The logic of administrative prevention appears today to be the most advan- ced frontier of anti-corruption policies. Fighting corruption through administration, and prevention, rather than through judicial and criminal prosecution: an ambitious goal, central for democratic systems. The present Handbook is the outcome of the Winter School “Preventing Cor- ruption through Administrative Measures” (2018), supported by the European Union Programme Hercule III (2014-2020) and organized by the Department of Political Science of the University of Perugia, in collaboration with the Regional Anti-corruption Initiative (RAI), European Anti-Fraud Office (OLAF), Italian National Anticorruption Authority (ANAC) and Villa Montesca. Coordinator of the LEPA research area on Institution Quality, Transparency and Anti-Corruption, Rector delegate for the promotion of transparency and legality. Expert of the Council of the National Anti-Corruption Authority. Senior expert in various international co- operation projects on anti-corruption and administrative modernization issues. Head of the European project (Hercules III) for study and training on admi- nistrative corruption prevention and director of the Anti-Corruption Winter School envisaged by the project (2016-2018). DILETTA PAOLETTI is research fellow at the University of Perugia. Graduated with honors in Political Science International Relations, she is involved in rese- arch projects on European Union law and administrative law. She is a consultant on European funds. She manages the Master’s degree in “Eu funds and Project Management for culture, creativity and multimedia”, promoted by the Universi- ty of Perugia. She is currently project manager and member of the Jean Monnet Chair “The implementation of EU policies by Regional and Local authorities” (EUREL), funded by the European Commission.
