Innovative practice through Jan Bhagidari(PPP) on 5R concept

Surat has adopted various innovativepractice to manage plastic waste generatedfrom Surat City.

Various innovations are based on 5Rprinciple of waste management such asRefuse, Reduce, Reuse, Recover, Recyclewith the support of community involvement.

Surat has been able to manage around 250MT of plastic waste (daily) using 5Rprinciples

Movement to stop use of Plastic▪ Plastic products with less than 40 micron thickness were banned in year 2015

▪ Plastic products with less than 50 micron thickness are banned in year 2016 andmandatory Registration for sale, storage & retails of plastics with more than 50Microns thickness. (19362 registrations done so far)

▪ Surat banned Sale, Storage and Production and usage of plastic products likeTea/Coffee Cups, Glass, Plastic product used in Tobacco (Pan-Mava), WaterPouch, Plastic Carry Bags, thermoset plastics products etc. since June 2018.

▪ Strict implementation of guidelines issued by MoEF&CC to restrict Single UsePlastics like- All types of disposable plastic items such as plastic spoons, Glass,plate, bowl, plastic bottle(<200 ml) etc.

▪ IEC activities for awareness of non usage of plastic through caller tunes of SMCemployees, using jingles on radio, usage of Social Media (Facebook / Twitter /Instagram), placement of billboards etc.

Promotion of Cotton Bags

▪ Motivated and trained SHG's to manufactureeco-friendly Cotton bags.

▪ Surat also provided them market to sale to earntheir livelihood and to meet demand of bags inSurat.

▪ Surat collected waste fabrics from textile marketto reduce cost of bags and conserveenvironment from this waste.

▪ Approximately 1.2 lakh bags prepared andsold to citizens of Surat by SHGs leveragingtextile industry of Surat.

Plastic free River/water Bodies

▪ As part of “Tapi Shudhdhikaran project”, SMC has installedscreens on each and every storm outlets (40), which preventsflow of road side plastic in to river stream. Further, more than43,000 storm water catch pits covered with CC Jali to preventsolid waste including plastic entering into it.

Eco-Friendly Ganesha Idols and immersion

▪ Approximately 75,000 Ganesha idols used to be immersed inTapi river / ponds / Sea etc. every year till 2017. However, nowit is banned. This is the third year of the successful executionfor environment.

▪ SMC promoted making of Ganesha idols using clay throughSakhi Mandals supported by SMC’s Urban CommunityDevelopment Department.

▪ SMC in coordination with Police Department, issued ban onimmersion of idols in River Tapi, Sea and Ponds and SMCconstructs 21 artificial ponds every year to support idolimmersion. The water of artificial ponds is sent to CETP forprocessing and treatment

• Bartan Banks

• More than 100 Bartan Banksoperationalized to minimize the use ofdisposable products inreligious/social/ceremonial occasions andto make a city “Single Use Plastic Free”

• Food ATMs

• To reduce Food Waste, SMC with help ofvarious NGOs started Food ATMs at 7locations where daily 150-200 needypeople take benefit

• This initiative also helps in reduction ofusage of plastic packaging material.

Swachhta hi Seva / Swachhta Aur Seva“Samvedana-Khushio No Pataro”

• As part of "Swachhta hi Seva" campaign launched byHon. Prime Minister Shri Narendra Modi to celebrate150th birth year celebrations of Mahatma Gandhi, SMCstarted "Samvedana – Khushio no Pataro" Campaignwith objective to collect unused items from citizenswhich they usually discard as waste and collected itemswere distributed to needy.

• Under this campaign 3.5 lakh items were collected fromcitizen and were distributed to needy citizens.

• SMC urged to citizen to donate their old clothes, toysand other useful things which they’re not using. Plastic& E-Waste is also collected at 116 collection centres.

• Clothes and toys donated under this campaign weredistributed at shelter homes of SMC and to the needyand underprivileged people, whereas plastic & e-wasteis sent to processing facilities.

Protecting Environment throughawareness by Plastic Monster

• To create awareness aboutreducing usage of single useplastics, SMC created a “PlasticMonster” Artifact from the 5000Plastic Bottles collected as plasticwaste.

• This monster is prepared fromplastic bottles thrown by visitors atDumas Beach to make peopleaware about the ill-effects of plasticon environment.

• Stats of the “Plastic Monster” is• Weight: around 3 Ton,• Length: 27 Feet• Width: 15 Feet.

Mobilization and integration of rag picker/NGO

▪ Container Free City: SMC removed all garbage containers from roads to give

dignity of work to rag pickers in MRF centers.

▪ Rag pickers sustain themselves by collecting, sorting and segregating waste and

then trading it. In doing so, they help clean up a significant proportion of

the millions tons of waste generated annually in Surat.

▪ SMC mobilized Rag Pickers and engaged in SHGs under DAY-NULM.

▪ SMC also covered these SHG Members under Pradhan Mantri Jeevan Jyoti Bima

Yojana (PMJJBY) and Pradhan Mantri Suraksha Bima Yojana

▪ Navasarjan Trust is established by Rag pickers for Rag Pickers which has

more than 77 members with a big shop. SMC has integrated this rag pickers’

association with Plastic waste management practice by doing tie up with Plastic

Waste Management Agency appointed by SMC

▪ 152 nos. of decentralized OWC has been installed by RWAs / Vegetable markets

/ hotels of Surat as well as private sectors for on site processing of Wet waste.

▪ SMC has Plastic Waste Management center for recycling of Plastic

Waste.

▪ The Processing plant operational since June 2017, presently has

processing capacity of 75 TPD and has scope to increase the

capacity upto 200 MT/Day.

