The Presbytery of Southern Kansas gathered at 9:30 a.m. on
Tuesday, May 13, 2014, at Westminster
Woods Camp and Retreat Center. Worship was led by Leah and Jesse
Roberts with testimonies about
their camping experiences from Leah and Jesse Roberts, Andrew
Calderwood and Lori Mulford.
Quorum Present Each person must sign the attendance register for
official attendance. Stated Clerk Jan Brooks declared a
quorum present. Vouchers are available (the Presbytery pays $30
toward motel costs and 20 cents/mile
for travel over 70 miles.)
Opening Business
Moderator Bill Hendrix, called the Presbytery meeting to order
with prayer. Additional handouts for the
meeting are available at the registration tables. Anyone wishing
to speak on the floor should identify
themselves. All comments should be directed to the Moderator.
All motions must be submitted in writing

PSK Administrator’s Report: Jay Ayers
The PSK Small Evangelism Grant application was presented and
discussed. (See Appendix B)
The application is submitted to the PSK Mission Partnership and
Support Committee. The
application will be available on the website www.pbysk.org.
The PSK Large Evangelism Grant application was presented and
discussed. (See Appendix C)
This application process will be discussed and voted upon at the
August Presbytery Meeting.
Ed Schaeffer with Presbyterian Manors of Mid America was
introduced. He spoke on the history
and future of the manors located within the PSK area.
Edward Thompson, Regional Representative, Board of Pensions,
reminded church
representatives that pastor salary changes need to be reported
to the Board of Pensions.
He encouraged pastors to open a personal 403b plan in order to
save for retirement to supplement
funds they will received from SSN and the BOP pension plan.
Scott Randle, Ruling Elder, Grace Presbyterian Church, Wichita,
encouraged participation in the
Global Leadership Summit 2014, August 14-15, at Pathways Church,
21st and Maize Rd,
Wichita. For more information, contact Scott Randle.
Guest Speaker, Vera White was introduced. Ms. White provides
leadership for the 1001 New
Worshiping Communities initiative of the PC(USA). She spoke
about the initiatives to start new
worshiping communities. She spoke of the importance of working
with young adults, new
immigrants, and inner city residents.

G.A. Commissioners and Jared Kite as Young Adult Advisory
Delegate to the 221st General
Assembly. General Assembly will be held June 14-12, in Detroit,
Michigan.
Council Report – Introduction to revision of standing rules for
Council and its Committees
- Don Owens. (see Appendix D)
To understand the changes being introduced, Don suggested
referring to the PSK Manual of
Operations Article 6 and Article 8. A document will be presented
for First Reading at the August
Presbytery meeting. The desire is to make changes to the
committees to better represent the
functions of the committee. These change proposed will better
align PSK with the restructure
plan for PSK that was approved in 2012.
Committee on Ministry – Scott Solether
I. Items Requiring Presbytery Action A. The Committee On
Ministry moves that the pastoral relationship between the
United Presbyterian Church of Sterling and the Rev. Seth Svaty
be dissolved
effective April 13, 2014, and that the terms of dissolution be
approved (see COM
Supplemental Report Appendix E), and the status of the Rev. Seth
Svaty be
changed to “member at-large.”

B. A motion was presented to grant Rev. Dawn Flippin permission
to labor inside the bounds of presbytery. Dawn will be starting a
Tea House Ministry at Central and
Hillside in Wichita. Covenant Presbyterian Church, Wichita, has
agreed to serve
as the partner church to this ministry.

II. Actions Taken on Behalf of the Presbytery A. Contracts
approved between: First Presbyterian Church-Hutchinson and Rev.
Lowell T. Knauss (Interim Pastor); First Presbyterian
Church-Larned and Rev.
Kathryn Bates (Interim Pastor); Zenith Community Presbyterian
Church and
Byron Snyder (Covenant for Pulpit Supply Pastor); Mt. Vernon
Presbyterian
Church-Wichita and Rev. Don Owens (Transitional Part-Time
Pastor).
B. Permission to form a PNC, develop a MIF, and begin the search
for new pastoral leadership was granted to: First Presbyterian
Church-Hutchinson; Presbyterian
Church of Ashland; and First Presbyterian Church-Liberal.
C. Permission was granted Rev. Robert Wade to labor within the
bounds of the Presbytery. Rev. Robert Wade will serve as a
Discipleship Coach to the
Presbyterian churches of Lakin, Leoti and Tribune during the
time period of July
– October, 2014.
D. Permission was granted to Rev. Danny Daniel to labor outside
the bounds of the presbytery for the purpose of pulpit supply.
III. Items of Information A. The Annual Statement of Terms of
Call for Teaching Elders of the Presbytery of
Southern Kansas was provided. (see Appendix F)

