Some observed impacts of climate change Average temperature is rising at a rate of 0.150C per decade

and has risen by 0.740C when compared to the 1961-90mean

Decreasing trend in annual rainfall of around 8% overMauritius since the 1950s.

Increase in the frequency of extreme weather events, heavyrains and storms

Intensification of cyclones

Sea level has been rising by around 3.5 mm/yr at Port Louisfrom tide gauge records at Trou Fanfaron over the last 5years.

Process Six working groups comprising of relevant stakeholders

have been constituted to work out the 5Es of MID, i.e. Energy, Environment, Education, Employment and Equity.

Each WG constitute of 6 representatives from Local Authorities

The objective of the Working Groups is to identify the means and ways of achieving the “Shared MID Vision” and come up with concrete recommendations in each theme which will feed in the process of formulation of the MID Policy, Strategy and Action Plan.

Africa Adaptation Programme (AAP) Funded by Government of Japan (GOJ)

Mauritius is one of the 20 participating countries

2nd Technology Needs Assessment

Aim

To bridge the gap between the mere identification ofappropriate technologies and the design of actionplans that would enable Mauritius to implementtechnologies that reduce GHG emissions and supportadaptation to climate change that are consistent withnational development priorities.

Regional capacity building for sustainable National GHG Inventory Management Systems

MoESD has recently agreed to UNFCCC Secretariats proposal to participate in a “Regional capacity building for sustainable National Greenhouse Gas Inventory Management Systems in Eastern and Southern Africa”.

A regional capacity building workshop on “was held from 7 to 9 March 2011 in collaboration with the UNFCCC Secretariat to kick-off the implementation of a wider 3-year time frame (2011 – 2013) project targeting at:

Improving the quality of national greenhouse gas inventories, Enhancing the capacity of countries within Eastern and Southern

Africa region to prepare their national inventories, Establishing a regional and international information exchange

network, and a sustainable inventory system.This project focuses on greenhouse gas inventories in the agriculture and Land Use, Land Use Change and Forestry (LULUCF) sectors, including livestock, food/crops, sugar cane and forestry management.

Second National Communication

• Submitted to UNEP in April 2011

• To meet reporting obligations under the UNFCCC.

• Includes the National Inventory Report.

• GHG computation: 2000 to 2006

The other migrants: Reducing Migration Pressure from Gradual Environmental Change - Environment and Sustainable Development in the Republic of Mauritius

Project cost: $ 200, 000

Funding agency: International Organisation for Migration (IOM)

Executing agency: IOM, Mauritius

Overall Goal: To prevent forced migration and promote sustainable

livelihoods, in the light of environmental degradations and climate change

impacts.

Start: May 2010

End: May 2011 (with submission of final reports)

Forthcoming projects

Climate Change Adaptation Programme in the Coastal Zone of Mauritius

Project cost: $ 9,119, 240

Project funding agency: Adaptation Fund Board (AFB) under KP.(Mandated to finance concrete adaptation projects and programmes, through grant funding in developing countries that are parties to the KP)

Overall Goal: Ensure that growth and development in ROM are sustainable, with potential climate change effects in the coastal zone fully addressed in all future planning.

Key Objective : Increase climate resilience of communities and livelihoods in coastal areas in Mauritius (all islands).

Chronologie of events:

•April 2010: First proposal made to AFB.

•June 2010: Initial set of comments from AFB.

•June 2010: International Consultant hired for formulation of full project.

•October 2010: Submission of revised proposal to AFB.

•December 2010: GOM was notified that approval deferred based on a set of comments/observations.

•15 July 2011: Resubmission of revised proposal to AFB.

• Outcomes: • application of adaptation measures to protect currently

vulnerable coastal ecosystem and community features (at three priority sites on the island of Mauritius). ($ 6,465,700)

• development and implementation of an early warning system for incoming surge on ROM. ($ 133,705)

• training to promote compliance with climate-proofed planning, design, and location guidelines. ($ 394,025)

• policy mainstreaming., ($ 350,050)

• knowledge dissemination and management. ($ 561,350)

Climate Change Observatory (CCO)

•Based on recommendations made during the mission by representatives of ONERC (France) last July 2010.

Funding agency: Agence Francaise de Developpement (AFD)

Executing agency: Ministry of Environment & SD

Objective: To identify parameters, devise sectoral indicators, collect and analyse selected data for any climate change trend for eventual reporting and to enable informed decision making at the highest policy level.

Status: TOR being finalised to enable the recruitment of consultants for carrying out a feasibility study for the CCO.

ICZM Framework, 2010

A study for the Development of an IntegratedCoastal Zone Management (ICZM) Framework hasbeen completed with the objectives of:

Developing an ICZM Strategy for Mauritius;

Reviewing and Preparing a National Policy andComprehensive Legislative Framework; and

Preparing ICZM Area Plans for Pressure Zones inMauritius.

Agriculture

A Food Security Fund has been set up to increase theresilience of Mauritius towards food self-sufficiencyand to face subsequent global food and feedcrunches by increasing production of foodstuff locallyand at the regional level by partnering withneighbouring countries. This will help to curtail theadverse effects of climate change.

Climate Negotiation

The Government of Mauritius is actively involve inClimate negotiation & is making its voice heardthrough negotiating blocs such as AOSIS, Africa Group& G77 & China.
