Component 1: approach and methodology
� In the dynamics of the Project, Component 1 will be required to provide an autonomous output, as well as to support other components, especially the Component 3
� Component 1 will provide a complete gap analysis of the legal framework based on the MIS Strategy (2009) compared to the EU acquis communitaire
� The gap analysis will be compared to the state of implementation in some major EU Countries, in order to apply some best practices in Electronic communications, information security, IS Management, electronic signature, electronic trade, etc.
� The results of the benchmark will be immediately shared to achieve a wide knowledge among the beneficiary institution staff

� The assessment of the legislative framework will be a precondition to select priorities in amending sub laws and procedures, according to the instructions of beneficiary staff.
� To choose the priorities may be useful to perform a light SWOT analysis
� The reformed regulatory framework (legislation, sub-laws and procedures) shall be subjected to a PDCA cycle in a sample of areas chosen by the beneficiary.
� Analysing the remaining gap between the implementation of the new framework and the “best expected” will provide some indicators to measure the work done by the Component
� The indicators will measure the new output in terms of effectiveness and efficiency improvement: the indicators will become an integral part of the manual for inspectors, who will be trained in accordance with the Contract

Component 2: approach and methodology
This component will contribute to achieve the objective of the project through the transfer of know-how to the beneficiary institution staff. In particular, the component will consist of two main blocks of activities described as follows:
1) The experts will analyse all the indicators which will be provided through MONSTAT. Definition of the methodology for the evaluation and monitoring of suggested indicators. It will follow the preparation of user manuals in order to improve the selected indicators
2) Promotion of the Information Society Services in Montenegro through the:
� Definition of the plan for medium-long term promotion � Promotional pilot project to describe importance of information
society� Organization and implementation of training programs addressed to
the Ministry Civil Servants involved in Information Society promotional activities

Activity 2.1: Adoption of a list of indicators (MONSTAT) to measure the
development level (quantitative and qualitative) of Information
Society Services in Montenegro
Examination of the list of indicators useful for monitoring the process of ICT
development in view of the following categories:

This component will lead to the drawing up of a plan aimed the identification

Activity 2.4: Organization of a promotional pilot project to describe the
importance of information society
The pilot project will be drawn up taking in mind:
� The European Commission Europe 2020 – Europe's growth strategy - in
particular the flagship initiatives “Digital Agenda for Europe” and “Smart growth”
� IPA funding which prepares pre-accession countries to comply with the “Acquis
Communautaire”
� To prepare Montenegro for the future use of Structural Funds (especially for the
part related to the National tasks in the implementation of the “Digital Agenda for
Europe”)

Report describing activities, timelines and expected results of the Pilot Project for the
promotion of information society.

Activity 2.5 Preparation and implementation of training programs with to
increase the promotional skills for the public Servant dealing with the
promotion in IS (workshops, study trips, panel discussions)
An interactive training will be delivered in order to prepare the beneficiary staff in
drawing up and implement a communication and awareness campaign in order to
underline the importance of e-government to the different target groups.
BENCHMARKS:
Training on Information Society Services awareness raising addressed to Civil
Servants, in order to increase their capacity of analysing and monitoring MONSTAT
indicators within Montenegro ISS framework.; at least 5 (five) Civil Servants
(representing 100% of the staff in charge of this task) trained

� To conduct a comparative analysis about experiences of interoperability framework based on the European ISA program- "Interoperability Solutions for European Public Administrations"
� To prepare the questionnaire to analyze the situation regarding eGovernment organization, regulations and technical environment.
� To identify and analyze fields, functions and processes of sample e-Government services (using user-centric approach).
� To formulate the training plan and implement the training based on the training needs assessment.
� To assess the existing e-government portal, including feasibility study for further development.

Component 4: approach and methodology
� Analysis of of the current situation of Montenegro in relation to the information society, in order to have a clear starting picture starting from “Strategy for Information Society Development 2009 - 2013” document
� MS and the BC experts will foresee consultations with market players (public and private bodies) and surveys on citizens, businesses and Public Administrations in order to understand the state of penetration of the use of ICT in Montenegro, in accordance with what has been achieved in activities 2.1 and 2.2
� Support the optimisation and plan for enlarging and maintaining the Government information system and Information Society services.
� Starting point of the approach is the output of activity 4.1 by using the defined methodologies of the activities 2.1 and 2.2.

Component 4: approach and methodology
� The training program should ensure that the MIS staff get exposed to various and efficient training methods.
� In order to optimise the infrastructure capacities for the implementation of the information society services of the MIS staff, the training program will be implemented during the study trips that are foreseen in activities 2.5 and 3.4. The digital divide is a complex phenomenon involving infrastructure and service alike; the network is fundamental to allow Public Administrations to supply services.
� Once a preliminary assessment of the Disaster Recovery infrastructure, and after a careful analysis of technical requirements, system features and user functionalities, have been carried out, the group of Experts involved in this activity will define, together with the Beneficiary’s responsible officer, all the relevant policies and procedures.
� These activities will be performed taking into account all most renowned principle of security and in accordance with the EU standards ensuring a smooth management of the infrastructure.

Component 4: study visit
� Location: Italy (Torino)
� Focus: The study visit focuses on presenting the experience of the Piedmont Public Administrations in developing the regional broadband strategy and in building a digital territory, including the implementation of innovative services.
� During the study visit the MS Twinning partnership will organize specific sessions for the staff of MIS Department for informatics infrastructure, in order to present several experiences such as:
– WI-PIE Programme: the experience of broadband in the Piedmont area:
� ICT Observatory
� Network installations in urban (Turin) and rural areas
� Installation in mountain huts of antennas and connections
� B3-Regions project: broadband good practices and economic investment models at EU level.
– CSI-Piemonte:
� Server Farm and Disaster Recovery Centre
� ICT model for the public data management, re-use of Public Sector Information (PSI) and software, Open Data policy
