There are only few projects started in the Czech Republic by
foreigners which I consider eeas useful to this country as Leaders
Magazine. The magazine has brought to the Czech as Republic the
completely new concept of making important people the decision

As you might know this is something not very common and perhaps
even not very natu-ral in the Czech Republic. It is therefore all
the more of an achievement to start and successfully develop a

THE VISIT of President Obama in Prague and
THE NUCLEAR Security Summit in Washington, DC
On April 1213, 2010, President Obama hosted a Nuclear Security
Summit in Washington, DC, to enhance international coope-
ration to prevent nuclear terrorism. President Obama invited
over 40 nations to participate, representing a diverse set of
regions and
various levels of nuclear materials, energy, and expertise.
Prime Minister Mr. Fischer and the Minister of Defense Mr. Bartk
attended
the Summit on behalf of the Czech Republic. The Summit focused
on the security of nuclear materials, leaving other broad topics
such as non-proliferation, disarmament, and peaceful nuclear energy
to different forums.
US President Barack Obama dined in Prague with the leaders of 11
countries from central and Eastern Europe to assure them that
Washington would
sideline them despite its warming ties with Russia.
The dinner took place in the residence of the US ambassador to
Prague. President Obama
arrived in Prague on Thursday 8 April, held a one-on-one with
Russian President Medvedev, signed the new and had a ceremonial
lunch with the Russian
leader and Czech President Vclav Klaus.

An interview with Petr Neas, Leader of the Civic Democratic
Party
THE NEW GOVERNMENT Should Stabilize Public Finances
and Avert the Bankruptcy of the StatePetr Neas graduated in
physics from the Faculty of Science, Jan Evangelista Purkyn
University in Brno in 1988. Between the years 19881992 he was
employed at the Tesla Ronov Company. In 1991 he joined the Civic
Democratic Party (ODS), which he has been representing in the Ch b
f D ti C h P li t i 1992 I 1999 h l t d i h i f ODS d i A il 2010 h
b ODS l tiChamber of Deputies, Czech Parliament since 1992. In 1999
he was elected vice-chairman of ODS and in April 2010 he became ODS
election leader and of cially took the helm of the party after the
resignation of its chairman Mirek Topolnek. From September 2006 to
May 2010 he was appointed Minister of Labour and Social Affairs and
Deputy Prime Minister in Topolneks government. Petr Neas is married
with four children.

