate without undue play between parts or slip when a load equal to nominal lifting capacity is raised or lowered
80 Jack shall be legibly and indelibly marked with a) Name initial or trade-mark of manufacturer b) Nominal lifting capacity in tones

9l All working surfaces of the jack shall be coated with suitable rust preventive All other surfaces shall be painted The jacks shall be supplied packed according to best trade practice

i) Instructions for safe operation of the jacks ii) Salient feature ofthe jack iii) Parts list with isometric drawing ofthe components for easy identification
120 Spare parts
121 The manufacturer shall be responsible for the subsequent availability of spares to ensure trouble free service for the lift of track jack
122 The spare parts required time to time shall be detailed in a list indicating description part number source ofprocurement and expected life etc
130 Guarantee
131 The jack shall be guaranteed for one year for manufacturing as well as material defects For replaced parts guarantee shall begin a fresh
132 The manufacturersupplier shall bear the entire cost of the repair or replacement of any parts found deficientdefective due to faulty material poor workmanship etc during the period of guarantee
140 Markers test certificate
Copies of the makers certificate guaranteeing the performance of the jack shall be supplied in three copies alongwith each machine
150 The inspection of the jack shall be carried out by the purchaserChief Track Engineer or his authorized representative at various stages of manufacture The manufacturer shall provide all testing equipment facilities including transportation that are required by the inspecting official for proper inspection of the jack In case these facilities are not Ilvailable~~he ~I1Ufacturers premises he would be required to get them arranged in the nearby technical institute or test house approved by the purchaser

The specification was issued to zonal railways by Railway Board vide letter No 92lTrack-IIIITMJ6 dated 24992
The amendment proposed reads as under
(a) Clause No 14 (new clause to be added)
The mechanical track Jack can be of two types as indicated below
(i) Rack and pinion type having a lift of 3 to 6 mm per stroke of the operating lever One man is required for the pumping of the operating handle
(ii) Rack and pawl type having a Iii of 13 to 15 mm per stroke of the operating handle Two men are required for the pumping of the operating lever
(b) Clause No 53 (existing clause)
The ram shall be one single diameter through out its length for single stage lifting and of uniform diameter for multiple stage lifting for each part of the ram

INSPECTION
1 Inspection of the Mechanical Track Jack 8T Cap(Non Infinging type) (Rack amp pawl type) under ROSa specification NoTMSMl21(Rev01 of 2003) shall be carried out by the Railway representative authorised by Chief EngineerTM of the zonal railway The cost of inspection including convenience of railway representative is to be born by the manufacturersupplier
2 Written information shall be given by the suppliermanufacturer to the railway for offering of sample test Before offering such test the suppliermanufacturer shall supply to the inspecting official a complete analysis of the materials of all the different component parts of the jack duly got done by an approved Government laboratorytest house
3 The suppliermanufacturer shall submit inspecting official two sample jack and manufacture in bulk shall not be prQcessed with until these samples have been tested as per procedure laid down in clause 70 of ROSO specification No TMSM21(RevOl of 2003) and approved Both these sample jacks shall be subjected to type tests mentioned in clause 70 of ROSOs specification If sample submitted fails initially then supplier manufacturer shall submit afresh two new sample jacks which shall be tested as per procedure detailed in clause 70 of RDSOs specification No TMSM2 1(RevO1 of 2003) and both should withstand the tests After qualifying through the sampl test bulk manufacturing shall be processed
4 After completion of bulk manufacture of jack Written information shall be given by the suppliermanufacturer to the zonal railway for offering of acceptance tests necessary arrangement for acceptance test shall be made by suppliermanufacturer The cost of inspection including convenience of railway representative is to be born by the manufacturer supplier Acceptance test will be as per clause 70 of RDSOs specification No TMSM21(RevOlof2003)

2 Written information shall be given by the suppliermanufacturer to the railway for offering of sample test Before offering such test the suppliermanufacturer shall supply to the inspecting official a complete analysis of the materials of all the different component parts of the jack duly got done by an approved Government laboratorytest house

