    Draft of Operationalization on Disaster

    Management Authority for ICT was sent toNDMA through Ministry of InteriorU.O.No.F.5/6/2009-ICT-II dated 10 th June,2009.Following Observations were raised byNDMA via U.O.No.F.1(10)/2009-NDMA(M&E) dated 31 st July, 2009

    Establishment of ICT DMA is illegalStress on creation of 2 authorities; PDMA at Provincialand DDMA at District Level

    Accordingly DC-ICT initiated case for abovementioned authorities vide No. 4(25)-CDO/2009.Vol-III dated 3 rd November, 2009

    October, 2010Due to peculiar nature of ICT two separate authorities atProvincial and District Level are not viable.Till the establishment of ICT DMA alternate arrangements as perNDRP 2010 were made

    Interestingly the above stance is completelyin line with the NDRP 2010 itself.

    Proposed Set up of ICT-DMA as perNDRO 2007

    It has been proposed and agreed also thatCDMA will perform the duties and exercisethe powers of both PDMA and DDMA

    Chief Commissioner being the ChiefExecutive of the Province as per P.O. 18 of1980 will notify the Commission andAuthority

    NDMA will help establish EmergencyOperation Center and Gender Cell alongwith other support as will be agreed by theCDMA and NDMA
