PROJECT CONSULTANCY DIVISION   OF

THE MAHARSHTRA STATE AGRICULTURAL MARKETING BOARD, PUNE.

THE NEED: Maharashtra is a key agricultural State accounting for 6-7% of all agricultural production in the country today. The State leads in the production of a number of crops including several fruits, vegetables, sugar, cotton, pulses etc. Agriculture is a major source of income for rural masses constituting 60-70% of the State's population. It is a major contributor to State's economy at around 25 % of the GDP. State's farmers have been quite successful and they have been consistently producing large quantities of marketable surplus. So far agriculture has been an economically viable activity in the State. However, in recent days there has been a disturbing trend with stagnation in prices for farm produce, high levels of post harvest losses and decreasing farm incomes. Under these circumstances the farmers of Maharashtra, like in rest of the country have very few options but to improve their post harvest management practices so that the present high levels of post harvest losses at 25-30% could be brought down to a reasonable level of 5% or so. And secondly they have to add value through processing to their farm produce for better remunerative prices. These steps can lead to better returns with increased market demand for agricultural produce and better chances of marketing.

THE CONCEPT:The State Government has identified post harvest management, food and agro processing, agribusiness and agriculture marketing as thrust areas in the coming years. This along with an excellent response received for the consultancy services offered by the Marketing Board in the past for APMCs and the Cooperative Societies in the State, the need for enlarging the scope and range of services was considered by the Managing Director. This led to the formation of a full fledged consultancy services. The Chairman of the Board of Directors of the Maharashtra State Agricultural Marketing Board (MSAMB), the Humble Minister for Marketing, Government of Maharashtra, on 20th June 2003, announced that a "Project Consultancy Division" would be set up to meet the inherent demand for consultancy services in the fast growing areas of agro processing, food processing and post harvest management in the State. He suggested that the MSAMB which has proven experience in project consultancy work through their project department take up the lead and set up a Project Consultancy Division.

VISION: The Consultancy Division has a vision to make all out efforts to conceptualize, plan and implement agribusiness projects and contribute towards the development of the rural economy.

OBJECTIVES:One of the key objectives of the MSAMB is to facilitate more efficient marketing of agricultural produce, develop agro-processing, post harvest management practices so that farmers can expect better remuneration for their farm produce. Presently the quality of consultancy services available to farmers and cooperatives in the State are not up to the mark. Besides, the consultancy fees charged are quite high at 6 to 8 %. Keeping this in mind the Consultancy Division would specialize in areas of post harvest management, agro processing and related agriculture activities including production and marketing of organic produce, animal husbandry, poultry and fisheries as per demand. The consultancy services will

cover the works of preparation of project plan, evaluation of projects, continues technical guidance till completion of the project, financial planning, training of employees etc. Primary focus will be on providing technical guidance in the following types of services: 1. BENEFICIERY: The services would be offered at a confessional /reasonable fee of 2 % of the total project cost. The services of Consultancy Division will be available to any entrepreneur including farmer’s co-operatives, the APMCs, and individuals including a number of private entrepreneurs who have come forward to set up a variety of post harvest management and agro processing facilities in various Agri Export Zones (AEZs) in the State. The consultancy help would be provided to any of them who would approach the Marketing Board.

PERSONNEL: The Consultancy Division has a number of experts in the field of Agriculture and Agro business and other related fields. Additional and specialized expertise as required is out-sourced from the market on a project to project basis. The Project Consultancy Division is headed by Shri. B.B. Gunjal, M.Tech. Dairy & Food Engineering, Advisor (Projects) and Head of Project Department, at the MSAMB, Pune. He will be assisted by a staff of 10 who are available exclusively for the project work. Status:             The consultancy division is having 20 active projects on hand valued at an estimated Rs.22500 lakhs. In these mainly projects of Modernization and Expansion of Dhalli Market Yard of Himachal Pradesh Marketing Board, Shimla, Dal

PRE COOLING AND COLD STORAGE (PC AND CS)

The Maharashtra State Agricultural Marketing Board undertook the first initiative in the State (1990), and even in the country, to promote the use of Temperature Management Technology (TMT) by setting up of PC & CS facilities under the Co-operative sector. The principle objective was to promote exports of fresh fruits and vegetables from the State. The MSAMB then identified technology, imported the technology, planned and implemented PC & CS facilities. Since then, under the guidance of the MSAMB, 32 PC & CS facilities have been set up in the Co-operative sector in the State. Due to this pioneering effort by the MSAMB, today Maharashtra is the largest exporter of fresh Grapes from the country and exports nearly 70% of all fresh fruits and vegetables from the country. The State has also successfully exported fresh Pomegranate and Mango using the PC & CS facilities.

