Provisions of Act: Following Professional courses include

Degree/Diploma Engineering, Degree/Diploma Pharmacy, Degree/Diploma Architecture, Degree/Diploma HTM, M.B.A, M.C.A. , PG Engineering / Pharmacy

Define Government Seats & Management Seats in Unaided colleges or institutions

Admissions of Government seats shall be carried out by Admission Committee formed by State Govt. in accordance with prevailing reservation policy of the State.

This Act is for all the admissions to the professional courses in the professional educational colleges or institutions in the Gujarat State. Any admission made in contravention of the provisions of the Act shall be invalid

Provisions of Act: Admissions of Management seats shall be

carried out by Management on the basis of inter-se merit list prepared by the Institute.

Admission Committee shall guide, supervise and control the entire process of admission of students to the professional colleges or institutions.

For the purpose of determining the fees of the Unaided institutions, Fee Regulatory Committee (FRC) shall be formed by State Government under the Chairperson of retired judge of High Court.

Penalty : To contravene any provisions of the Act or the rules, on conviction, be punishable with fines up to Rs. 20 Lacs.

About ACPC :• JACPC was formed in 2003 for Engineering, Pharmacy and

Medical admission

• From 2004 separate committee is formed for Engineering / Pharmacy and Medical admissions

• From 2005, fully computerized, Single window, multi-processing online admission process carried out.

• The Admission Committee for Professional Courses (ACPC) is formed under the provision of section 4 of Gujarat Act No. 2 of 2008.

• From 2009, Web-based, online admission process for Degree Engineering, Degree/ Diploma Pharmacy, Diploma Engineering, & MBA/MCA was introduced.

• From 2013-14, ACPC made all admissions online

Seats for Admission

All Government / Govt. Aided Engineering Colleges 100% of the sanctioned intake shall be filled by ACPC

All Unaided Engineering Colleges 75% of the sanctioned intake shall be filled by ACPC 25% seats of management quota (including 15% NRI

seats) will be filled up by institute based on the guidelines given by ACPC.

Eligibity :

• Passed 12th Science exam with Physics & Mathematics as compulsory subjects & Chemistry/Biology/Biotechnology/Computer Science as optional subject with 45% (40% in case of SC/ST/SEBC) minimum marks

And• Appeared in JEE-Main examination of corresponding

year in the same subjects of Board exam

Before last year (i.e 2012-13), GUJCET was conducted instead of JEE(Main)

Merit Marks (Before last year):• For candidate who are eligible for admission, the

merit marks are the sum of;– 60% weightage of the marks obtained in the theory

subjects (Physics, Chemistry and Mathematics) in the Board exam

and– 40% weightage of the marks obtained in same theory

subjects (Physics, Chemistry and Mathematics)the GUJCET (Main) exam of the current year

Suppose you got 270/300 in HSC and 80/120 in GUJCET, then

% marks obtain in HSC = 100*270/300 = 90%

%marks obtain in GUJCET = 100*96/120= 80%

Merit marks = 0.6*90 + 0.4*80 = 86.0

Merit List (Before last year):• Merit list was prepared by arranging the merit marks

of all students applied for the admissions in descending order

• Three separate merit lists were prepared– Gujarat Board candidates– CBSE candidates– ICSE/IB/NIOS candidates

Seat Distribution (Before last year):• Based on the number of students passed out from

each board, seats were distributed in their pro-rata basis.

Suppose number of students passed out from Gujarat Board is 65000, from CBSE board is 5000 and from ICSE Board is 500 and if total number of seats are 60000, then,

No. of seats GB students get = (65000/70500)*60000 = 55319 (92.2%)

No. of seats CBSE students get = (5000/70500)*60000 = 4255 (7.1%)

No. of seats ICSE students get = (500/70500)*60000 = 426 (0.7%)

The seats in each institutions and courses are distributed as per the % seat distribution of each board and then reservation policy is applied on that.

Facts :• Merit list gives relative position of students. • Though merit list was prepared on percentage marks,

it is actually percentile score (no. of students lower than your marks, i.e relative position of students)

• Not enough choice of institute/course for students who have passed HSC exam from the board having less number of students, because seats were not possible to allocate due to less fraction.

Committee had received many complaints/representations from students regarding in spite of having higher marks, admission was not offered to some courses/institutions where seats were not allocated.

Major changes from the last year:• JEE-Main was introduced as entrance test for

B.E/B.Tech admission in the State based on the policy decided at Central level.

• Admission is based on the combine weightage of Board exam and JEE-Main exam

• Common merit list was adopted instead of three separate merit list (i.e GB, CBSE & ICSE).

• Normalization process was adopted for preparation of common merit list at the State level as well as at Central level in NIT admissions

– Gujarat Board– CBSE– ICSE– IB (International Board)– NIOS (National Institute of Open Schooling)

• Different Boards have – different examination pattern– different assessment pattern– different result pattern

Why Normalization process?• Nearly half of the

students of Gujarat board receive less than 50% marks in PCM, while for CBSE, the proportion is about ¼.

• Therefore, before preparing the merit list comprising of students from miscellaneous boards, their marks need to be properly normalized.

Normalization process

• This is the only process to minimize the disparity of different boards & put them on a common level

• Percentile marks are used instead of percentage marks.

• Many organizations like UPSC, GPSC, IIIT also use normalization process for treating their candidates passed from different boards/universities at par.

Normalization process• CBSE has derived the Normalization process for

more than 30 different boards, through consultation of some of international agencies from U.S., Australia as well our in-house expertise available with o Indian Statistical Institute, Delhio Indian Statistical Institute, Kolkatao Indian Institute of Science, Bangalore

• Govt. of Gujarat has also adopted the Normalization process given by the Indian Statistical Institute, Kolkatta

Normalization process• JEE-Main exam is considered as the base for

normalization, as it is given by all students of different boards.

• Percentiles are to be calculated for 1. PCM marks for JEE-Main of all the registered candidates

irrespective of their boards.

2. PCM Marks of the registered students of individual boards with respect to the registered students of that board only.

• Board percentiles are to be mapped with the JEE-Main percentiles and the corresponding PCM marks, equivalent to JEE-Main are obtained.

Where,P = Board PCM Percentile,B1 = Board Normalized Marks,BL = JEE-main PCM marks corresponding to PL,BU = JEE-main PCM marks corresponding to PU ,PL= Largest PCM JEE-Main Percentile that is smaller than or equal to P,PU = Smallest PCM JEE-Main Percentile that is greater than or equal to P.

Advantages• Single Exam - JEE-Main for admission in

B.E/B.Tech program in the State as well as across the Nation.

• Common merit list - Equal opportunity for all students of different boards regarding choice of institutes/courses

Performance of Gujarat Students• For JEE-Advance exam, first 1,50,000 candidates across

the country who qualified JEE-Main were eligible.

• Students became eligible for JEE-Advance• @14% of the total students appeared in JEE-Main• @ 8% of the students qualified for JEE-Advance

Future Actions• Govt. has constituted a committee to study the

normalization process and suggest necessary modifications, if required.

• Some more States are also joining to JEE-Main examinations as well as normalization process in the admission from this year.

Purpose of Today’s meeting• Govt. has constituted High Level Committee

(HLC) to study the impact on preparation of common merit list amongst students of all boards for B.E/B.Tech admission

• HLC suggested to take opinion from the Stake- Holders like students, parents, representatives of eminent schools, self-financed institutions etc. for refining the normalization policy for the next year admission process.
