PRESS NOTE Standards for Milk Protein Concentrates, Whey Protein Concentrates and Colostrum and Colostrum Products The FSSAI has notified these draft regulations in course to amend the principal regulations i.e. FSS (Food products Standards and Food Additives) Regulations, 2011 to include standards for Milk Protein Concentrates, Whey Protein Concentrates and Colostrum and Colostrum Products and inviting comments and suggestions from stakeholders within a period of 30 days of publication of the draft regulations. These standards specify product definitions, compositional and quality parameters as well as specific additives and labelling requirements for the products covered under these regulations. These draft standards shall be reviewed based on the comments received from stakeholders and revised, if necessary.     Standards for Milk Protein Concentrates, Whey Protein Concentrates and

    Colostrum and Colostrum Products

    The FSSAI has notified these draft regulations in course to amend the principal

    regulations i.e. FSS (Food products Standards and Food Additives) Regulations, 2011 to

    include standards for Milk Protein Concentrates, Whey Protein Concentrates and

    Colostrum and Colostrum Products and inviting comments and suggestions from

    F. No. Stds/M&MP/Notification(02)/FSSAI-2016.—The draft regulations further to amend the Food Safety and Standards (Food Products Standards and Food Additives) Regulations, 2011, which the Food Safety and Standards

    Authority of India proposes to make with previous approval of the Central Government, in exercise of the powers

    conferred by clause (e) of sub-section (2) of section 92 read with section 16 of the Food Safety and Standards Act, 2006

    (34 of 2006) is hereby published as required under sub-section (1) of section 92 of the said Act for the information of all

    persons likely to be affected thereby, and notice is hereby given that the said draft regulations shall be taken into

    consideration after the expiry of the period of thirty days from the date on which copies of the Gazette in which this

    notification is published are made available to the public;

    Objections or suggestions, if any, may be addressed to the Chief Executive Officer, Food Safety and Standards

    Authority of India, FDA Bhawan, Kotla Road, New Delhi- 110002 or may be sent by e-mail at [email protected];

    Objections or suggestions which may be received with respect to the said draft regulations within the period

    specified above shall be considered by the Food Safety and Standards Authority of India.

    DRAFT REGULATIONS

    1. These regulations may be called the Food Safety and Standards (Food Products Standards and Food Additives) ………….. Amendment Regulations, 2018.

    2. In the Food Safety and Standards (Food Products Standards and Food Additives) Regulations, 2011, in regulation 2.1, after sub-regulation 2.1.20 relating to “Edible Lactose”, the following sub-regulations shall be inserted, namely,-

    “2.1.21 Milk Protein Concentrate.-

    This Standard applies to Milk Protein Concentrate as defined in item 1 of this sub-regulation.

    1. Description.-

    Milk Protein Concentrates are complex milk proteins that contain both casein and whey protein in their

    native form in the same or similar ratio as milk. Milk protein concentrate products are designated as MPC

    40, MPC 70, MPC 80, MPC 85, MPC 90 depending upon their milk protein contents. Milk protein concentrates’s are generally manufactured by filtration processes (microfiltration, ultrafiltration and

    diafiltration) and membrane separation technologies that remove the majority of lactose and soluble

    minerals while retaining the milk protein, followed by spray-drying.

    2. Essential Composition and Quality Factors.-

    (a) Raw Materials.- Milk, skimmed milk

    (b) Composition.-

    The product shall conform to the compositional specifications provided in the table below:

    3. Food Additives.-

    For products covered under this standard, antioxidants and anti-caking agents specified in Appendix ‘A’

    of these regulations may be used and only within the limits specified.

    4. Labelling.-

    In addition to the provisions laid under the Food Safety and Standards (Packaging and Labelling)

    Regulations, 2011. The per cent. value of protein shall be declared on the label of the package.

    2.1.22 Whey Protein Concentrate.-

    This Standard applies to Whey Protein Concentrate as defined in item 1 of this sub-regulation.

    1. Description.-

    Whey Protein Concentrate means a white to light cream-coloured product with a bland, clean flavour

    obtained by removing non-protein constituents from whey by means of physical separation techniques

    such as precipitation, filtration, dialysis and other relevant techniques.

    2. Essential Composition and Quality Factors.-

    (a) Raw Materials.-

    Whey

    2.1.23 Standard for Colostrum and Colostrum Products.-

    This Standard applies to Colostrum and Colostrum Products as defined in item 1 of this sub-regulation.

    1. Description.-

    (a) “Colostrum” means the lacteal secretion from the mammary glands of cow or buffalo or a combination

    thereof obtained upto three to five days of parturition and preceding the production of milk, which

    typically contains fat, proteins, carbohydrates, vitamins, minerals and bioactive components (such as immunoglobulins and lactoferrin).

    (b) “Colostrum based products” means processed products resulting from the processing of colostrum or from

    further processing of such processed products

    i) “Colostrum Powder” is a colostrum-based product obtained by the drying of colostrum by suitable methods while retaining the essential characteristics of colostrum.

    2. Essential composition and quality factors

    (I) Colostrum

    (a) Composition.-

    The products shall conform to the compositional specifications provided in the table below:

    (b) For colostrum powder, stabilizers, emulsifiers and antioxidants as specified for milk powder in

    Appendix ‘A’ of these regulations, may be used and only within the limits specified.

    4. Hygiene.-

    The product shall conform to the microbiological requirements specified for milk powder in Appendix B

    of these regulations.

    5. Labelling.-

    In addition to the provisions laid under the Food Safety and Standards (Packaging and Labelling)

    Regulations, 2011, the following shall apply:

    (a) The name of the products covered by sub- item (a) of item 1 shall be “colostrum”.

    (b) The name of the products covered by sub-item (b) of item 1 shall be “colostrum powder”.
