BHUTAN TRANSPORT 2040 INTEGRATED STRATEGIC VISION –RATIONALE

The need to have Transport master plan “ Bhutan Transport 2040 Integrated Strategic Vision” was felt mainly because of the following reasons:

Exponential increase in the growth of vehicles (12% growth per annum)

Transport responsibilities and roles spread across five ministries and at least eight agencies /departments and highly disjointed

Number of transport policies/plans/activities developed by agencies in isolation and mandates overlapped in many cases.

All of the above has resulted in congestion in urban areas, uncontrolled pollution, increasing road crashes and delay in execution of plans and policies by the agencies.

To correct these shortcomings, the need for strategy was recognized by the Government:

To integrate the existing transport policies /plans and programs under one comprehensive and consolidated document that would guide transport sector for at least next 30 years and beyond.

To guide short term and long term transport development and policies and strategies to provide the means to realize transport vision for the country .

To provide long term integrated and sustainable transport sector development that can meet the demands of economic growth and environmental balance in Bhutan.

Task force-Steering Committee

In order to carry the project forward and also to assist and guide consultants, the task force at two levels were formed. The steering committee level including relevant secretaries and working level professionals from relevant key stakeholders.

Steering committee comprising of secretaries of transport related ministries/commissions were instituted as follows:

1. Secretary, Ministry of Information and Communications 2. Secretary, Ministry of Works and Human Settlements 3. Secretary, Ministry of Economic Affairs 4. Secretary, Ministry of Ministry of Home and Cultural Affairs 5. Secretary, Ministry of Finance 6. Secretary, Ministry of Agriculture and Forestry 7. Secretary, Gross National Happiness Commission 8. Secretary, National Environment Commission

Roles and responsibilities of the steering committee The role and responsibilities of the steering committee are to:

Facilitate the work of the consultant in achieving the objectives of the study

Provide avenues for the consultant to report on study progress and respond to Ministry’s queries related to the study

Provide a forum for the steering committee to give views on transport issues and requirements related to their Ministry/commission and the study

Provide formal endorsement of proposed actions and initiatives after the general understanding and consensus

Review consultant’s input, as appropriate

Provide views/comments and feedback on the draft strategies to the consultant

Task force- working professionals To meet as and when needed basis but at least once in every three weeks. The role

and responsibilities of working professionals are to : Facilitate the work of the consultant in achieving the objectives of the study Provide avenues for the consultant to report on study progress and respond to

Ministry’s queries related to the study Provide a forum for the steering committee to give views on transport issues and

requirements related to their Ministry/commission and the study Provide written inputs on the above as and when requested by an implementing

agency(MoIC) Provide formal endorsement of proposed actions and initiatives after the general

understanding and consensus Act as a source of information and data for the study as and when needed Review consultant’s input, as appropriate Provide views/comments and feedback on the draft strategies to the consultant Brief steering committee members on the outcome of transport task force

Activities and milestones of the TA Established multi-ministerial transport steering committee comprising of

Govt. secretaries (Sept.2010)

Three rounds of steering committee meeting already held to get feedback/comments/suggestions on the draft document ( 2010 and 2011)

Carried out stakeholders consultation workshop at Bumthang( central), Phuntsholing ( south) and Thimphu (capital city) (2010, 2011)

First draft of the report ready by November 2010

Carry out capacity building training in July 2011

Prepare 10 best practice transportation vision plans/case studies reports Final draft of the report to be ready by June 2011
