2. For Council Information
Purpose of Report To provide Council with a progress report on
Tourism. Report Attached to this report is the Tourism Monthly
Reporting Dashboard for the month of March 2015. The following is a
summary of the Statistics provided in this report; Walk-In
increased by 52% compared to March 2014 and increased by 112%
compared to last month. As per last month’s figures, the largest
percentage of visitors is coming from within NSW. The largest
percentage of interstate visitors was from Victoria, followed by
Queensland and South Australia. International visitors made up 8%
of visitors, with highest numbers coming from Germany, followed by
the USA, Korea and Finland. Income increased by 87% compared to
March 2014 and increased by 61% compared to last month. Most
popular merchandise - Red frogs/chocolate frogs was the largest
seller, followed by Balranald Postcards, Oils & Dressings, note
pads & cards and frog figurines. Social Media continues to be a
popular and valuable marketing medium with both the Council
Facebook page and the Balranald Discovery Centre Facebook pages
topping the 1000 LIKES mark over the month of March. For the first
time the March report features statistics of visitors & visits
to the tourism website and the most popular pages for the
month.

Infrastructure and Development Reports
Item I - 1 MAINTENANCE AND CONSTRUCTION PROGRAM File number: 726

5.3 Undertake key transport improvements
Officer Recommendation: That the report be noted.
Purpose of Report To provide Council with a progress report on
works, since the March meeting. Report 1. Road Maintenance Crack
and patch sealing of areas due for reseal in this programme is well
advanced. Additional road reseals have been added to the program
and are due to be patched in the coming weeks. 2. Roads to Recovery
Program Euston – Prungle Road The project involves formation
earthworks, gravel construction, new drains and a bitumen seal,
9.62km to 11.62km from the Sturt Highway. Earthworks are nearing
completion with 75% of the gravel pavement laid and compacted. Upon
completion of pavement construction and final trim a primer seal
will be placed by the reseal contractor. Marma Box Creek Road
Preliminary investigations and survey have commenced in readiness
for a 1.5km extension of the road westerly from the end of the
existing bitumen. A triple cell culvert requires extension and a
new head wall prior to earthworks commencing. A water supply for
construction is being negotiated. Balranald Ivanhoe Road
Construction works are advancing on a 2.2km extension of the sealed
road southerly from the end of the existing bitumen seal at the
northern border. Preliminary earthworks and new culvert installs
have been completed. The formation has been stabilised using a
chemical product called Polycom which will improve its strength.
Gravel delivery and laying is scheduled to start shortly.

3. Miscellaneous Works
Malcolm Street area filtered water – main installation 95%
complete at time of writing. Water services to property boundary,
air valve surrounds, marker posts and final tidy up remain.
Fire Hazard reduction – table drain grading and shoulder
vegetation spraying on MR514 from MR67 to Oxley has been
completed.
Minor reconstruction works to the Aerodrome bitumen runway to
improve the drainage and prevent water ponding in the centre.
Assistance with Easter festivities
Tree trimming.

ITEM I – 3 APPLICATION TO BUILD FORWARD OF THE 6M BUILDING
LINE

our built environment
Officer Recommendation:
Council resolve to vary the building line at Lot 100 DP 1079843,
88 Ballandella St Balranald to one (1) metre and DA 19/2015 be
approved subject to relevant conditions.
Purpose of Report To seek Councils consent to build a carport
forward of the 6m building line. Report Mr Desmond Renfrey has
lodged an application to build a carport on his property on Lot 100
DP 1079843, 88 Ballandella St, forward of the building line by five
(5) metres due to the limited space at front of this dwelling, and
inability to access the rear courtyard space. Council’s Building
Setback Policy applies to the land and specifies that a setback of
six (6) metres is generally applicable for residential development,
however Clause 3 of the Policy allows Council to vary the setback
requirement by resolution. It is considered that the application to
vary the building setback has merit in this case:
o The proposed carport is an open structure that would have
minimal impact on traffic sight lines, both vehicular and
pedestrian.
o The structure is not a habitable building, therefore
minimising
privacy issues.
o There are variations to setbacks in the immediate vicinity of
this proposal:

ITEM I – 4 HERITAGE PARK PUBLIC RESERVE – CHANGE OF PURPOSE File

Officer Recommendation: Heritage Park Reserve Trust be established
and Council be appointed as Corporation to manage the trust.
Further, that the reserve purpose “urban Services” be added to the
reserve.
Purpose of Report To legitimise Council’s occupation on the
reserve – Tourist Information. Report NSW Trade and Investment,
Crown Lands Western Region have advised Council that Reserve 9909,
Market Street Heritage Park is still listed as “Court House and
Lock Up”, Despite the fact that Council has had an established
tourist information centre on site for many years, and the Court
House was removed, the presence of the Tourism Complex on the site
requires formal notification as the reserve use purpose.

Purpose of Report To advise Council of a summary of meetings
held. Report The General Manager had a site inspection of the
Discovery Centre with Hay Shire Council tourism staff on Wednesday
18 March. They had heard plenty of positive news regarding our
Discovery Centre. Councillors and staff attended a Citizenship
Ceremony for a new resident of Balranald at the Council Chambers on
Wednesday 25 March. Councillors and senior staff had a meeting with
representatives from the Valuer General’s office on Tuesday 31
March. A presentation was provided on the recent land revaluations
within the shire and explanations provided on the calculations used
for any substantial changes. The Mayor, General Manager and
Director Corporate and Community Services were involved in the Far
West initiative video conference held on Wednesday 1 April at the
Central School. The purpose of the video conference was for the
Office of Local Government and Department of Premier and Cabinet to
provide the 8 Councils in the Far West an update on the Far West
Initiate. A number of Councillors and senior management attended
the Clare Public School 30th anniversary celebrations held on
Friday 10 April at the Clare School. There were close to 100 people
in attendance with a number of interesting stories told by past and
present principals and teachers.

