Making PTA releveant in a more-diverse AmericaMembership

During the year, PTA experienced its largest membership decline in seven years. Membership declined by 5 percent (246,048 members) between 2009 and 2010. PTA had 23,051 units at the end of 2009-2019, a 0.5 percent (43 units) decline from last year. PTA has lost 436,083 members within the past three years.

Membership Development To deal powerfully with our membership decline, a historic meeti ng took place

in Atlanta, Georgia between nati onal Membership, Field Service and Diversity committ ees. The teams collaborated on solving the many challenges that face PTA this century.

This year, the Nati onal Council of States focused its meeti ngs on developing future membership approaches. Under the theme, “PTA Membership in 2015,” delegates grappled with soluti ons to current challenges and developed new approaches and PTA membership models.

A team of offi cers and staff visited Puerto Rico in February in order to develop PTA’s fi rst-ever non-English speaking congress in its history. The congress’ formati on will be announced in June 2010 at the 114th Annual Nati onal PTA Conventi on and Exhibiti on in Memphis, Tennessee. Staff has identi fi ed leadership for the congress.

Supporting Our Members: National Service Representatives and Membership Staff

Nati onal Service Representati ves and other Membership staff visited more than 30 states in the second quarter for trainings, workshops and presentati ons. More than 5,000 members and leaders at the state and local levels att ended workshops, trainings and presentati ons held by Nat Reps and Membership staff .

Other presentati ons were att ended by more than 300 school administrators and school board members.

A regional rural states conference was held in Las Vegas to help state PTA congresses in Mon-tana, South Dakota, North Dakota, Nebraska, Alaska, and Idaho—states with geographically-challenging environments—share soluti ons for membership and fi eld service issues.

Membership Success: PTA® MORESM

Membership staff att ended the 11th Annual Nati onal Fathers and Families Conference and held a workshop, “Using PTA Standards for Welcoming Dads.”

Nati onal PTA’s MORE Alliance and the Nati onal Fatherhood Leaders Group will launch Million Hours of Power campaign in June. This campaign will engage at least 350,000 men in meaningful volunteer activities all over the country, and encourage them to become PTA members.

At the invitati on of the Nati onal Partnership for Community Leadership, PTA will present at the 12th annual Internati onal Fatherhood Conference in New Orleans.

Nati onal PTA will host the second Male Engage-ment summit at the Nati onal PTA Conventi on that will feature a discussion with the White House Offi ce of Faith-based and Neighborhood partnerships and the Ft. Wayne, Indiana PTA Council, which used male engagement to grow membership by 30 percent last year.

Helping Military Families: PTA Alliance to Support Military Families

Nati onal PTA President Chuck Saylors has been invited to give opening remarks to the Military Child Educati on Coaliti on at their Annual Conference in July 2010.

The new PTA Military Family Support Committ ee will introduce a resoluti on at this year’s conventi on in support of military family engagement and interstate standards, known as the Interstate compact. This federal and state initi ati ve is designed to alleviate many of the academic and medical challenges of military children who transiti on from locale to locale.

Diversity

March 2010The Urban Development department hosted Community Engagement Curriculum training sessions in Miami, Atlanta, Houston, Las Vegas, and Chicago with local engagement teams, community stakeholders, parents, and caregivers. To date, 150 local PTA leaders are trained to deliver Nati onal PTA’s Community Engagement Curriculum in urban communiti es across the country.

April 2010The Urban Development department supported an Urban Family Engagement Initi ati ve event held by the Southeast Queens Community PTSA in Springfi eld Gardens Queens, New York. Joining Miami, Houston, Chicago, Balti more City, Albuquerque, and Atlanta, 75 residents of Springfi eld Gardens parti cipated in a community dialogue on “Closing the Achievement Gap.” To date, over 500 community advocates have parti cipated in the community-driven acti vity that encourages parents, family members, and students to speak up about their concerns and develop acti on steps to help school administrators address this very serious issue aff ecti ng urban and low-income communiti es across the country.

May 2010The Urban Development department held End of the School Year Celebrati ons in two Urban Family Engagement Initi ati ve citi es: Albuquerque and Chicago. Over 300 families are expected to gather to celebrate a successful year of meaningful parent engagement and the graduati on of 59 parents from Nati onal PTA’s Community Engagement Curriculum program.

The Urban Family Engagement Initi ati ve will unveil a monthly Summer of Learning Family Acti viti es Calendar, a toolkit for helping families keep children engaged in learning throughout the summer months.

More than 240 PTA members and leaders parti cipated in the 2010 Nati onal PTA® Legislati ve Conference in Arlington, Virginia.

Some 1,181 viewers have watched First Lady Michelle Obama’s keynote speech at the Nati onal PTA Legislati ve Conference since March 10, 2010. Another 667 watched the conference’s panel on the Common Core State Standards Initi ati ve (CCSSI).

About 111 viewers watched the April 12 State Presidents Webcast featuring Nati onal PTA President Chuck Saylors and Chief Executi ve Offi cer Byron V. Garrett .

