What is an activity?
ACTIVITY:market access road rehabilitation
ACTIONS:Survey, grading, culvert construction, compaction, etc. . .

YOUR ACTIVITY MUST SATISFY THE REG. 216 DEFINITIONS, or it is NOT an exemption/ categorical exclusion!
