LDBE Participation
Requirements
This RFP has a 100 percent Local Disadvantaged Business Enterprise (LDBE) participation requirement. Firms located within a 100-mile radius of the DC zero-mile marker and whose 3-year average gross receipts, including all affiliates, do not exceed the specified size standards are eligible for consideration.

o Submit on typewritten 8 ½ x 11” plain white paper.
o Assemble in a three ring binder or staple. No other binding methods are acceptable.
o Do not exceed fifty (50), double-spaced, single sided pages. Exhibits and samples of previous work are not included in the 50-page limit.

Contract Scope - Overview
The Metropolitan Washington Airports Authority (Airports Authority) is seeking temporary staffing services, which encompasses all the necessary elements, steps procedures, and resource gathering to ensure that exceptional, reliable personnel are assigned to the Airports Authority. The Contractor shall maintain a sufficient number of qualified temporary personnel to support the Airports Authority as needed. Contractor shall possess the necessary experience and tools to properly screen potential temporary personnel and resolve any issues that arise out of the Contractor’s or any temporary personnel’s’ performance.

Contractors shall provide temporary personnel support services for the following labor categories:

Contract Scope - ContinuedProcedures For Recruiting And Placing Temporary Employees
• The Contractor shall be responsible for properly vetting each candidate prior to submitting to the Authority for consideration/review.
• The Contractor shall be responsible for making all necessary arrangements with the candidate(s), including setting up interviews (phone or in person) at a mutually agreeable time. During the interview process it will be the responsibility of the Contractor to manage the candidates, including interview schedule, salary expectations and negotiations, start date and end date.
• All request for candidates should be coordinated with Airports Authority Employment Department Manager or Designee.
• All final placement decisions are at the sole discretion of Authority.
• The Contractor shall serve as the point of contact between the Authority and the temporary employee for performance and attendance issues.

Contract Scope - ContinuedBadging Requirements
• If the temporary employee is assigned to either Reagan National Airport or Dulles, and the assignment is anticipated to last thirty (30) days or longer, temporary personnel must complete the following security requirements.
• The Contractor and its temporary personnel will be subject to and will at all times conform with any and all rules, regulations, policies and procedures pertaining to Airports Authority Security Requirements. Any violations or disregard of the rules, regulations, policies and procedures may be cause for immediate termination of the assignment and or contract, as deemed appropriate by the Contracting Officer.

Contract Scope - ContinuedBackground Screening and Fingerprinting
• If the temporary employee is assigned to either Reagan National Airport or Dulles, and the assignment is anticipated to last thirty (30) days or longer, temporary personnel must complete the following requirements:
• Temporary personnel shall have on file with the Contractor a police clearance from their jurisdiction of residence. Candidates for consideration must be capable of passing an Airports Authority background investigation check, in accordance with Appendix B. Code of Federal Regulations 1542 and 1544 Checklist.
• Temporary personnel must have no financial burden, no security fraud, or financial judgements that would hinder employment for certain labor categories (i.e., Accountant, Procurement, Finance, Contracting).