Mission Partnership and Support – Mary Knecht
Mary Knecht spoke about the Mexico Partnership; Dr. Bruce
Whearty speaking June 7, 2014 in
Wichita; Brotherhood Church Summer Day Program is not being held
this summer but the food
pantry continues; and John and Gwen Haspels retirement gift
needs to be submitted before June
8, 2014.
Allan Sents, Ruling Elder, First Presbyterian Church-McPherson,
spoke about his daughter
Clarissa’s experiences in urban Chicago neighborhood as she
serves with PCUSA Young Adult
Volunteers. Mary Knecht asked for churches present to give some
information about mission
work being done in their home church.
Catherine Neelly-Burton shared information about the Pentecost
Sunday Celebration. This PSK
celebration will be Sunday, June 8 at First Presbyterian
Church-Wichita at 5:30 p.m. Everyone is
invited to come share the heritage of PSK. (Appendix G)
Congregational Ministries – Sue Nispel
For the Pentecost Celebration there will be a mass choir. Sue
Nispel invited everyone to
participate and to join the rehearsals at Independence, Wichita
and Garden City. A rehearsal will
take place for the whole choir on June 7th at 1:00 p.m. and
again on June 8th at 4:30 p.m. Both
rehearsals will be at First Presbyterian Church-Wichita.
Camp Committee – Don Owens
If your church is interested in helping with the Westminster
Woods 50th Anniversary Celebration
on October 4, 2014 please contact Carla Chrispens at First
Presbyterian Church-El Dorado.
Everyone at the Presbytery meeting received a poster about the
50th Anniversary Celebration and
was asked to post in their church.
Nominating Committee – Bill Ward
The Nominating Committee nominated Linda Wyman to serve as
Moderator of the Committee
on Representation.
Moderator opened the floor for nominations. Nominations
ceased.
Linda Wyman was elected Moderator of Committee on
Representation.
Announcements
Brent Johnston announced the upcoming “Presbytery Growth
Workshop” to be held September
6, 2014, 9 a.m. – 12:15 p.m. at Grace Presbyterian
Church-Wichita. Partnering with PSK for the
presentation of this workshop will be Omaha Presbyterian
Seminary and Foundation.
Hal Staats, Chaplain, Larned State Hospital, announced an
upcoming workshop for PSK
Teaching Elders, CREs, church professionals and Christian
Educators to be held at the Larned
State Hospital on June 2-3, 2014. The workshop will explore the
importance of faith and the
mentally ill by helping church personnel recognize, among other
mental problems, those people
suffering from post-traumatic stress syndrome, and those
exhibiting suicidal behavior.

Report of the Council Personnel Subcommittee to the April 22,
2014 meeting of Council and to the May
13, 2014 Meeting of Presbytery as edited with Council’s
approval.
The Council Personnel Subcommittee continues to work on
significant modification of “Article 4:
Personnel Policies,” of the Presbytery of Southern Kansas Manual
of Operations, which it intends to bring
to Presbytery later this year for approval.
Article 4.21 “Guidelines for Maintenance of Personnel Files, a.
“Access” reads as follows:
“Personnel files on all ministers and lay employees of the
Presbytery of Southern Kansas will be
established and maintained by the General Presbyter and kept in
a locked file cabinet in the Presbytery
Office. Access to these files shall be restricted to:
1). The General Presbyter
2). The General Presbyter’s Personal Secretary
3). The Stated Clerk of Presbytery, and
4). The Moderator on the Committee on Ministry
As this is currently constituted, the Council Personnel
Subcommittee does not have access to personnel
files of those employed by the Presbytery to ensure that best
practice and required documentations are
present in the files.

SECOND READING 8.9 Committee on Nominations: a. The Committee on
Nominations shall consist of nine members who conform to the
provisions of G-9.0801a and G-11.0103w in the Book of Order. They
shall be nominated by the Council for election by the Presbytery.
b. The Committee on Nominations shall:
1). Nominate persons for election to all offices of the
Presbytery, members of all committees of Presbytery (except the
Committee on Nominations) and moderators of these committees;
including the Presbytery Board of Trustees.
2). Nominate commissioners to General Assembly and Synod of
Mid-America (G-9.0801b); and 3). Nominate board members
representing the Presbytery to Brotherhood Community Ministries,
Inc.. (Article 14.4)
4). Nominate members for the Presbytery Permanent Judicial
Commission.
8.10 Committee on Representation: a. The Committee on
Representation shall consist of six members who conform to
provisions at G-9.0105a in the Book of Order. b. The committee