Today the MSAMB monitors the running of these PC & CS units from time to time. The MSAMB has reviewed the working of existing PC & CS facilities and suggested appropriate strategies for better capacity utilization, financial viability and improvement in efficiency.

TERMINAL MARKET

1. Post harvest losses in perishable like fruits and vegetables are up to 30 to 40 %.2. The National Horticulture Mission (NHM) was launched during 2005-06 by the Government of India.3. Terminal Market concept has been conceptualized to give more remunerative returns to the farmers from NHM by reducing post harvest losses of the fruits and vegetables of the farmers and reducing the middlemen.4. Terminal Markets will be established in the big cities and these markets will be linked to the production areas by means of collection centers.5. The perishable horticultural produce will be cleaned at the collection centers and by removing the waste at the Collection Centers it will be transported to the terminal markets.6. Terminal Markets and the Collection centers will be connected by means of reefer vans thereby reducing post harvest losses.7. It is proposed that horticultural produce arriving in the terminal market will be graded and by pre-cooling, it will be stored in the cold storage.8. The produce in the terminal market will auctioned by way of electronic auction system. It is proposed that the horticultural produce will be sold in the domestic market as well as it will be processed.9. Export of horticultural produce is also expected from the terminal market.10. It is proposed to establish modern marketing infrastructures like electronic auctioning facility, pre-cooling, cold storage, ripening chambers, grading packaging facilities, processing units and other allied infrastructures like banks, post office etc.11. Terminal Markets will be established in a Public Private Partnership (PPP) mode.12. The terminal market would operate on a Hub-and-Spoke Format wherein the Terminal Market (the hub) would be linked to a number of Collection Centres (CC) (the spokes).13. The commodities to be marketed by the Terminal Market will include all perishables, interalia, fruits, vegetables, flowers, aromatics, herbs, meat, poultry etc. Non perishables can also be handled in the Terminal Market. However, the proportion of Non-Perishables shall not exceed 15% of the total through put of the market. Similarly, the proportion of non horticultural products within the perishable commodities shall not exceed 15% of the total through put of the market.

Objectives –

1. To reduce post harvest losses due to present marketing system.2. To link the farmers directly to the markets and provide more alternatives to sell their produce and reduce the number of intermediatories.3. To use modern technologies in the marketing system and establish a cold chain with the help of private players.4. To bring transparency in the market transactions.5. To promote export of horticultural produce.6. To promote processing in the state.7. Terminal Market would be built, owned and operated by the selected Private Enterprise (PE) through Competitive Bidding process.8. PE includes individuals, Group of Farmers/Growers/Consumers, Partnership/ Proprietary firms, Companies, Marketing Boards, Corporations, Co-operatives, Producer Organizations and Self Help

Groups. The PE could also be a consortium of entrepreneurs from, inter-alia, agri-business, cold chain, logistics, warehousing, agri-infrastructure and related background.

Role of State Government

1. To decide location of the terminal markets and provide government land where ever it is possible.2. To give related permissions and appoint financial institutions to select private entrepreneur.

Service Charges-

1. The PE has full freedom to fix the service charges based on commercial and viability considerations. The service levels as prescribed in the OMDA agreement will have to be met by the PE

Government of India participation

1. Central Government would provide equity assistance up to 49% of project equity, returnable at market/fair value to be decided at appropriate time.2. Assist the State governments in fixation of throughput per day and yearly handling capacity of the terminal market complex for the detailed project reports (DPR).

Status of Terminal Markets –

1. Government of India initially decided to set up 8 terminal markets in various states and later on 21terminal markets have been proposed.

2. Terminal markets will be set up at Mumbai, Nashik and Nagpur in the State.

3. Mumbai Terminal Market. a) The estimated project cost is Rs 200 -250 Crore. b) Estimated Handling capacity per day is 3000 MT c) Area required is 125 acres. Government land has been identified at Babgaon, Tal- Bhivandi, and Dist – Thane. The State Cabinet has taken a decision to hand d) Over the concerned land to the Maharashtra State Agricultural Marketing Board (MSAMB). MSAMB has the taken the possession of 92 acres of land. e) Proposal has been submitted on 15/11/2007 to the Collector, Thane for acquiring the remaining land.

