EXECUTIVE SUMMARY

(i) Name of project:

Environmental Clearance for already constructed 2 additional above ground tanks for

storage of 2 x 2,614 KL MS (HT type), at IOCL Bharatpur Bulk POL Depot.

(ii) Location:

Survey no Vill Dhormui Khasra Nos 370, 371, 372, 376, 377 and Vill Jaghina Khasra

at Bharatpur - Mathura Road, Dhormui village, Tehsil Sewar, District Bharatpur,

Rajasthan.

(iii) Project Profile:

Indian Oil Corporation Limited – Bulk POL Depot, Mathura Road, Dhormui village,

Tehsil Sewar, District Bharatpur, Rajasthan. State, 321025.

Indian Oil Corporation Limited, Bharatpur Depot (a public sector organization) was

commissioned in 1993 & is having facility for receipt, storage and dispatch of petroleum

products viz Motor spirit (MS), High Speed Diesel (HSD), Super Kerosene Oil (SKO) and

Ethanol. The depot is operated in accordance with the provisions of licenses / consents

granted by the Chief Controller of Explosive, Govt. of India, Factory license, State /

central pollution boards as per the relevant statutory Acts and Rules of Govt. of India and

Rajasthan. The Depot at present has a total storage capacity of 37,867 KL of Petroleum

Products (MS / HSD / SKO) & it has 140 KL storage capacity for Ethanol.

Till 2010, the mode of receipt of product at Bharatpur Depot was primarily through rakes

i.e rail transportation. However, due to high transportation cost involved in rail

transportation, it was envisaged to lay product pipeline from Mathura to Bharatpur due to

its low maintenance and operating cost. Accordingly, during the year 2010, product

pipeline from Mathura Refinery to Bharatpur Depot was commissioned along with the

setting up of Pipeline Station under the premises of Bharatpur Depot. As a part of the

project, to counter the operational constraints of absorbing the MS-SKO interface as per

industry guidelines, higher capacity tanks for MS with a proposed storage capacity of 2 x

2,614 KL were also commissioned.

The Terminal receives HSD, MS and SKO primarily from pipeline transfer, but also

through rakes in case of emergencies and Ethanol from tank trucks, stores these in tanks

and distributes these to retail outlets and consumers of Dhaulpur, Bharatpur and Alwar

Districts of Rajasthan by road tankers.

Earlier the Terminal was having three floating roof vertical type (FRVT) tanks for storage

of motor spirit (MS), seven conical roof vertical type (CRVT) storage tanks for high speed

diesel (HSD) and Superior Kerosene Oil (SKO), two underground tanks (UGT) for

storage of motor spirit (MS) and two underground tanks (UGT) for storage of ethanol with

varying capacities located & constructed as per the Petroleum Act requirements. Later,

these above mentioned three additional tanks, two for MS and one for HSD were

constructed.

This Depot at present has total storage capacity of 38,007 KL of petroleum products.

After the construction of the two new tanks (3D & 3E) of 2 x 2,614 KL capacity, for MS

product in (FR type tank) and 1 x 20 KL (tank 4E) capacity of HSD product in (UGT

type), the total storage capacity of the IOCL Bharatpur Depot has become 38,007 KL. As

of now, these three tanks have been already constructed. These three new tanks (3D, 3E

and 4E) are operational.

The Depot receives, stores and distributes Petroleum Products namely Motor Spirit BS

IV (MS), High Speed Diesel BS IV (HSD), Superior Kerosene Oil (SKO) and Ethanol in

Dhaulpur, Bharatpur and Alwar district of Rajasthan through roads by tankers trucks.

Total water requirement is 3.5 KLD, out of this 2 KLD and 1.5 KLD water is utilized for

gardening and domestic purposes respectively while, 0.4 KLD generated sewage is

passed in septic tank and soak pit. In case of waste water generated from tank farm, It is

passed through Oil – Water Separator (OWS), and the filtered water will be diverted to

storm water drains.

There has been no increase in water demand after the installation of the three new tanks.

Power

The depot requires 200 kVA. No extra power load was required for the constructed three

tanks. The power is sourced from RSEB. In case of power failures the depot has installed

DG sets of 2 x 500 kVA capacity and 1 x 250 kVA capacity.(The 250 kVA capacity DG

set is used very rarely or in case of emergency)

CHAPTER 2

INTRODUCTION OF THE PROJECT/BACKGROUND INFORMATION

(i) Identification of project and project proponent:

Indian Oil Corporation Limited, Bharatpur (Bulk POL Depot) is a marketing Division of

Motor spirit, High Speed Diesel, Super Kerosene Oil and Ethanol. The Depot receives

stores and distributes Petroleum Products namely Motor Spirit BS IV (MS), High

Speed Diesel BS IV (HSD), Super Kerosene Oil (SKO) and Ethanol.