What made you decide to relate your political career with ODS
and not, for example, with the Christian and Democratic Union
Czechoslovak Peoples Party (KDU-SL)?
I never thought of joining KDU-SL. This party was a part of the
communist National Front. Moreover, its programme is rather
centre-left. I am convinced that we need a strong civic party in
the Czech Republic. From this perspective KDU-SL has never been in
the position to become the main civic party in our country.
Why did you decide to accept the position of ODS election
leader? Did you consult with somebody?
Of course, I did. I discussed it with my close col-leagues and
family. I consider this step my duty. I am vice-chairman of ODS and
was the main author of our election manifesto. Many people
expressed their con-fidence in me, so I regarded the acceptation of
this challenge as an obligation I need to face.
You are in an unenviable situation. You are expected to win
elections but that wont be easy. What will you consider success in
the elections apart from victory?
I consider success in the general elections a result that would
allow us to form the centre-right government that would treat the
budget responsibly. A key target of this government will be to
stabilize public finances and to avert the bankruptcy of the
state.
If you do not manage to form the centre-right government, what
would your next steps be? Would you support, for instance, a
minority Czech Social Democratic Party (SSD) government, or one in
coalition with other parties?
A minority government of SSD is only a synonym for a disguised
coalition of social democrats and communists. We could not supppop
rt such a gog vernment. Considerations on a big coalition I think
would be entirely mistaken, because social democrats would have to
conceal their whole programme, or on the contrary, civic democrats
would have to do that. From this perspective I do not think that a
big coalition could bring anything good to the Czech Republic.
How do you assess the changes in ODS in Prague? Do you think
these changes can restore the confidence of voters in ODS in
Prague, which witnessed a big decline in support?
Some changes can bring the increase in support, some probably
not. However, it does not matter now. I respect the decision of
Prague regional congress.
The crisis of confidence is closely related to the situation
within ODS. You want to solve key prob-lems after elections. What
do you think will be best for party consolidation to form the
government, or be in opposition and have time for solving main
problems?
It is always crucial that the leader of the party leads the
process of change. The stronger mandate the leader gets directly
from voters, the stronger his posi-tion is to carry out changes.
Therefore, I think that a more suitable time for positive changes
in ODS is when the party succeeds in the elections rather than
being in opposition.
One of the main themes in your elections cam-paign is public
debt and unemployment. How do you persuade voters that your
proposals are the right ones, especially in areas with high
unemployment?
We primarily rely on dutiful people who ended up living off of
welfare because they lost their jobs, but they really want to work,
and actively look for a job and do not want to be dependent on
social benefits. We are able to convince these people that we will
fores-tall the allowance abuse, enforce a more directed allocation
of social welfare and create conditions for creating minimally 150
thousand jobs in a way that wont suppress businessmen by high
levies.
Reforms such as pension or social welfare reforms that are
necessary to tackle the crisis and sustainability of public
finances also relate to the question of the Euro adoption in the
Czech Republic. What is your approach to the Euro?
Of course it is a prp oblem that concerns us. The pop s-sible
instability of the Eurozone would have an effect on our economy
also by the fact that it would negati-vely afflict key export
sectors of our country. On the other hand, it is still true that we
want to stabilize public finances and stop further running into
debt, mainly because these steps are necessary for our country. The
fact that by doing this we get the oppor-tunity to enter the
Eurozone is really secondary. It is also a question whether the
Eurozone, after the problems it has been going through recently,
will
be able to accept new members even though they fulfil Maastricht
criteria.
How do you perceive the position of the Czech Republic in the
EU? What are your priorities?
The reputation of the Czech Republic was very much injured by
the fall of the government during the Czech EU presidency. If we
are to restore our authority, we have to in particular become a
stable country in terms of budget and finances. We have to be a
country that is able to stabilize its finances, to stop getting
into debt and achieve balanced state budgets without external
pressure. Only then can we think about a more positive position in
the EU.
One of the main topics to be solved after elec-tion is also the
question of settlement between the state and church. New Prague
archbishop and Czech Catholic Primate Dominik Duka said they would
like to solve this problem not only with the government, but with
the Parliament as well. What is your opinion on this issue?
I am convinced that it is right and necessary to find a
compromise on how to solve the question of church property, as well
as the relation between the state and churches in general. We are
ready for various alterna-tives of the compromise. It does not have
to be only the agreement approved by Topolneks government. However,
I have to mention that it also depends on the fact that any new
agreement has to involve all the churches, not only Catholic ones,
and that not solving this problem leads to considering the blocking
of church property, especially land and real estate, and then the
development of lots of towns and municipali-ties may be restrained.
So solving the problem between the state and churches will be to
the benefit of these towns and municipap lities.
As leader of ODS you are at the centre of media interests, and
each of your steps is very closely followed. How do you cope with
it?
I reckoned with this situation. I knew of course what I was
going into. So I am not surprised at all.