4. Nashik Terminal Market. a) The estimated project cost is Rs 60 Crore. b) Estimated Handling capacity per day is 1000 MT c) Area required is 100 acres.

5. Nagpur Terminal Market. a) The estimated project cost is Rs 55 Crore. b) Stimated Handling capacity per day is 750 MT c) Area required is 100 acres.6. State Level Executive Committee has been set up by the Government of Maharashtra under the Chairmanship of Hon'ble Minister for Marketing. The Nodal Officer for this MTM is the Principal Secretary for Co-operation and Marketing and the Additional Nodal Officer is the Director of Marketing, Maharashtra State.

8. The selection of the PE for each terminal market will be made on competitive bidding, following two-bid system i.e. Request for Qualification (RFQ) and Request for Proposal (RFP). 9. Global Tender Notice was published twice (18/1/2008 and 29/8/2008). 10. Due to poor response for bidding and as per the directions received from Government of India dated 31/10/2008 the bidding process has been kept in abeyance. 11. The process will be initiated afresh after the new guidelines from Government of India will be received. The State Level Committee has selected the following institutions as Financial Institution for the

MARKNET is network of computerized APMCs in the State. Under this project, the state marketing board has computerized APMCs and connected through internet.

Objectives

To exchange and disseminate market arrivals and prices of Agricultural commodities, for the benefits of farmers.

To bring the effectiveness and transparency in the functioning of APMCs.

Status Presently 291 main APMCs and 54 sub yards have been computerized under Market Project. All 345 computer sets have been provided to APMCs free of cost under AGMARKNET scheme of Director of Marketing & Inspection, Govt. of India.

Setup:Each computerized APMC has one computer, UPS, modem, printer, and internet facility.

Functioning

Daily arrivals and prices data is being entered into the computer at APMCs and uploaded on the MSAMB’s website (www.msamb.com). Data uploaded on the web site is compiled and made available through web site to every body.

Advantages

MARKNET has created awareness about daily arrivals and prices of Agricultural Commodities.

The arrival and price information of Agricultural Commodities of other markets is made available to farmers through this Market Network.APMCs could avail email and Internet facilities.Due to email information exchange has became faster and economical.Agricultural Information is accessible at APMCs through Internet.

POLY-HOUSE PROJECT (PSOM PROJECT)

PSOM means project support for upgrading the marketing. It promotes hi-tech horticulture activity among farmers of the State. PSOM project is implemented with technical support from Innovation and Practical Training Centre (IPC), Ede, the Netherlands and funded with a grant from the Netherlands Government. Under this project a rotating fund is established to provide loan for construction of scientific and modern poly houses by the farmers. The farmer beneficiary under the scheme is to repay the loan received within a stipulated time period so that the funds can be used or rotated to fund more beneficiary farmers.

Through rotating fund farmers receive 80% loan @ 6% interest and the remaining 20% is put in by the participants in the scheme. The MSAMB has seven modern playhouses 1 shednet, 1polyshednet & 1 glass house under the project at Talegaon Dabhade to give technical training to the participants. Each poly house has an area of 576 sq. m. and used for growing of cut flowers such as Gerbera and Carnation, for teaching and demonstration.

EXHIBITION CUM SALE CENTER

The MSAMB has prepared a Detailed Project Report (DPR) for the setting up of an Exhibition -cum Sale Center to promote marketing of key horticultural produce from the State with the help of an outside consultancy agency. The project is a joint venture of MSAMB, Maharashtra State Road Development Corporation (MSRDC), Directorate of Horticulture (DoH) and other. The MSRDC has agreed to provide required land for the project, next to the Pune-Mumbai Express way. The Center is expected to provide an un-congested modern marketing facility for retail sales to consumers and bulk buyers who would be traveling between Pune and Mumbai. The Center would be owned and operated by Private /Public sector as an Exhibition cum Commercial enterprise with an air conditioned retail market, offices for carrying out wholesale and export marketing activities, common facilities, cafeteria, Parking spaces, tele communication and banking facilities, rest house, storage facilities, ripening chambers etc. The DPR for the project is accepted by the State Government further progress in the matter is subjected to ongoing discussion on a similar concept being developed by the MIDC along with MSRDC and MSAMB.