INFORMATION: 1. Southwest – Wichita: Southwest has been
contacted by Selective Site Consultants to seek
approval for AT&T to place a tower on their property.
Another site was chosen; however, the
lease terms are under discussion so there is still a
possibility.
2. St. Luke Church Closed: The "flat" roof leaks over the
educational and office area have been
repaired. A bid has been received for the replacement of the
copper air-conditioner pipe. A new
fence with a top has been installed around the air-conditioner
units.
3. Presbyterian Church of Marion: The Trustees approved the
purchase of the lot and house
located to the north of the sanctuary. The sale closed on April
1, 2014. The new facility is used
for Christian Education, storage and parking.

Administrative Commission Report to Presbytery
Parks Presbyterian Church, Leoti Kansas May 2014
On Friday, February 21st, as the Chair of the Administrative
Commission for the dissolution of the Parks Presbyterian Church, I
asked and received permission to attend the scheduled Session
meeting of the Parks Presbyterian Church moderated by Rev. Denise
Pass (also a member of the Commission). At that meeting I explained
to the Session that the Council of the Presbytery of Southern
Kansas had elected to dissolve their Church rather than to dismiss
them, believing this to be the best and only option available to
them at the time. In order to be dissolved, I explained that the
Session would need to recommend this action at a duly called
Congregational Meeting with that purpose in mind. After discussing
all of the details and handing out copies of the Presbytery’s
policy on Church Dissolutions, the Session readily agreed and
called a Congregational Meeting for March 30th. I acquired
permission from my own Session to travel to Parks to preach for
their morning service and to moderate that meeting on March 30th.
In the mean time I invited all members of the Commission to be in
attendance at that meeting and they were all there. Rev. Pass
arrived very shortly after the meeting began traveling to Leoti
after her own services had been concluded. The congregation voted
at that meeting to be officially dissolved as a congregation. Of
those active members present the vote was 9 yes and 1 no. A second
unofficial vote was taken to allow regular attendees to vote and
that vote was 15 yes and 1 no. (It is Parks common practice to let
regular attendees vote on matters that come before the
congregation.) Other business took place at the Congregational
meeting and it was closed with prayers reflecting the seriousness
of the occasion with both tears and laughter being shared. Most
recently, on Sunday, April 27th, the Commission has met a second
time with the Session of Parks to begin the process of taking care
of all the business of the church that needs to be settled before
the dissolution can take place. All of the required issues are
being looked into and together being processed by the Session and
the Commission. Financial agreements have tentatively been reached
and our Stated Clerk is being kept informed of all details and
helping the Commission answer any and all questions that need to be
answered before a closing can take place. The date of July 6th at 6
P.M. at the Parks Presbyterian Church has been set for the closing
worship service with the anticipation that all the required
business will have taken place by that date. Further information
will be given to the Presbytery as it becomes available. H Dick

Administrative Commission for St. Luke Presbyterian Church

Brotherhood Committee Report We have had one committee meeting
with Brotherhood since we were given the mission to seek out the
possibility of what we can do with or for Brotherhood Presbyterian
Church. Our committee: Bill Ward, Nora Coryell, Robin Bissey, Laura
Frazey and Ben Ray have met with the congregation of Brotherhood
one time to listen to their desires. It was extremely clear that
they do not want their church to close. With that being said, I
really feel like our group listened, but have all possibilities in
our scope. Pastor Eric Williams presented a “strategic plan and
proposal” for us to look at. It is a 4 phase plan that Brotherhood
would like to implement to help in outreach and growth over the
next several years. It had many benchmarks programmed into it to
help track growth and need of the congregation. They have looked at
the challenges that they face in the neighborhood as well as the
other churches involvement in the community, all within a one mile
radius of Brotherhood. There discussion has centered around this
statement: “What will make Brotherhood unique and diverse enough to
draw our urban community residents, to become a part of this
church? How can we serve the Urban Community to the extent that
they are compelled to become Presbyterian?” Their recommendation to
the Presbytery is this: “The Presbytery of Southern Kansas can
declare Brotherhood Presbyterian Church USA as an Urban Ministry
Mission Church and may in effect make funds available for
restructuring, media campaigns, and necessary operating and
facilities cost.” We are working to set up another meeting with the
congregation at the end of May. This has taken longer than I would
have liked it to, but there is no one to blame but the moderator –
me! We understand the history of having great plans in place and
nothing being done about them. We also understand that there are
many who feel that we have put more money into this than we should
have. We are careful to listen to all sides and then help all
parties come together on the plan that God has for Brotherhood. Ben