You have the reputation of being an extremely hard working
manager. How did you earn it?
It is always very difficult to evaluate oneself. You would do
better to ask those who are saying this. I know I work hard, but I
am convinced it is right this way. My position is one of
responsibility, and I am aware of this. In addition, I am a
manager, and any manager must be able to deliver results, both to
the owner and to their own inner feelings. I know I am demanding to
my team, but I can afford it, for I am very demanding of myself. I
need complete involve-ment in a task. Moreover, I am rather
satisfied when suc-cess arrives, and when I can take part in
changing things. Thus, I am actually not a suitable manager for a
stabilized company. On the contrary, I really need challenges and
changes to be part of my work. The more difficult a task is, the
more satisfaction it brings me. In this context, the Czech Post is
an ideal environment. It is a neglected company in the long term,
which has its solid place and, at the same time, without the proper
attention, a very uncertain future. Liberalization is coming
tomorrow and the future needs to be achieved.
Where does a womans power in a managerial position lie,
according to you? What are the strong points of women in similar
positions?
Well, this cannot be generalized. A good manager, be it a man or
a woman, has clearly defined qualities, without exception. I
suppose an ideal team consists of both men and women, from
professional experts in given fields, to new colleagues who are not
burdened by a particular pro-fessional blindness. Moreover, there
should also be a mix-ture of older and younger colleagues. Such a
team is neces-sary for a healthy company direction. Women are
perhaps more receptive, they can listen and they are apparently
more consistent and structured. After all, women are said to be
tidier, and are capap ble of doingg more thingsg at once, arent
they? Perhaps they might even have stronger motiva-tion, because in
contrast to foreign countries, in the Czech Republic a typical
leader is thought to be a man. One can see this in politics, public
administration and particularly in business. Last but not least, I
would like to stress that getting ahead in a mans world, and
maintaining the wo-mans perception of the world, is by itself a
very strong motivation.
Your main task is to prepare the Czech Post for entry into the
competitive market. Is it a difficult job?
Yes, it is a very difficult job. Especially when the Czech
Post has been operating on the liberalized market for se-veral
years (with the exception of a correspondence up to 50 g). We have
unfortunately underestimated this fact in many cases in the past.
We are aware of a need to clearly specify new products, prices,
marketing and business po- licies. It needs to be done hand-in-hand
with the inevitable technological restructuring of postal services,
which is not an easy task. We have less than three years to get the
com-pany into good shape.
Were do you see the biggest competitive advantage of the Czech
Post?
There are many of them. Perhaps the most essential ad-vantage is
the fact that the company belongs to the most credible institutions
in the Czech Republic. Thus, it has the ambition of becoming the
most significant partner to the state, primarily in communicating
with citizens. We have one essential advantage an extensive
distributional net over the whole territory of the Czech Republic.
The Czech Post can also pick up the threads of further cooperation
with the state. This is namely in the field of the ICT services
providing for its founder the Interior Ministry of the Czech
Republic, and by other institutions appointed by the Interior
Ministry. Thus, the Czech Post can extend this experience iintto t
thhe p bublilic dad imi ini tstratition f fiieldld as wellll. ThThe
CCzechh PPo tst is in the best position to become a stable and
first-quality subject of the e-Government development, not only
with regard to the electronization of existing public
administra-tion agenda, but also with respect to its structural and
procedural changes.
What is your position on the Czech Posts trans-formation and its
eventual privatization?
The Czech Post has ceased to prepare for its transfor-mation
from a State Company to a Corporation on the basis of its founder,
and since its agreement with the Ministry of Finance in the autumn
2009. At ppresent, we are pprepap ringg intensively for the
upcoming liberalization in 2013. There are wide-ranging changes in
the legislation, business, or-ganizational and finance fields
involved in the preparation process. It is necessary to implement
the changes immedi-ately, because the time frame is very short, and
a re-opening of the transformation process would considerably delay
these activities, if not directly endanger them. I know from my own
experience how difficult the transformation pro-cess is and what a
substantial interference it is to the company. Ahead of the fully
liberalized market entry, the Czech Post needs to clearly specify
what services it is
going to provide within its core business, including the general
services. At the same time, we need to develop a portfolio of
further non-core services (the public adminis-tration
infrastructure, financial services, logistics, etc.). Should the
Czech Post remain a profitable business hence-forth, this
advancement is absolutely inevitable. Once a new operational
pattern is set up, the transformation process can eventually be
re-opened. However, it depends solely on the founder and the Czech
Governments decision. There is a similar situation regarding the
question of a pos-sible privatization of the Company.
The Czech Post was criticised on the non-transparency of public
procurement in the long term. In this respect, what measures do you
want to implement?
The Czech Post always adhered to the requirements of purchase
management provided by law. Nonetheless, one needs to realize that
the Company has undergone a consi-derable management change in
recent years. The branches ceased, the management was centralized,
and the regional organization of commerce and operation was newly
estab-lished. Obviously, certain procedural faults could happen
with respect to the establishment of the whole shopping chain. My
goal is to organize the whole process in a way that iis t transpare
tnt, flflexibiblle, hhas an adddd ded v lalue f for i i tnternall
customers, and has a strict control mechanism.
Could you mention the noticeable increase in the Czech Post
investment, which has reached two billion CZK?
I would like to address this. It is true that 2 billion CZK,
aimed at investment within the sustainable development of the
Company, was attained by both consultancy firms and the respective
post-office experts. Yet, this amount was never reached in full.
For several years, no more than 600 million CZK has been invested
per year. I consider the doublingg of finances a ggreat success.
Yet, despip te this, the Czech Post finished with an investment of
the amount of 1.25 billion, which is chiefly intended for the above
mentioned process shortages of public procurements. This year weve
tried our best to reach the number 2 billion. Unfortunately, money
is needed everywhere you look with regards to the Czech Post.