10 Scope
11 This specification covers the requirement of a non-infringing light weight mechanical track jack having a said working load of 8 t The non- infringing feature would be that the jack could be released instantaneously in the face of an approaching train and non of its components would project above the rail level during the passage of a train
12 The jack may be designed for a single or multiple stage lifting
13 This standard does not include trolley type jacks or any other type jack used by various departments other than p-IjaY

53 The ram shall be of one single diameter through out its length for single stage lifting and of uniform diameter for multiple stage lifting for each part of the ram
54 Release shall be instantaneous and preferably obtained by a single twist of the handle or hitting the lowering pedal with foot

The specification was issued to zonal railways by Railway Board vide letter No 92lTrack-IIIITMJ6 dated 24992
The amendment proposed reads as under
(a) Clause No 14 (new clause to be added)
The mechanical track Jack can be of two types as indicated below
(i) Rack and pinion type having a lift of 3 to 6 mm per stroke of the operating lever One man is required for the pumping of the operating handle

INSPECTION
1 Inspection of the Mechanical Track Jack 8T Cap(Non Infinging type) (Rack amp pawl type) under ROSa specification NoTMSMl21(Rev01 of 2003) shall be carried out by the Railway representative authorised by Chief EngineerTM of the zonal railway The cost of inspection including convenience of railway representative is to be born by the manufacturersupplier
2 Written information shall be given by the suppliermanufacturer to the railway for offering of sample test Before offering such test the suppliermanufacturer shall supply to the inspecting official a complete analysis of the materials of all the different component parts of the jack duly got done by an approved Government laboratorytest house
3 The suppliermanufacturer shall submit inspecting official two sample jack and manufacture in bulk shall not be prQcessed with until these samples have been tested as per procedure laid down in clause 70 of ROSO specification No TMSM21(RevOl of 2003) and approved Both these sample jacks shall be subjected to type tests mentioned in clause 70 of ROSOs specification If sample submitted fails initially then supplier manufacturer shall submit afresh two new sample jacks which shall be tested as per procedure detailed in clause 70 of RDSOs specification No TMSM2 1(RevO1 of 2003) and both should withstand the tests After qualifying through the sampl test bulk manufacturing shall be processed

2 Written information shall be given by the suppliermanufacturer to the railway for offering of sample test Before offering such test the suppliermanufacturer shall supply to the inspecting official a complete analysis of the materials of all the different component parts of the jack duly got done by an approved Government laboratorytest house

11 This specification covers the requirement of a non-infringing light weight mechanical track jack having a said working load of 8 t The non- infringing feature would be that the jack could be released instantaneously in the face of an approaching train and non of its components would project above the rail level during the passage of a train

62 Both these sample jacks shall first be subjected to the sequence oftesting detailed in clause 70
63 In one sample submitted fails initially then the supplier shall submit a fresh two new sample jacks which shall be tested as per procedure detailed in clause 70 and both should withstand the test
70 Tests
The jacks shall be subjected to following tests as per IS4552-1968
71 Visual and dimensional test
72 No-load test
73 Performance test
74 Overload test
75 Sequence of testing The sequence of tests of the jack and the frequency shall be as given below i) Visual and Dimensional Test- Every jack ii) No-load test - Every jack iii) First Overload test - Every jack iv) Performance test - One out of every 20 or part v) Second Overload test - For the jack subjected to performance test
751 After completing ofthe sequence oftest given in 75 the jack shall not show signs of damage and shall operate without undue play between parts or slip when a load equal to nominal lifting capacity is raised or lowered
80 Jack shall be legibly and indelibly marked with a) Name initial or trade-mark of manufacturer b) Nominal lifting capacity in tones
90 Packing
9l All working surfaces of the jack shall be coated with suitable rust preventive All other surfaces shall be painted The jacks shall be supplied packed according to best trade practice

150 The inspection of the jack shall be carried out by the purchaserChief Track Engineer or his authorized representative at various stages of manufacture The manufacturer shall provide all testing equipment facilities including transportation that are required by the inspecting official for proper inspection of the jack In case these facilities are not Ilvailable~~he ~I1Ufacturers premises he would be required to get them arranged in the nearby technical institute or test house approved by the purchaser