Council Report to Presbytery As a result of recent discussions
at Presbytery, the work of Council with vision directions
previously approved, and the current realities of the Nominating
committee unable to find people willing to serve on various
committees, the following design is being brought to the Presbytery
for discussion and comment, This design replaces the Council with a
Mission Coordinating Team and reduces the number of Committees and
uses the term Ministry Teams.
Mission Coordinating Team (MCT) Membership: Presbytery Mission
Coordinating Team shall consist of the moderators of the Presbytery
Ministry Teams, the Presbytery Moderator, Moderator elect, and two
members at-large. The members at-large shall be elected by the
Presbytery for a three year term. One of the members at-large shall
serve as Moderator of the Mission Coordinating Team for the
duration of that three year term. a. If the moderator of a
Presbytery Ministry Team cannot attend a meeting of the Mission
Coordinating Team, she/he shall appoint a member of their Ministry
Team to represent their Ministry Team at the meeting. b. The
appointee shall have voice and vote on the MCT for the duration of
that meeting. Primary Functions: The Presbytery Mission
Coordinating Team shall be responsible to and authorized by the
Presbytery to act on behalf of the Presbytery between meetings, in
the following areas: a. Reviewing the work of the Presbytery
Ministry Teams, providing progress reports concerning its
coordinating efforts, and evaluations at each Stated Meeting of the
Presbytery. b. Planning the meetings of Presbytery and advising the
Presbytery Moderator and Stated Clerk in preparing the agenda for
each meeting.
c. In cooperation with the Church Orders Ministry Team, receive
and dismiss Teaching Elders, when it cannot be coordinated at a
stated meeting of the Presbytery. d. Expenditure of budgeted funds,
not to exceed $10,000. e. Appointment of Administrative
Commissions, in consultation with the Presbytery Support Ministry
Team, Stated Clerk, and PSK Moderator. Meetings and Quorum: The
Presbytery Mission Coordinating Team shall meet

regularly at least three weeks prior to each Stated Meeting of
Presbytery and at the call of its moderator. A majority of the
members shall constitute a quorum, provided that at least a
majority of Ministry Teams are represented. Mission Coordinating
Team Nominating Task Force: The Moderator of the Mission
Coordinating Team shall annually appoint a Nominating Task Force of
three persons who shall consist of current or past members of the
Mission Coordinating Team. The MCT Nominating Task Force will bring
nominations of all Moderators for Ministry Teams for approval by
the Mission Coordinating Team
and for election by the Presbytery. The Nominating Task Force
also nominates to Presbytery, with the approval of the Mission
Coordinating Team, persons to fill vacancies on the Presbytery
Support Ministry Team of the Presbytery. Equalization and
Representation guidelines shall be followed in this process.
Ministry Teams Functions: a. Purpose: The Ministry Teams are to
carry out the mission of the Presbytery as assigned by the
Presbytery, the Mission Coordinating Team, the Book of Order,
and/or the Presbytery Manual. b. Working Manual: Each Mission Team
shall establish its own Manual of operations which includes the
responsibilities assigned by this document, those matters required
by the Book of Order, and other adopted procedures and forms. c.
Evaluation and Goals: Each Ministry Team shall submit to the
Mission Coordinating Commission in writing each year a summary of
its accomplishment of the previous year and a list of Goals for the
current year. d. Accountability and Organization: The Ministry
Teams of Presbytery are accountable to the Presbytery through the
Mission Coordinating Team and are responsible for fulfilling work
assigned to them by the Presbytery. They may organize their
membership in any way that best accomplishes their goals. Specific
authority that has been delegated to a team by Presbytery may not
be
further delegated by the team. Each team may co-opt other
members, with voice but no vote, to resource the team or assist in
its work. See Bylaws Article VI e. Classes and Class Composition:
Each Ministry Team shall be comprised of three equal-size classes
of members, with a different class being elected each year.
Ministry Teams shall conform to the standards for Equalization and
Representation as set forth in the Book of Order. These members may
include Teaching Elders, Ruling Elders, and Laypersons; with at
least one half of the members being Ruling Elders/Laypersons. The
Church Orders Ministry Team and the Committee on Representation
shall consist of nearly equal numbers as possible of Teaching
Elders and Ruling Elders.