Indian Oil Corporation (Indian Oil) is India's largest commercial enterprise, with a sales

turnover of Rs. 4,38,710 crore and profits of Rs. 19,106 crore for the year 2016-17.

Indian Oil is ranked 168th among the world's largest corporates (and first among Indian

enterprises) in the prestigious Fortune ‘Global 500’ listing for the year 2017.

As India's flagship national oil company, with a 33,000-strong work-force currently, Indian

Oil has been meeting India’s energy demands for over half a century. With a corporate

vision to be 'The Energy of India' and to become 'A globally admired company,' Indian

Oil's business interest’s straddle the entire hydrocarbon value-chain – from refining,

pipeline transportation and marketing of petroleum products to exploration & production

of crude oil & gas, marketing of natural gas and petrochemicals, besides forays into

alternative energy and globalization of downstream operations..

(ii) Brief description of nature of the project:

The petroleum depot at Bharatpur, Rajasthan is used for receipt, storage and distribution of Motor spirit (MS), High Speed Diesel (HSD), Superior Kerosene Oil (SKO) and Ethanol. The major activities of the depot will be as below:

a) Receipt of products through pipeline/rake from Mathura Refinery and storage in above ground tanks.

b) Blending of high performance petrol and diesel. c) Filling of different products in CCOE approved tank lorries and distributed to

by road to retail outlets and consumers of Bharatpur, Dhaulpur & Alwar districts in

Rajasthan. The distance involved in transportation of product from the depot is to

the tune of maximum 400 KM per truck per trip and cumulative average of 14,2720

KM per month

(iii) Need for the project and its importance to country and or region:

Indian Oil Corporation Ltd., a major Public Sector Oil Company under overall

administrative control of the Ministry of Petroleum and Natural Gas, Govt. of India. To

cater to growing petroleum product demand in markets attached with IOCL Bulk POL

Depot, Bharatpur, the additional three tanks (2 x 2,614 KL capacity MS storage [2010

year and 1 x 20 KLD HSD storage (2013 year)] were constructed. Today they meet the

additional petroleum demand of near by area’s of Bharatpur district in Rajasthan.

(vi) Demand-Supply gap

The depot once established would be in a position to cater to the demand of a wide

range of essential petroleum products in the adjoining districts (i.e. Bharatpur, and

neighbouring districts of Rajasthan).

(v) Employment Generation

The depot will be run by IOCL itself with its own staff – management, clerical and

labour staff, presently working in the existing depot. The present employee strength

is as below:

Chapter 3

PROJECT DESCRIPTION

(i) Type of project

As per EIA Notification dated 14 Sep 2006 this projects falls under 6 (b) category i.e. for

isolated storage & handling of hazardous chemicals. As per the MoEF&CC notification

dated 14th March, 2017 [S.O. 804(E)], IOCL Bulk POL depot, Bharatpur proposes to

obtain environmental clearance from MoEF for already constructed Thre tanks (2 x 2614

KL capacity for MS storage and 1 x 20 KLD for HSD storage) at their Bharatpur depot.

(iii) Size or magnitude of operation

The Depot exist on 55 acres of land at Dhormui village, Tehsil Sewar, Bharatpur,

Rajasthan . The proposed oil depot will have modern high-tech facilities conforming

to international standards besides complying to Oil Industry Safety Directorate

standards. The depot will be provided with all modern fire-fighting facilities as per

OISD standards.

(iv) Project description

The process will involve the Receipt of products through pipeline and tank wagons

and storage in above ground/ under ground tanks. Blending of high performance

petrol and diesel will be done. Later, dispatch/Filling of different products in tank

lorries and distribution to retail outlets and various consumers of districts of

Rajasthan.

(v) Raw material requirement

The proposed Depot will store petrol, diesel & kerosene through pipeline/rake

transfer and ethanol through Tank Trucks. Since these are finished goods, there

shall be no requirement of raw materials.

(vi) Water requirement

The source of water supply is from existing borewell at the IOCL Bharatpur depot.

The current water requirement is 3.5 KLD. The existing water supply is sufficient to

cater the water demand required for the constructed 3 tanks at IOCL Bharatpur

depot. Hence there was no additional requirement of water.

(vii) Power requirement

A total electrical load of 200 kVA will be sufficient for the petroleum depot.

The power supply will be obtained from Rajasthan State Electricity Board (RSEB).

During Power failure 3 DG sets of 2 x 500 kVA capacity are used while, the 1 x 250

kVA capacity DG set is used rarely.

SITE ANALYSIS

(i) Connectivity

The project site is located at Mathura road, Dhormui village, Sewar Tehsil, Bharatpur

district, Rajathan. The site has good connectivity to Dhormui Jaghna, Railway

Station at 1.5 KM, Bharatpur City at 9.1 KM, Kheria Airport (Agra) 70 KM, Bharatpur

city at 9.1 KM.

(ii) Land use

The project has been constructed on the 55 acres of land.

