Overview

> Current Arrangements> Shared Arrangements – 2 GHz band example> Proposed options for fixed links

Current Arrangements

> Fixed services represent most apparatus licenses in 1800 MHz> Fixed services have primary status > 705 fixed service licenses (1/11/2012)

> Telstra - 85%> BHP - 4%> QR Networks – 2.5 %

> Frequency assignment performed as per RALI FX3> Embargo 62 restricts any new assignments

Fixed Links(as of 1/11/2012)

Dave, I assume the shading is for regional/remote/metro distinction. What is the impact of the distinction for fixed services? (i.e. why is it represented here?

Shared Arrangements

> Fixed link and point-to-area services can coexist in a band

> Differences in efficient assignment of services:

> Point-to-area most efficient when single licensee holds same spectrum over large area (or nationwide)

> Fixed links can share the same spectrum at the same site

> High level of usage by one/both services may result in allocation inefficiencies

Angela Hoefnagels
We'll need to make a note-free version for publication.

Options for Fixed Links

> remain in the band as a primary service

> remain in the band as a secondary service

> relocate to a different band

> no new fixed links in the band

> implementation of either of the last two options above

Preliminary preferred approach