E-Learning: Training Leaders for Stronger AdvocacyMembers and leaders have embraced Nati onal PTA’s e-learning tools. Not even halfway through 2010, more than 800 members across all levels have parti cipated in e-learning courses; PTA is on pace to surpass 2009 parti cipati on numbers.

Swing) held its ranking in the top 1 percent of all PSAs, according to Nielsen rati ngs. Since their inaugural airing in July 2009, the two spots have aired on 329 stati ons, totaling 36,368 broadcasts, with an audience impres-sion of 320,501,600 and an equivalent dollar value of $4,946,048.

Similarly, radio spots (Band and Talk) have aired on 203 stati ons, totaling 26,131 broadcasts, with an audience impression of 75,621,000, and an equivalent dollar value of $1,646,253.

Media Relations: Advancing the PTA BrandFirst Lady Michelle Obama Draws Media to 2010Nati onal PTA Legislati ve Conference: Dozens of media outlets reported on First Lady Michelle Obama’s remarks to Nati onal PTA® members at a special luncheon during Nati onal PTA’s Legislati ve Conference. The news coverage positi ons PTA as a leader on key issues dealing with family, children, and educati on. The First Lady spoke about her latest nati onal campaign, “Let’s Move”–a movement perti nent to Nati onal PTA’s eff orts toward fi ghti ng childhood obesity and promoti ng healthy lifestyles.

Leadership Visibility: Gaining Presence as a Thought Leader

Nati onal PTA President Chuck Saylors won rave reviews from att endees of the Nati onal School Boards Associati on’s 2010 Annual Conference & Exhibiti on during his April 10 appearance at its opening general session. In his remarks, Chuck –who is also a trustee for the School District of Greenville County—emphasized the importance of parents and school board members working together to solve the cur-rent school funding crisis. He also asked NSBA att endees to reach out to parents and “seek their engagement in this hard conversati on” and asked them to join PTA in directi ng “today’s conversati on towards who we send to our state houses and Congress.” Copies of Saylors’ speech have been distributed to Nati onal Service Representati ves and Field staff , along with media relati ons for their use.

On May 3, Nati onal PTA Chief Executi ve Offi cer Byron Garrett gave the keynote speech to the fi rst Mom Congress conference. Mom Congress is an eff ort by Parenti ng Group—Nati onal PTA’s sponsor of PTA Refl ecti onsSM—to help mothers in improving the quality of educati on for their children. Garrett gave an inspirati onal address on the power of motherhood and how they can use their infl uence to address America’s educational challenges, develop meaningful relati onships with their schools and rally other caring adults on behalf of improving the well-being of all children. Garrett also unveiled Be a Champion for Children, a series of five steps mothers should take in advocating for their children. Garrett’s talking points will be distributed online at PTA.org and across other media.

In April, PTA President-Elect Betsy Landers, along with leadership of the Indiana PTA, met with Indiana Superintendent Tony Bennett —one of the leading chief state schools offi cers on educati on reform—to discuss how PTAs can help in fostering the family engagement needed for turning around underperforming schools. Later, at the Indiana PTA Conventi on, Bennett announced that he would recommend to underperforming schools that they start PTAs as part of their turnaround eff orts.

Serving children and familiesPrograms and Partnerships

In March, Nati onal PTA joined Nickelodeon in an eff ort to help prepare children for their fi rst day of school. The partnership is part of a new campaign in celebrati on of Dora the Ex-plorer’s tenth anniversary. Called “Beyond the Backpack,” the campaign will off er support for preschoolers and their parents as they enter school.

In March, Nati onal PTA partnered with celeb-rity chef Jamie Oliver to release a toolkit that guides parents on how to help their children eat healthy and be acti ve together.

In April, PTA announced the winners of the Phoebe Apperson Hearst Family-School Part-nership Awards. Seven local PTA units were selected from 96 parti cipants based on their outstanding work implementi ng at least one of PTA’s Nati onal Standards for Family-School Partnerships.

PTA Refl ecti onsSM winners were announced in May. Nati onal PTA received over 1,000 entries and recognized six Outstanding Interpretati on winners, one each in the six arts categories— dance choreography, fi lm producti on, literature, musical compositi on, photography, and the visual arts. In additi on, 72 Awards of Excellence and 120 Awards of Merit were also given.

In May, PTA parti cipated in the fi rst-ever Mom Congress conference in Washington DC. PTA members were among the 51 delegates selected to att end the conference, while Chief Executi ve Offi cer Byron Garrett (a Mom Congress advisory board member) gave the keynote address. Mom Congress is a program of Parenti ng Magazine, Nati onal Media Sponsor of PTA Refl ecti ons.

In March, PTA staff conti nued their relati onship with the Offi ce of the First Lady by att ending the White House Childhood Obesity Meeti ng to advocate for increased family engagement to reduce the nati onal epidemic.

This spring, PTA staff led the integrati on of the Parental Informati on and Resource Center (PIRC) annual grantee meeti ng into the 114th Annual Nati onal PTA Conventi on, creati ng the leading conference for family engagement in the country.