IRRADIATION OF ONION

1. Object is to control losses due to sprouting of onions during prolonged storage. 2. Irradiation facility is planned to be setup at key onion growing centers in the State. 3. Farmers co-operative societies and or private entrepreneurs are encouraged to take up such projects. 4. The irradiation technology has been developed at BARC (Bhabha Atomic Research Center). 5. Benefits include economic gain due to reduced sprouting losses which could be as 10 - 15%. 6. A pilot unit has been set up at Lasalgaon by BARC and ready for imminent operation. 7. A farmer's cooperative in Ahmednagar district comes forward to set up a project. 8. Govt. of Maharashtra has accepted a proposal for funding from NCDC for the project

MAHARASHTRA COOPERATIVE FLORICULTURE DEVELOPMENT SOCIETY LTD, PUNE

Maharashtra is having more potential in floriculture sector, due to its climatic conditions, soil texture, and nearest local marketing centers, viz. Mumbai, Pune, Nagpur and Nashik. Considering this fact, the Maharashtra. State Cooperative Floriculture Development Society Ltd. has been established in the year 1993, to boost floriculture industry in Maharashtra. Total area under floriculture in Maharashtra is 12,000 ha and 500 ha area under protected cultivation.

Objectives of the Society are as follows: To co-operate and promote marketing and trading activities of the affiliated members, who are producing flowers and other floricultural products and to create an integrated infrastructure of cooperative marketing organization and to render service and technical guidance. To sell the agricultural / floricultural products of the individual members and affiliated institutional members. To undertake and promote either on its own account or on behalf of affiliated bodies / individual members or Government / Import-Export and Interstate in Agricultural / Floriculture produce and other commodities and allied goods and requisites. To encourage the development of flowers of foreign origin / ornamental plants / potted plants for export in the European markets. To create facilities for preharvest, post harvest technology - temperature management, pre-cooling units and cooling chain for export marketing of the flowers and other facilities like refrigerated vans, containers with geneses and space in air cargo. To undertake extensive survey of the floricultural industry in Maharashtra and to prepare a development plan for exported domestic markets of floricultural produce. To raise the funds from NCDC / NABARD / Nationalized bank, NHB and other government and financial agencies for creating modern structure of polyhouse techniques, new modern packing and promotion of sales in the foreign markets. To establish a training institute for imparting training in new techniques of production and marketing of flowers. To work as a liaison between the European flower markets and flower producers in Maharashtra and to carry out all other activities that are necessary for developing export marketing. To open branches and or sale depots or agencies in any part of Maharashtra and outside the state with the previous permission of the Registrar, Cooperative Societies, Maharashtra State and other competitive authority. To undertake or promote any activity, which will generate gainful employment for the rural massEngaged in production of floriculture. To own lands, building, pre-cooling vans, machinery, plants and vehicles and to take or give them on rent for the business of the society. To act as an asset for the government or the public bodies registered under any act with the previous sanction of the registered co-operative societies.To do such business as may be conducive to the promotion of floriculture in Maharashtra. For the institution it is required to subscribe at least 3 shares of Rs. 1,000/- each along with Rs. 100/- entrance fee. An individual has to subscribe at least one share of Rs. 1,000/- each and Rs. 10/- entrance fee.

Polyhouse Training:

To get the detail information regarding polyhouse, cultivation, post harvest technology, pert management, water requirement and marketing with particles the society is organizing one day polyhouse training programmed within Maharashtra at various places with the help of Agriculture Produce Market Committees. Till date 1600 growers have been benefited. Along with trainings, flower exhibitions are also arranged for the growers. The expenditure on training and exhibitions is done by respective Agriculture Produce Market Committee.

The subscription for this journal is R.100/- per year and Rs.1000/- for 10 years. The advertisements are being accepted for publishing in this journal. The 'Krishi Panan Mitra' is circulated among all the APMCs in Maharashtra, Farmers Sale-Purchase Sanghs, Fruits and Vegetable Co-op. Societies, Zillah Parishads, D.C.C. Banks, DDRs, SAOs and various other Depts. / organizations related to agriculture and agricultural marketing.Circulation of 'Krishi Panan Mitra' is around 22,000 and magazine is getting very good response. Subscribers are also increasing. MSAMB is trying to send the magazine to maximum farmers and the co-operative organizations in the State.
