What national concerns will be echoed at the Summit e.g. size, contribution to growth, corrections, on revenue side…?Chancellor Werner FAYMANN (SPÖ/S&D) will echo the preservation of the Austrian discount to the budget, worth up to approximately € 180 m per year and amounting to € 1.3 bn over the entire financial period. Second, Austria will make an attempt to limit the downsizing of the budgetary allocation for the second pillar of the CAP, enabling it to sustain its model of organic f arming and protection of farming in mountain regions. Vice Chancellor Michael SPINDELEGGER (ÖVP/EPP) even proposed a veto in case ofagricultural subsidies being cut for Austria. 2. What is the level of political support and the mood at national level e.g. National Parliament and stakeholders such as social partners/regional and local authorities? The National Parliament, in its discussions, voiced the notion of "better spending instead of more spending". Opposition parties (mainly the FPÖ/NI) request substantial reductions in Community spending. The GREENS/G-EFA are in favour of the Commission proposal. However Austria's system of subsisting its agriculture and mountain and organic farmers should be preserved. Farming lobbying groups have continuously echoed this concern. Commissioner Cioloş will be in Vienna next week on 26 November. Social partners request more aid for youth unemployment programmes (trade unions) or for innovation and research (Industry lobbying groups). Regional and local authorities did not comment officially. According to a survey carried out by the magazine "Profil" 45 per cent of the Austrians would like to see Austria's contribution to be reduced. Only 13 per cent are willing to pay more for the Community budget. 30 per cent of the polled persons are in favour ofkeeping the contribution unchanged. 3. Which key stakeholders support the Commission's MFF proposal or parts of it? Austria, being a net payer, has alway s been in favour of cutting down the size of the EU budget. The original Commission MFF proposal has been still accepted in its way ofspreading funds between priorities and Community policies. The proposals of the European Council President VAN ROMPUY, visiting Vienna on 16 November, have been met with harsh critics in Austria. They would cost Austria's net contribution