This spring, PTA staff created an online learning toolkit that will provide fun learning acti viti es for families to miti gate summer reading loss; created a new Healthy Lifestyles poster; launched the Mary Lou Anderson Refl ecti ons Arts Enhance-ment Grant Program; and created the Healthy Lifestyles Grant applicati on.

Developed and maintained relati onships with the Bill & Melinda Gates Foundati on, United Way of America, Campaign for High School Equity, Nickelodeon, Parenti ng, Consumer Reports, Nati onal Governors Associati on, Council of Chief State School Offi cers, Hands On Network, White House Offi ce of Nati onal Drug Control Policy, Substance Abuse and Mental Health Services Administrati on, Nati onal Educati on Associati on, America’s Promise, Alliance for a Healthier Generati on, U.S. Department of Educati on, Nati onal Urban League, NBC/Universal, and Nati onal Coordinati ng Committ ee on School Health and Safety, among a host of others.

The 2010 National PTA® Legislative Conference: Advancing Our Voice on Capitol Hill

The 2010 Nati onal PTA Legislati ve Conference featured First Lady Michelle Obama as keynote speaker. At the conference, PTA also hosted workshops on the Common Core State Stan-dards Initi ati ve (CCSSI), along with a panel that included high-profi le representati ves from the U.S. Department of Educati on, the Nati onal Governors Associati on (NGA), the Council on Chief State School Offi cers (CCSSO), and Achieve Inc.

At the Legislati ve Conference, there were workshops focused on PTA’s 2010 public policy prioriti es, which include the reauthorizati on of the No Child Left Behind Act/Elementary and Secondary Educati on Act (NCLB/ESEA), the Child Nutriti on Act, the Juvenile Justi ce Delinquency Preventi on Act (JJDPA), and the Individuals with Disabiliti es Educati on Act (IDEA). A presentati on on youth issues was also held.

Parental Information and Resource Centers: Protecting Critical Tools for Parental Engagement

Twenty-nine senators and 39 representati ves signed onto a “dear colleague” lett er asking Congress and the White House to safeguard funding for Parental Informati on and Resource Centers (PIRCs) and oppose consolidati on of funding with that for charter schools.

PTA members sent more than 8,700 e-mails to senators and representati ves asking for safeguarding of PIRC funding. Their acti on was spurred by a Nati onal PTA Takes Acti on alert.

PTA advocacy on PIRC funding led to support from more than 30 nati onal advocacy organiza-ti ons. They signed onto a lett er asking congres-sional leaders to leave PIRC funding untouched.

Championed the Family Engagement in Educa-ti on Act (H.R. 5211), which would protect and strengthen the family engagement provisions of NCLB/ESEA and assure that PIRC funding remains in place.

Common Core State Standards Initiative (CCSSI): Improving the Quality of Learning

The April/May 2010 editi on of Our Children included a parent’s perspecti ve on CCSSI.

Conducted webinar trainings that helped PTA leaders in states being targeted by Nati onal PTA for CCSSI understand the diff erence between advocacy and lobbying acti viti es.

Nati onal PTA Chief Executi ve Offi cer Byron V. Garrett parti cipated in the release of the fi nal draft of Common Core State Standards in math and English Language Arts.

Public Policy Advocacy: Taking the Lead on Child Issues

Nati onal PTA was recognized as a leader in child wellness advocacy by Sen. Blanche Lincoln (D-AR) during a March 18 press conference on child nutriti on standards. PTA leaders att ended the conference, along with such organizati ons as the American Heart Associati on.

Hosted PTA Radio interview with U.S. Secretary of Agriculture Tom Vilsack on the Child Nutriti on Act and federal child wellness policies.

Submitt ed comments to the U.S. Department of Educati on’s Offi ce of Safe and Drug-Free Schools on the draft parent and student survey.

Submitt ed comments to the House Committ ee on Educati on and Labor and the Senate Com-mitt ee on Health, Educati on, Labor and Pension (HELP) on reauthorizati on of NCLB/ESEA.

Submitt ed comments to President Obama’s multi -agency Task Force for Childhood Obesity.

Submitt ed testi mony for the record on corporal punishment in response to the House Committ ee on Educati on and Labor’s hearing on the eff ects of corporal punishment on student success.

Provided counsel to parent engagement advo-cate for the Senate Health Educati on and Labor Committ ee roundtable discussion ti tled “ESEA Reauthorizati on: Meeti ng the Needs of the Whole Student.”

In April, Nati onal PTA’s Legislati ve Committ ee held an on-site meeti ng at the Washington, D.C. offi ce.

Delivered presentati on on ensuring success for at-risk youth at the Coaliti on for Juvenile Justi ce Conference.

Conducted quarterly conference call with Federal Legislati ve Chairs (FLCs).

Partnered with United Way Worldwide, SEDL, the Harvard Family Research Project and the U.S. Department of Educati on on “Achieving Excellence and Innovati on in Family, School, and Community Engagement,” a series of webinars on family engagement.

Conducted advocacy trainings at the Kansas and New Mexico State PTA Conventi ons.