(iii) Topography

The elevation of IOCL Bharatpur terminal is 588.10 ft (or 179.2 meters) above mean

sea level. The topography of the project study area is plain.

(iv) Existing Land use pattern

The existing land is developed.

(v) Existing infrastructure

(vi) Soil classification

The soils of the Bharatpur district are greyish brown and yellowish brown with wide

variation in texture from sandy loam to clayey loam. The soils at some places are

affected by salinity/ alkalinity. The soils of Bharatpur, Bayana and Deeg subdivisions

are fertile. In north eastern part of the district, the soils are compact and have low

permeability, which causes water to stagnate on the surface during rainy

season.

(vii) Climatic conditions

Temperature

The climate of the area is semi-arid to sub-humid. The temperature up to 46ºC the

summer and drops down to 2ºC in the winter. The climate of the district being dry, it

becomes extremely hot during summer and extremely cold during winter. The cold

season is from December to February and is followed by summer from March to

June. Period from mid of September to end of November constitute post monsoon

season rainfall

Rainfall

The area is characterized by semi arid with an average annual rainfall of about 600

mm, which is mainly received during monsoon season of July to September.

Average annual rainfall (1971-2011) of the district is 605.3 mm. The rainfall has

decreased over the years. Annual rainfall data during the period 2001 – 2011 in

given below intable. The average annual rainfall during the period 2001 – 2011

varied from 401 mm at Sikari to 741 mm at Sewar Bundh

.

(viii) Social infrastructure available

Social infrastructure like markets and entertainment centers is also well developed in

the study area. The area being a developing area, Education Institutions, Malls,

Theatres Big hotels are present study area. Public facilities like function halls,

gardens, recreation spaces are adequately available. Bharatpur is a big industrial

areas like Bharatpur-I, Bharatpur-II, Bayana Industrial Area, Deeg Industrial Area,

Kaman Industrial Area, Old Bayana Industrial Area, IID Centre Bayana. Minerals,

Garments, Leather, Rubber, Paper, Wood, Plastic, Metal Fabrication are the main

products produced here.

CHAPTER 5

PLANNING BREIF

(i) Planning concept

The process will involve the Receipt of products through pipeline and storage in

above ground tanks. Blending of high performance petrol and diesel will be done.

Later, dispatch/Filling of different products in tank lorries and distribution to retail

outlets and various consumers of districts of Rajasthan. This will fulfill the demand of

the Bharatpur and its neighbouring districts.

(ii) Population projection

Bharatpur city is governed by Municipal Corporation which comes under Bharatpur

Metropolitan Region. The Bharatpur city is located in Rajasthan state of India.

As per provisional reports of Census India, population of Bharatpur in 2011 is

252,342; of which male and female are 133,780 and 118,562 respectively. Although

Bharatpur city has population of 252,342; its urban / metropolitan population is

252,838 of which 134,040 are males and 118,798 are females

CHAPTER 6

PROPOSED INFRASTRUCTURE

(i) Industrial area

The proposed petroleum depot will have modern high-tech facilities conforming to

international standards besides complying with the Oil Industry Safety Directorate

standards. The depot will be provided with all modern fire-fighting facilities as per OISD

standards

(ii) Residential area

Currently, there is no housing facility. The Housing facilities in near by locality/town

for employees may be provided by IOCL in future.

(iii) Green belt

As per the Regulations. Green belt is proposed to be developed in approx. 92,800 m²

(41 %) of total plot area. This would not only prevent the fugitive dust emissions but

also improve the peripheral appearance of the plant from aesthetics point of view.

Unpaved areas, if any, within the plant boundary would be provided with grass cover.

(iv) Social infrastructure

Product supplied from IOCL Bharatpur POL Depot will be cheaper as compared to received from other petroleum companies.

It will develop the area economically and employment opportunities to the local people

The source of water supply will be from 3 Nos. of bore well which exists at the project

Tank bottom sludge will be generated while cleaning of oil storage tanks. Total tank

bottom sludge thus generated will be subjected to complete bio remediation process.

Other hazardous wastes like spent batteries, waste oil, empty drums of oil/chemicals,

fluorescent tubing etc. will be disposed off in accordance with approved safe

procedures. Approx 13 kg of solid waste will be generated. All biodegradable waste

(food and kitchen waste) at the IOCL Bharatpur Depot is collected, segregated and

disposed off as per Rajasthan Pollution Control Board (RPCB) guidelines.

REHABILITATION AND RESETTLEMENT (R & R) PLAN

The current plan of acquisition of 55 acres of land. More ever the construction has

been done in the existing premises of the IOCL plant at Bharatpur. This does not

entail displacement of any human settlement. Hence at this stage there are no

identifiable issues relating to Rehabilitation and Resettlement (R&R).

Training Centre, duly equipped with all modern aids to impart training to IOCL

own staff, contractors workmen, tank lorry crews etc.

The proposed project with increased investment would augment the above
