public private partnership or if they have not
sufficient knowledge then they should hire the
services of experienced consultant of PPP field.
Recommendations
In case of e-government, PPP contractual
period should not be as long as other
conventional fields of government (non ICT)
due to rapid change in ICT
Recommendations
Incorporate into the contractual terms of PPP
in ICT projects and services which relax the
restrictions imposed onto the IPR of these
projects and services against the private
sector partner, and allow the private sector
partner to continue to develop the IPR arising
from such projects and services.
Recommendations
Audit the IPRs held by the Government arising
from the past PPPs to examine their
commercial potential, and release those with
high commercial viability to public bidding by
the local ICT industry with a view to further
development and market release.