Ing. Marcela Hrd (38) graduated from the Slovak University of
Technology in Bratislava, in the eld of informatics. She started
her professional career with Siemens. She then moved to Prague, as
an alternative telecom operator for Contactel in April 2000.
Marcela Hrd underwent several positions at Contactel. Most recently
she held the position of Manager responsible for sales promotion
and key customers relations. She was also engaged with Czech
Airlines as the Executive Director for Transformation, and in 2004
she brie y held the position of Vice-president for marketing and
sales. Marcela Hrd entered the Prague Airport Company as the Head
Manager for the non-aviation business of services and
transformation. In addition to that, she was also member of the
board of directors. Marcela Hrd was appointed the Chief Executive
Of cer of the Czech Post at the beginning of this year.

THE CZECH POST MUST HAVE Flexible Price Policy Within All
Areas
The transformation of the Czech Post as a state company into a
corporation has not been accomplished yet. What does it mean for
you as the President of the Supervisory Board?
A supervisory board in both a state company and in a corporation
obviously has its own specifics. In ordinary times, this question
would be very important. Yet, there are only three years remaining
to the European postal market liberalization. This is an
exceptional situation, particularly foforr aa cocompmpananyy
whwhicichh hahass bebeenen f fococususeded o onn prprofofitit r
ratatheherr ththanan development activities for many years.
Although the super-visory board competences differ in a state
company and a corporation, the assignment of the submitter is clear
the key thing is to prepare the Czech Post for the competition of
the open market. It means a great deal of responsibility ffor me as
ththe PPresididentt fof t thhe S Super ivisory B Boa drd muchh
lilikke for the Supervisory Board itself, regarding the companys
future. There are a lot of things to be done, which can prove the
fact that I accepted this position as a full-time job.
Do you find the privatization of the Czech Post necessary to be
accomplished as soon as possible?
We do not need to be in a hurry at this point. The Czech Post
has to undergo inner transformation and, first of all, it hahass
toto b bee clcleaearr whwhatat s shohoululdd bebe i itsts r rololee
afafteterr ththee lilibeberaralilizazatitionon. It has already been
obvious at present, that preservation of the solely traditional
postal services portfolio of the Czech Post would be difficult if
it wants to remain profitable. Much like the companys management, I
do not want the Czech Post to be supported by state. Therefore, it
needs to find another
business as well. Although it is primarily the responsibility of
its management, the supervisory board is not passive in this area
and it tries to provide for valuable advice as well.
Thus, the liberalization is going to mean a great change for the
Czech Post. Are you not afraid of competition?
I suppose being afraid is not the correct word, rather having a
healthy respect. The Czech Post was not endan-gered by anything
earlier, yet it will have to prove that its service will be at the
European level and it will manage to kekeepep u upp ththee papacece
w witithh ththee mamarkrketet a aftfterer i itsts o opepeniningng.
IfIf y youou look at statistics, be it a quality or delivery speed,
or number of complaint procedures ... we are doing very well within
the whole of Europe. This equals almost a miracle in a company of a
long-term underinvestment. We particularly need to focus on the
modernization of product portfolio. Mana-ggeme tnt h has b been wo
krkiingg on i itt iinttensiiv lely andd ththe SSuper-visory Board
supports it fully.
The Czech Posts services belong to the cheapest within the EU in
the long-term. Is it a sustainable trend?
I would like to address here that a great part of the services
of the Czech Post have been basically liberalized. In the case of
package delivery, much like the fly sheets delivery for in-stance,
a full competition and price structure has been deter-miminenedd
byby t thehe m mararkekett. H Howoweveverer, ththee CzCzecechh
PoPostst m musustt hahaveve flexible price policy within all areas.
A deep problem of libe-ralization seems to be the universal
service. Yet, this is not only a problem of the Czech Post, but of
the whole of Europe.
According to the EU legislation, financing of the so-called
universal service should ensure the availability
of particular post services across the whole territory for
reasonable prices. Is this tangible in the current economic
situation?
There is still no doubt about it. The liberalization is,
how-ever, going to change the present situation. The Czech Post is
financing the universal service out of the postal reservation; this
is the monopoly of the correspondence delivery up to 50 g. After
liberalization, the monopoly falls down and the state has to find a
way to finance the abovementioned uni-veversrsalal s serervivicece,
mumuchch l likikee toto c chohoososee whwhoo wiwillll p
prorovividede i itt. I Inn ththee countries where the
liberalization has already taken place, it is usually the national
operator. The Czech Post is interested in the role of the universal
service provider, in any case, and it also has entire conditions
for such an activity. I do not mean only an extensive and
high-quality affiliated-branches nett. T Thhe f fiinan ici gng i
issue off ththiis ser ivice i is rathther problblem tatiic, there
are several models, yet not even Europe is quite sure about which
one should be the optimal one at the moment. The Czech Post will be
of maximal assistance to the state. We have already been working on
the exact cost accounting of this service, in order that the state
can decide in a respon-sible manner. The universal service caters
to a social dimen-sion, and basic postal services need to be
accessible to all, evevenen i inn ththee momostst r rememototee
cocornrnererss ofof t thehe C Czezechch R Repepubublilicc.