▪ The Business Model is based on principles of “Self Sustainability”

▪ Tie up with SUMUL Dairy under EPR for collection of plastic bags

used for milk packaging. Daily 1.5 lac milk bags are collected and

processed.

▪ A Toll Free No. 1800 233 3002 for plastic waste collection is also

given to citizens.

• Road making: SMC has started utilizing plastic waste for road making, approximately 21.96 kmof road has been constructed using plastic waste material in last year.

• Daily 20 MT Pellets have been produced from waste plastic, which is being used as raw materialfor various plastic products such as chair, bench, tiles etc.

• Fabric from Plastic: Private Operator is manufacturing Textile Material from Plastic PETbottles, which is used in textile industry for weaving process.

Solid Waste Management Activities at a glance

• Daily collection of over 1800 MT

• Waste collection from more than 16 lakh households

• Door to Door Garbage Collection System• 1st ULB to introduce in the year 2004

• 100% D2D coverage

• Smart Solid Waste Management System to monitor entire activity from

primary collection, secondary transportation and disposal

• Payment on per M.T. base of MSW brought to Transfer Station

Safai Anudaan Scheme• The scheme that mainly encourages society

(Residential/Industrial) to take charge of maintainingcleanliness in premises by deploying its own cleaningstaff and equipment.

• Improving civic amenities and cleanliness is easierwhen citizens work in a group, rather than individually.The Anudan scheme works as a catalyst between theResidential/industrial societies and the civic body tomaintain the internal cleanliness of the premises.

• SMC provides grants as per 25 % of overall lay outarea of a society.

• Anudaan Scheme will be available for Residential aswell as non-residential areas with the rates of 80 paiseand 65 paise per sq.mt. respectively.

• Under this Scheme Minimum 1600/- and maximum4200/- are paid per month.

Zero Waste Society

• All RWAs (> 20,000 sq. mt. area) in the cityself-operating their wet waste by the OrganicWaste Converter (OWC).

• Surat Municipal Corporation is providingfinancial assistance up to 100% to RWAs forpurchase of OWC under Swachh BharatMission and 5% rebate in user charges foroperation of same.

• These RWAs processed their wet waste onsiteand dry waste is also sent for recycle.

• All PMAY/ Mukhyamantri Awas Yojna arepracticing segregation, SMC has alsoprovided OWC machines for onsiteprocessing of wet waste.

• 17 PMAY/ Mukhyamantri Awas Yojna hasalready started onsite processing of wetwaste and compost is being used as manurefor the gardening within the premises.

Specialized Waste

Management

• Surat Municipal Corporation Specialised waste collection & processing system for Bio-Medical/Domestic Hazardous Waste, Construction & Demolition Waste, Plastic waste and E-Waste.

• For specialized waste toll free numbers were assigned so that any citizen /institutes / organization can directly gave their waste to the agency.

• SMC provided land on token rent–

• 3 acre land for the 300 TPD C & D Waste Processing Plant

• 2 acre land for the 75 TPD Plastic Waste Processing Plant

• 4000 sq.mt land for 6.5 TPD Bio-Medical / Domestic Hazardous Waste treatment Plant

Dumpsite Remediation

• Since 2001 to 2018, approx. 25,00,000lac MT of Solid waste generated fromthe Surat City was dumped in an openspace of about 6,12,000 sq.m. at KhajodFinal Disposal Site.

• The work related to ScientificClosure/Capping of said openeddumped waste was carried out by SuratMunicipal Corporation with anapproximate cost of Rs 60 Crores and inthe time period of 18 months this hugegarbage junk yard was converted intobeautiful ecological site in the area of3,44,000 sq. Mt.

Bandicoot Robot V 2.0 for Drainage Cleaning• In Surat city most of areas are covered with under ground drainage lines.

• Machineries being used in large numbers for cleaning of drainage lines like Sewer jetting machine,Gulper machine, Grab bucket. Super Sucker machine and CCTV camera equipped machines.

• However there are limitations of this machine in cleaning of drainage lines, like restriction of movement inconfined space, small streets, heavily traffic roads etc.

• For overcoming such problem and for more effective result, SMC use Bandicoot V 2.0 sewer cleaning robot

Bio-Diversity Park

• Earlier, the creek was misused as a site fordumping of waste, unethical activities, illegalslaughterhouse, mosquito breeding spots wereidentified by the Surat Municipal Corporation atthe Soham Circle, Beside Althan-Bamroli KhadiBridge and area was also identified withunhygienic environment.

• Thus, SMC decided to re-develop the Creek &the surrounding area under the Area BasedDeveloped Model and transformation wasstarted into Bio-Diversity Park.

• Project executed by minimum intervention in 68hectare of natural terrain and transform into-

• Recreation of open public places

• Increasing the overall green cover of thearea

• Improving air quality through plantation

• Creating natural habitat for flora & fauna

• Children play area & Senior citizen corner

• Natural trails jogging track

• Interconnected water retention ponds

Citywide Beautification

• Various fly-over bridges all over thecity have been beautified via paintings.

• Vertical Wall gardens are created onthe pillars of the bridges.

• VIP Road, Vesu has been beautifiedusing multiple statues and murals madefrom waste and turn into Iconic Road ofCity with Modern Urban Space,Artifacts and landscapes.

• Many sculptures made from waste areplaced all over the city.

• On the way of Dumas beach, the favoriteweekend destination of Suratis’ havebeen transformed into 1.5 km longDumas Vibrant Pathway

Before commencement of such programs and development ofprocess Facility, all of the plastic waste was transported tocentralized waste processing plant resulting in approx. 6.40Crores cost savings by implementing such innovative plasticwaste management systems
