Role of DelegatesRole of Delegates

As you will be speaking for the country you represent, it is important that you know your country’s stance on the issue at hand.

Use the Internet to conduct background research on your country so that you can act in your country’s best interest.

In the course of debate, remain diplomatic and sensitive when discussing transnational issues which different countries have different stances on.

Always, always, always follow protocol.

Press Members will conduct interviews and write articles

Remain courteous and sensitive when interviewing delegates.

Speech by DelegatesSpeech by Delegates

A Speaker’s List will be opened prior to the session for you to sign your name; you will be speaking in that order on the list

The main idea is to show your country’s stand on the various issues stated in the agenda

Each speech will be limited to approximately 2 minutes

No formal documents are needed in the retreat so delegates can discuss about anything related to the agenda

Share your country’s stances so that possible contentions can be sorted out

Ultimately, the end product is a declaration that will answer the issue at hand. Work towards it.

During speeches, always remember to speak from the ‘third person’

E.g. use “ This delegate of Thailand feels that…” instead of “ I feel that…”

Informal DialogueInformal Dialogue

Informal dialogue is a period whereby delegates can walk around the discussion room freely and speak with other delegates on the issues at hand.

It is very useful for formulation of ideas and also be more constructive, especially when the debate is going nowhere.

Helps delegates to understand one another’s stand clearly.

Informal DialogueInformal DialogueInformal dialogue has to be proposed by delegates

Delegates have to take the initiative to do so when a particular issue continually fails to reach consensus or an issue is hitting brick walls

Request must be accompanied by rationale and time span of the informal dialogue

“ This delegate of Thailand would like to request for 5 minutes of informal dialogue to finalize our discussions on the sovereignty of the Spratly Islands”

What’s a Declaration?What’s a Declaration?A 2 page long paper that highlights steps that ASEAN nations will undertake to address issues at hand.

Should contain realistic and comprehensive steps to solve problems.

Economic Committee- Global Financial CrisisPolicies that will help ASEAN work together to address problems brought about by Global Financial Crisis.What are some of the steps? For example, countries can reduce taxes levied on goods from other ASEAN countries.

What’s an Amendment?What’s an Amendment?Amendments are changes to a resolution that are proposed by delegates.

They can be used in 3 ways:

They are meant to make a Declaration better and acceptable for all nations so that a consensus can be achieved. Needs consensus to pass.

To slash clauses

To insert new clauses

To change words on an existing clause
