HIV/AIDS Bureau Overview
The mission of the HIV/AIDS Bureau is to provide leadership and resources to assure
access to and retention in high quality, integrated care and treatment services for vulnerable people living with HIV and their
families.

The purpose of the webinar is to familiarize potential applicants in understanding the requirements of the FOA HRSA-17-043.

Background
• This program is authorized by Sections 311(c) (42 U.S.C. § 243(c)), 2606 (42 U.S.C. § 300ff-16), and 2654 (42 U.S.C. § 300ff-54) of the Public Health Service Act, as amended by the Ryan White HIV/AIDS Treatment Extension Act of 2009 (P.L. 111-87)
• RWHAP supports a comprehensive system of care that ensures ongoing access to high quality HIV care, treatment, and support services to ensure low-income PLWH achieve positive outcomes
• RWHAP works toward these goals by funding direct service, local and state programs that provide core medical and support services, health care provider training, and technical assistance to help funded programs address implementation and emerging HIV care issues

• RWHAP aims to integrate its recipients within the health care delivery landscape, support implementation of the National HIV/AIDS Strategy: Updated to 2020 (NHAS 2020), and leverage data to better serve people who are not receiving regular HIV care
• HAB designs, coordinates, and administers RWHAP T/TA activities• HAB responds to the evolving need for up-to-date HIV information,
health care delivery, and management capabilities among RWHAP recipients and sub-recipients
• HAB provides T/TA through a comprehensive portfolio of contracts, grants, and cooperative agreements

• Public and nonprofit entities, including:• Institutions of higher education and academic health
science centers involved in addressing HIV related issues on a national scope
• Faith-based and community-based organizations and• Tribes and tribal organizations

Purpose of FOA HRSA-17-043
To fund training and technical assistance (T/TA) in 3 focus areas:1. Technical Assistance Resources, Guidance, Education, and Training
(TARGET) Center which provides a web-based central site for T/TA products that support providers of HIV care and support services
2. Data and Reporting Technical Assistance which assists RWHAP recipients in improving data reporting for the Ryan White Services Report (RSR) and the AIDS Drug Assistance Program (ADAP) Data Report (ADR) and
3. Enhancing Community Organization Models within the Health Care Delivery System for People Living with HIV which assists AIDS Service Organizations (ASOs) and community-based organizations (CBOs) to increase capacity to provide direct HIV care and treatment through partnerships with health care organizations by providing T/TA to developing business plans and service models that support the provision of HIV care and treatment for specific vulnerable populations and to improve HIV health outcomes at different stages of the HIV care continuum

Focus Area 1: TARGET CenterProgram Expectations
Purpose:To serve RWHAP recipients and sub-recipients by providing readily accessible, up-to-date T/TA tools and resources, via a web-based platform, that address the needs of providers of HIV care and support services. Objectives:1. Advertise and promote multimedia T/TA products. This includes,
but is not limited to, webcasts, podcasts, and web-based learning modules developed by RWHAP T/TA programs
2. Host RWHAP recipient-developed T/TA products. This allows providers access to current T/TA products that can be modified for local use

3. Provide a forum to examine the usefulness of current T/TA products and identify T/TA needs. This identifies the strengths and weaknesses of frequently used T/TA products and helps identify T/TA needs
4. Provide a helpdesk to assist with the identification and dissemination of products and resources resulting from other RWHAP T/TA activities and
5. Support access to ongoing communication and key resources on federal, state, local, and tribal issues specific to PLWH and RWHAP recipients and sub-recipients related to the current and changing health care landscape

Program ExpectationsPurpose: To help RWHAP recipients and sub-recipients improve the ease, timeliness, and quality of RSR and ADR data reporting. The goals to improve these datasets are:• Improve the processes recipients and sub-recipients use to collect,

Focus Area 3: Enhancing Community Organization Models within the Health Care Delivery System for People Living with HIV
Program Expectations
Purpose: To help organizations at the community level, specifically ASOs and CBOs, support the delivery of HIV care and treatment through partnerships with health care organizations. The recipient shall provide T/TA to assist ASOs and CBOs with developing business plans and service models that support the provision of HIV care and treatment for vulnerable populations and to improve HIV health outcomes at the different stages of the HIV care continuum.
Objectives:1. Assist ASOs/CBOs in revising their service models to increase engagement in
services among vulnerable populations, and improve HIV-related health outcomes
2. Support ASOs/CBOs in developing fiscal plans that diversify funding streams

Application Submission Format Requirements The total size of all uploaded files may not exceed the equivalent
of 80 pages when printed by HRSA
This 80-page limit includes the abstract, project and budget narratives, attachments, and letters of commitment and support. Standard forms are NOT included in the page limit
Applications that exceed the specified limits (that exceed the equivalent of 80 pages when printed by HRSA) will be deemed non-compliant
It is strongly recommended that applicants print their proposals before submitting to ensure the 80-page limit is met

• In addition, the Ryan White HIV/AIDS Program National Training and Technical Assistance Programs for Resource Dissemination, Improved Data, and Organizational Development program requires the following:
• Project Activity Budget• Applicants must submit a separate program-specific line item budget
for the first year of the proposed project period. Ensure that the key staff listed above are included in the project budget
• The General Provisions in Division H, § 202, of the Consolidated Appropriations Act, 2016 (P.L. 114-113), includes provisions for a salary rate limitation
• Award funds may not be used to pay the salary of an individual at a rate in excess of $185,100 annually (base salary exclusive of fringe)
• The salary limitation applies to sub-recipients/sub-awards/sub-contracts

• Individual’s full time salary: $255,000.
• Amount that may be claimed on the Federal grant due to the legislative salary limitation:

• Clearly describe each line-item in the budget justification narrative, specific to the cost category

• If you have a federally-negotiated indirect cost rate and you are including indirect costs in your application budget, a current negotiated indirect cost rate agreement must be submitted as Attachment 7 34
• HRSA’s Division of Independent Review (DIR) is responsible for managing objective reviews within HRSA
• Applications competing for HRSA funds receive an objective and independent review performed by a committee of relevant and qualified experts through an Objective Review Committee (ORC)
• Applications submitted by the published deadline that pass the initial HRSA eligibility and completeness screening will be reviewed and rated by a panel based on the review criteria in Section V of the FOA
• The competitive objective review process is based solely on the merits of the application. It is critical that the applicant paint a clear picture of the approach and the specific work plan proposed and the capabilities that the applicant brings to the work
