Indian Oil Corporation Limited, Pune Terminal deals with Motor spirit (MS), High Speed
Diesel (HSD), Ethanol. The Terminal receives HSD, MS from pipeline transfer and
Ethanol from tank truck, stores these in tanks and distributes these to retail outlets and
consumers of Pune, Satara and Solapur district of Maharashtra by road tankers.
Earlier the Terminal was having five floating roof vertical type (FRVT) tanks for storage
of motor spirit (MS), six conical roof type (CRVT) storage tanks for high speed diesel
(HSD) and one semi-burried tank for storage of Ethanol with varying capacities located
constructed as per the Petroleum Act requirements. Later, these above mentioned three
additional tanks for each MS, HSD and Ethanol were constructed

This Depot at present has total storage capacity of approximately 22,804 KL of petroleum
products. After the construction of the new three tanks of 1 x 2,984 KL MS (FR type), 1
x 4,160 KL HSD (CR type) and 1 x 50 KL Ethanol (Horizontal above ground) the
storage capacity of the IOCL Pune depot has become 29,998 KL. As of now, these three
tanks have been already constructed. These new tanks are not operational.
The Depot receives, stores and distributes Petroleum Products namely Motor Spirit BS III
(MS), High Speed Diesel BS III (HSD) and Ethanol in Pune, Satara and Solapur district
of Maharashtra through roads by tankers trucks.
(iv) Resource Requirement:

Power
The depot requires 250 kVA (old). Afterwards when the recently constructed three tanks
will be operational, extra 250 kVA of power will be needed. Total 500 kVA of power will
be required to operate the IOCL Pune Terminal. In case of power failures the depot has
installed 2 DG sets of 320 kVA capacity are installed.

CHAPTER 2
INTRODUCTION OF THE PROJECT/BACKGROUND INFORMATION
(i) Identification of project and project proponent:
Indian Oil Corporation Limited, Pune Terminal is a marketing Division of Motor spirit,
High Speed Diesel and Ethanol. The Depot receives stores and distributes Petroleum
Products namely Motor Spirit BS III (MS), High Speed Diesel BS III (HSD) and
Ethanol.
Indian Oil Corporation (Indian Oil) is India's largest commercial enterprise, with a sales
turnover of Rs. 3,99,601 crore and profits of Rs. 10,399 crore for the year 2015-16.
Indian Oil is ranked 161st among the world's largest corporates (and first among Indian
enterprises) in the prestigious Fortune ‘Global 500’ listing for the year 2016.
As India's flagship national oil company, with a 33,000-strong work-force currently, Indian
Oil has been meeting India’s energy demands for over half a century. With a corporate
vision to be 'The Energy of India' and to become 'A globally admired company,' Indian
Oil's business interest’s straddle the entire hydrocarbon value-chain – from refining,
pipeline transportation and marketing of petroleum products to exploration & production
of crude oil & gas, marketing of natural gas and petrochemicals, besides forays into
alternative energy and globalization of downstream operations..
(ii) Brief description of nature of the project:
The petroleum depot at Pune, Maharashtra is used for storage and distribution of Motor spirit (MS), High Speed Diesel (HSD) and Ethanol. The major activities of the depot will be as below:
a) Receipt of products through pipeline from HPCL, Loni Terminal and storage in above ground tanks.
b) Blending of high performance petrol and diesel. c) Filling of different products in tank lorries and distributed to retail outlets and
consumers of Pune, Satara and Solpaur districts of Maharashtra.

(iii) Need for the project and its importance to country and or region:
Indian Oil Corporation Ltd., a major Public Sector Oil Company under overall
administrative control of the Ministry of Petroleum and Natural Gas, Govt. of India. To
cater to growing petroleum product demand in markets attached with IOCL Pune Depot.
The additional three tanks which are constructed are to meet additional petroleum
demand of near by area’s attached with IOCL Pune Terminal.
(vi) Demand-Supply gap
The depot once established would be in a position to cater to the demand of a wide
range of essential petroleum products in the adjoining districts (i.e. Pune, Satara and
Solpaur districts of Maharashtra.
(v) Employment Generation
The depot will be run by IOCL itself with its own staff – management, clerical and
labour staff, presently working in the existing depot. The present employee strength
is as below:

Chapter 3
PROJECT DESCRIPTION
(i) Type of project
As per EIA Notification dated 14 Sep 2006 this projects falls under 6 (b) category i.e. for
isolated storage & handling of hazardous chemicals. As per the MoEF&CC notification
dated 14th March, 2017 [S.O. 804(E)], IOCL Pune Terminal proposes to obtain
environmental clearance from MoEF for already constructed new three tanks at there
Pune depot. IOCL Pune terminal has constructed of 1 x 2,984 KL MS (FR type), 1 x
4,160 KL HSD (CR type) and 1 x 50 KL Ethanol (Horizontal above ground) storage
capacity at IOCL Pune Terminal.