As it happens every year, March is the time for tax
declarations. Or rather, the time to prepare our background papers
for this annual occasion. But thepromise of a one-page declaration
for small entre-preneurs has disappeared, as commonly happenswith
election pledges. Year after year, I stare at a different tax form,
and get confused even after I fill it in with numbers. Yet I am
pleasantly surprisedthat the burden of taxation does not stop me
from running a business. The taxes are acceptable, andfor smart
entrepreneurs it is not economic to try andswindle. However, the
number of unemployed peopleis still growing, and in the services
market demandoverrides supply. Just try to find somebody who
willpaiintt your f fence or flfl tat, repaiir t thhe sttaiirs, c
tut woodd or fix your broken water pipes on a Sunday evening.Of
course I am speaking of a perfectly done job for a reasonable price
and with warranty.
Taxes are definitely not the cause of the abovementioned
problems. The administrative burden of starting and running a small
or medium sized enter-prise has decreased, although there is still
lot toimprove. The first problem is money to get it froma bank
means many problems, and what is more, youmust have some resources
for the purpose of a guarantee. In neighboring Germany, a highly
suc-cessful micro-loans program has been launched.Forget the belief
that micro-loans are destined for Indian provincial women, and that
their value islimited to hundreds of dollars. In Germany,
peopleloan money to be invested by the tens of thousandsof euros. A
cooperative that assesses a businessplan, and then recommends a
loan to the bank, actsas a guarantee. The work of a cooperative is
rewardedin accordance with the payments of the debtor.A bank
accepts this because the processing of smallloan requests is risky
and uneconomic. Also, theGerman government facilitates this project
by invest-ing hundreds of millions of euros. From my point of view,
this is another thoughtless idea such as thescrappage program,
European grants, or the support of assembly shops.
Not everyone can become an entrepreneur over-night; one has to
learn it. Regrettably, this cannot be done in schools or through
training courses.When talking of state assistance, what makes
moresense than in this context? A novice in businessshould graduate
with a proved business plan. Thereare also a lot of things to
change in the area of cashflow. Why do we have to pay VAT in
advance for ununpapaidid r receceieivavablbleses?? WhWhililee
ththee ststatatee reretuturnrnss VAVATT when it has resources, we
have to pay immediately.
The situation can also be improved by the conso-lidation of big
deals we can get better prices thenwhen placing an order by
ourselves. A state should
support the marketing efforts that are not available to small
companies. Letting consumers know of your business, matching demand
and supply, call centers all of these could be the objectives of
reasonable subsides.
The labour force seems to be one of the biggest problems. We
lack quality craftsmen, and the apprentice educational system has
dissapeared. To hire somebody for a season, or for a project, means
to battle with the Labour Code and other regulations.
How can we draw an interest in this and a political will? In the
Central Bohemian region alone there are more than 200 000
entrepreneurs. So who will they vote for?

experienced Czech citizens of different