f. Terms of Office and Term Limits: Ministry Team Members will
be nominated to a particular class for a three-year term of office.
Only one person shall be nominated by the Presbytery Support
Ministry Team to fill each vacancy. Nominations may be made from
the floor, and shall be in consultation with current members of
each Ministry Team and the Presbytery Support Ministry Team. The
term of office for a Ministry Team moderator shall be one year, and
the moderator may be re-elected for additional terms. No person
shall be eligible to serve more than six consecutive years on the
same Ministry Team, and at least one full year must intervene
between periods of service on a particular
Ministry Team. g. Election: Members and moderators shall
normally be elected by the Presbytery at the last Stated Meeting of
the year and shall assume office on January 1 following their
election. Voting shall be by acclamation, unless more than one
person is nominated for a particular vacancy, in which case voting
for that vacancy shall be by ballot and election shall be by
plurality. h. Vacancies: The Moderator of Presbytery, with the
consent of Presbytery, may declare the position of a non-active
member or ineffective moderator of a Ministry Team to be vacant.
Elections to fill vacancies may be held at any Stated or Special
Meeting of Presbytery, and shall conform to provisions specified in
the Manual of Operations. Persons elected to fill vacancies shall
assume office immediately upon election. i. Attendance Record: All
Ministry Teams, commissions, and task forces of the Presbytery
shall maintain complete attendance records of all meetings held. j.
Ministry Teams: Unless otherwise stated, Ministry Teams are
responsible for filling positions to related organizations.
(Article 14) Ministry Teams Church Orders Ministry Team: The Church
Orders Ministry Team shall consist of 18 members with an equal
number of Teaching Elders and Ruling Elders. They shall carry out
the functions of two previous committees, Committee on Ministry and
Committee on Preparation for Ministry. Congregational Resources
Ministry Team: The Congregational Resources Ministry Team shall
consist of 9 members and will be given the priority of enabling
congregations undergoing transformation and leadership development.
Other responsibilities would include but not limited to: a Lay
Training Academy, Christian Education, Youth Council and youth
ministries, and other resource or training events. The duly elected
moderators of PSK Presbyterian Women and Youth Council shall also
serve on this Ministry Team with voice and vote.

Mission Partnership Ministry Team: The Mission Partnership
Ministry Team shall consist of 9 members and would be given the
priority of assisting congregations in establishing partnerships
for mission and ministry within their sphere of influence. They
would also provide interpretation and support to other mission
projects established by the Presbytery. They would be the primary
interpreter of the Presbytery’s Mission Budget. Other
responsibilities would include promotion and interpretation of the
mission work of the PCUSA, including the special offerings. Camping
Ministries Ministry Team: The Camping Ministries Ministry Team
shall consist of 9 members and be responsible for all camping and
retreat events sponsored by the Presbytery. It shall also be
responsible for the recruitment and training of persons staffing
these events. This committee shall be responsible for the care and
upkeep of the property known as Westminster Woods. Presbytery
Support Ministry Team: The Presbytery Support Ministry Team shall
consist of at least 9 members and would be responsible for the
functions of the current Church Order and Nominations Committees.
Governance Ministry Team: The Governance Ministry Team shall
consist of at least 9 members and shall perform the current
functions of the Budget & Finance Sub Committee, the Personnel
Sub Committee and the Trustees. The Trustees of the Presbytery
shall be identified as members of this committee. Representation a.
The Committee on Representation shall consist of 3 (three) members
who conform to provisions of G-3-0103 in the Book of Order and the
following requirements, one person could fulfill more than one
requirement: 1). One Racial Ethnic member 2). One Female member 3).
Ordination Status (Ruling Elder and Teaching Elder) 4). Age
Diversity 5). Youth, Young Adult, or Disabled member.
b. The committee shall:
1). Advise and educate the Presbytery and the sessions of member

Rational 1. This plan would align itself with the Presbytery
Vision statement and the Strategic Directions established by the
Presbytery. 2. It would reduce the size of the council be reducing
the number of Standing Committees and Council Sub Committees but
would allow for two members at large. 3. It would identify the
Moderator of the Mission Coordinating Team as one serving a three
year term for the purpose of leadership and continuity. 4. It
should enable the Mission Coordinating Team to focus its attention
on coordinating the efforts of the ministry teams toward the
implementation of the strategic directions. 5. Each Ministry Team
would be responsible for creating its own Manual indicating the
scope of its responsibilities and procedures. In areas where the
Book of Order mandates certain responsibilities that are within the
purview of a Ministry Team, those items shall be included in the
Manual. In addition each Ministry Team would submit to the Mission
Coordinating Team a summary of achievements for the past year and a
listing of goals set for the current year.