Balranald and Swan Hill Councils had a joint meeting on Tuesday
14 April at the Theatre Royal followed by dinner at the Discovery
Centre Café. A number of issues were discussed including: mineral
sands mining, fit for the future, replacement of Tooleybuc bridge,
tourism opportunities and waste management.

Officer Recommendation: That Council;
1. Allow self-contained camping at Greenham Park and the
adjoining RV park at the fee of $7 per day per site after the
accommodation places are fully booked.
2. Council donate the round tables to the school for the Friday
night dinner.
Purpose of Report To advise Council of Balranald Central
School’s request of Council to allow camping at Greenham Park and
to use the RV Park for their 150th Anniversary. Report Balranald
Central School are celebrating 150 years of education. They are
holding their reunion on the weekend of Friday 9th and Saturday
10th October and working with Balranald Inc. and 5 Rivers Outback
Festival. As they are expecting a large number of people and
accommodation places are booking out fast they have requested
Council consider opening Greenham Park to allow camping and for the
use of the RV Park. On the Friday evening the school is having a
dinner as part of their celebrations and have requested that
Council consider hiring them the round tables from the Theatre. It
is suggested that Council donate the use of the round tables as a
contribution towards this significant milestone event.

Officer Recommendation: 1. For the consideration and decision of
Council
Purpose of Report To consider the implementation of a closing
time on Council venues that are hired for private functions. Report
At the August 2014 Council meeting a report was presented to
Council following a written request from the local police to
implement a closing time on Council hired venues. Council resolved
to invite Sergeant Narelle Tucker of the Balranald Police Force to
the next Council meeting to elaborate on their concerns. Sergeant
Narelle Tucker presented at the September 2014 Council meeting. At
the March 2015 Council meeting both Senior Constable Lauren
Polkinghorne and Senior Constable Chris Harland presented to
Council their concerns regarding the need for closing times on
Council venues that are hire for private functions. This matter was
further discussed at the Community Safety Precinct Committee
Meeting held on 31 March 2015. Inspector Steve Worthington was
invited to attend the April Council meeting to further discuss the
matter. A review undertaken in August 2014 of the closing time
policy in place at surround Councils and a Coastal Council is as
follows:

Officer Recommendation:
1. That Council establish the Bidgee Haven Hostel Extension
Project Steering Committee comprising the following
representatives:

Director Corporate & Community Development
Hostel Coordinator
2 Councillors
2. That Council determine the Councillor representatives.
Purpose of Report To establish the Bidgee Haven Hostel extension
project steering committee and the representatives. Report Council
have advertised tenders for the design of Bidgee Haven Hostel
extension. The tenders close on Friday 1st May 2015 at 4pm and will
be opened and shortlisted on Monday 4 May 2015. The tenderers will
then be notified of a time to present their proposal to a committee
on May 11th 2015. For large projects such as the Hostel extension
it is common practice to establish a project steering committee to
manage the project. It is suggested that the project steering
committee comprise the following representatives:

Item G - 6 MOBILE BLACK SPOT PROGRAM CONTRIBUTION

opportunities and addresses its disadvantages
Officer Recommendation: That Council write to the Department of
Communications advising them of Council’s in-principle in-kind
co-contribution of $20,000 towards the access track for a mobile
phone tower in proximity to the Clare Public School.
Purpose of Report To formalise Council’s commitment to provide
in-kind co-contribution towards the provision of a mobile phone
tower in the vicinity of the Clare Public School. Report The Mobile
Black Spot Program application period closed on 16 April 2015. The
program provides for mobile network operators and mobile network
infrastructure operators to apply for funding to improve mobile
coverage in nominated locations. The assessment criteria (as per
the Mobile Black Spot Programme Guidelines) is scored on: new
coverage, coverage benefit, member of parliament priority,
co-contributions, cost to the Commonwealth, service offering and
commitment of use. One point for every $10,000 in-kind contribution
provided by Local Government will go towards the overall score. A
community meeting was held in Balranald on 22 May 2014 with the
Hon. Paul Fletcher, Parliamentary Secretary for Communications and
Member for Farrer, the Hon Sussan Ley regarding a mobile phone
tower. At that meeting Council committed to provide in-kind support
towards the provision of an access track to the proposed Clare
mobile phone tower site. When the Mobile Black Spot Programme
Guidelines were released on 8 December 2014 there were 133 Councils
listed in the document as committing to provide in-principle
council co-contributions towards new mobile phone towers.

Outstanding Service, Staff and Residents Dear Balranald Council, I
am writing to you to compliment the outstanding service of your
staff and residents. I was the coordinator for the 17 caravans from
the Canberra Caravan Club who have just spent three nights here.
From the very beginning we were made welcome with genuine country
hospitality. I would like to note some particular people: Kathy at
the Visitors Centre was efficient, helpful, knowledgable and
enthusiastic. Nothing was too much trouble. She made many
suggestions and gave us lots of ideas. I enjoyed meeting her on our
first day and we were saddened to hear of the loss of her mother.
German of Outback Geo Adventures. Herman met our group on the first
night. Patiently answered questions and displayed a love of his
town and area. Many members enjoyed his excellent Sunset Tour to
Mungo. And the next morning German was back at the caravan park to
volunteer as a replacement for Kathy for a guided walk around
Balranald. Dee and family at the Caravan Park. The park is
immaculate, the grounds and gardens beautiful. They did a great job
to welcome us and on the last day hosted morning tea and home made
scones on the river side. What we have learned over the last 3
nights is that there is so much more to see in the area and we look
forward to a return visit. You have something special here -
Balranald may be a small country town, but it has a large heart.