(ii) Location
Survey no. 181 to 198,179 A.B.,180,1133,1134,1135,198,201, At Post Kadam Wak Vasti, Loni Kalbhor, Pune
Solapur Road, Haveli, Pune, Maharashtra. The Solapur-Pune highway lies outside of the plant. While the Loni Railway
station is located at distance of 1.7 KM from the plant. The Pune city and Pune Airport is at a distance of 18 KM and 21

(iii) Size or magnitude of operation
The Depot will be set up on a 107,192 m2 land at Loni Kalbhor, Pune. The proposed
oil depot will have modern high-tech facilities conforming to international standards
besides complying to Oil Industry Safety Directorate standards. The depot will be
provided with all modern fire-fighting facilities as per OISD standards.
(iv) Project description
The process will involve the Receipt of products through tank wagons and storage in
above ground tanks. Blending of high performance petrol and diesel will be done.
Later, dispatch/Filling of different products in tank lorries and distribution to retail
outlets and various consumers of districts of Maharashtra.

(v) Raw material requirement
The proposed Terminal will store petrol, diesel through pipeline transfer and ethanol
through Tank Trucks.
(vi) Water requirement
The source of water supply is from existing borewell at the Pune IOCL depot. Before
construction of the 3 tanks the depot was requiring 13 KLD of water. After the
construction of the 3 new tanks, the depot will not require any additional water.The
existing capacity of 13 KLD water is sufficient to cater the water demand of
the newly built tanks during the operational phase
(vii) Power requirement
A total electrical load of 500 kVA will be sufficient for the petroleum depot.
The power supply will be obtained from Maharashtra State Electricity Distribution
Company Ltd (MSEDCL). However, backup power through 2 nos. of DG sets 320
kVA will also be provided during power failure.

CHAPTER 4
SITE ANALYSIS
(i) Connectivity
The site is situated at Loni Kalbhor very close to Loni Railway Station (0.5 Km). The
Solapur-Pune highway lies outside the plant. The Pune Airport is at a distance of 21
Km, while the Pune City/ Pune railway st. is at a distance of 18 Km. The Site, located
in Haveli taluka of Pune district.
(ii) Land use
The project has been constructed on the 15,000 m² of land available within the existing
1,07,192 m² of land in the IOCL Pune Terminal Premises.

(iii) Topography
The elevation of IOCL Pune terminal is 538.47 metres above mean sea level. The
topography project area is plain while, the topography of Pune district is distributed in
a triangular fashion at the foothills of Sahyadri Mountains. It is divided in to three
parts; Ghatmatha, Maval and Desh. The District of Pune falls under the tropical
monsoon land and therefore shows quite a marked seasonal variation in temperature
as well as rain water conditions. The climate in western Pune is cool, whereas
eastern region remain hot and dry. Due to topography and geographical conditions
within the district; the rainfall within the district is rather unevenly distributed.
(iv) Existing Land use pattern
The existing land is developed.

Forest: 7,864 ha 2. Barren and uncultivable land: 14,804 ha. 3. Land put to agricultural uses: 3,962 ha. 4. Cultivable wasteland: 2,477 ha. 5. Permanent pasture and other grazing land: 9,808 ha. 6. Current fallows: 4,967 ha. 7. Other fallows :17,865 ha. 8. Net are sown: 71,880 ha.

(v) Existing infrastructure
The IOCL Pune Terminal has good connectivity to other locations. The Solapur-
Pune highway lies outside the plant. The Plant is situated very close to Loni Railway
Station (0.5 Km). The Pune Airport is at a distance of 21 Km, while the Pune City/
Pune railway st. is at a distance of 18 Km.
Internally the project exist on 1,07,192 of Land. IOCL Pune terminal has modern,
well developed, spacious network of access roads inside the plant. With parking
facilities.
(vi) Soil classification
The soil of Pune district is lighter in the west than in the east. It belongs broadly to
three classes, namely, black, red and brown. In some places one class of soil blends
with another in varying proportions and is in turn modified by sand, gravel, lime salts
