Abstract‘Mind Technology’ (Mobile Technology) is a 21st Century Innovation Platform which promises to be the most disruptive, distinctive and important force shaping the future of Governance, Economic, Education and Cultural activities and services in Africa and by extension, in global development.
This paper analyses the process and content of that agenda with particular reference to the role of Mobile content in attaining the Millennium Development Goals (MDGs) of the United Nations.
It explores the ‘limitation of a generation of software developers’, provides a dynamic analysis and a critical insight on the Software Development capability of Nigeria Developers.
The paper will deliver and practically demonstrate the proof of concept by show-casing the Local Content Mobile Solutions titled ‘ Malaria Destroyers Game’ – which won the World Summit Award (WSA) – Africa Best Mobile Content 2014 (m/Entertainment/Lifestyle) – incorporating e-Health., in Rabat, Kingdom of Morocco - October15, 2014.
The aim of the paper is to give IT Professionals, Software Developers, Leadership in Government, Policy-makers, Researchers, ICT Executive Advisors and others, a critical insight into the shape and direction of Mobile Software innovation in the coming decades and how it will affect society. The Paper will make useful recommendations.

With almost 70% growth of its population from the 90s, Nigeria, the most populated country of Africa, stands at number 8 in the status of countries with the most population in the world.
Over-Population may soon become a serious problem, coupled with being one of the lowest life expectancy rates of the world.
Presently, it is populated by 167,423,000 citizens and this number will go up to almost 389,615,000 by the middle of 2050! (Source: Internet World Stats)

THE “ALWAYS ON” GENERATION
Ownership of mobile devices is broad and growing. Consumers use mobile devices for myriad activities in their everyday lives, and we increasingly expect mobile computing to be part of our lives.

GUI & Mobile Development Process
• GUI (Graphic User Interface) – very significant for Mobile design • Particularly for the creation of graphic design for mobile Apps.
• Main goal of mobile UI considers constraints & contexts, screen, input and mobility as outlines for design.
• Mobile UI design's goal is primarily for an understandable, user-friendly interface.
• The UI of mobile apps should: consider users' limited attention, minimize keystrokes, and be task-oriented with a minimum set of functions.

RECOMMENDATION1. The e-Nigeria Conference should ‘Declare Software-Nigeria as a National
Emergency and enthrone a distinctive National Software Master Plan on Local Content Software, as strategic imperative and critical backbone for Nigeria’s development.
2. NITDA should collaborate with ISPON to establish and administer a National Software Directory (NSD) of Developers and Products (Local & Foreign) as the core foundation and accelerator for Nigeria’s future Intellectual Property and dynamic tool for global competitiveness.
3. Recognize Mobile Technology as Nigeria’s best ICT opportunity window and establish Mobile Software Development corridor for Startups at Federal, State and Local Government levels.
4. Collaborate with Private sector to establish National Cyberlynpics program for Cybersecurity innovation and Competition on Mobile Technology Content.
5. Ensure that 50% of the NITDA Scholarship program is reserved for Software Architects, Systems Analytics, Developers and Lecturers.
6. Establish a National Software Development Server Infrastructure Bank for Software development Tools, SDK, Utilities and Databases as critical access platform for Nigerian Developers.
