Philosophical Underpinnings“A natural result of the widespread growth in geospatial data use in large organizations is the development of the institution-wide, or “enterprise,” geographical information system (GIS). A key issue in this development is effective geospatial data sharing within and across organizational boundaries. In the aftermath of the destructive May 2000 Cerro Grande wildfire, new ideas for enterprise geographic information system (GIS) and geospatial information management are being considered at Los Alamos National Laboratory (LANL). Barriers to change and challenges to implementation of enterprise GIS make the transition difficult” (Challenges for Enterprise GIS: Keating, Rich, Witkowski; URISA Journal; Vol. 15, No. 2, P. 23; 2003).

A Look Back to the FutureDespite rapid growth in the use of geographical information system (GIS) technologies in public and private organizations, recent advances in data storage, processing, and networking do not necessarily result in increased data accessibility.

With the goal of enhanced geospatial data sharing within and across organizational boundaries, organizations increasingly focus on enterprise, or institutional, solutions to effective information exchange (Meredith 1995, Burrough and McDonnell 1998), thereby avoiding redundant systems and services and incompatible infrastructure (Pinto and Onsrud 1995).

Enterprise GIS is a virtual rallying call, and this article offers evidence that it is the preferred and most effective solution to these needs. The key to successful enterprise GIS is the development of an appropriate organizational framework (Oppman 1999).

This survey is a fact finding endeavor for the purpose of producing road MAPS intended to guide the development, implementation and deployment of an enterprise GIS for Richland County. This survey is intended to extract information useful for the development of an organizational GIS strategy that will aid and benefit the various departments of Richland County, the organizations which rely on Richland County and most importantly the citizens served by Richland County. This survey is not exhaustive but rather a starting point in measuring and assessing the value of GIS integration by department and prioritizing projects, goals, and objectives within a framework of attainable solutions from an organizational perspective. This process will be on-going, though, not intended to be immanently intrusive.

• Vision – Richland CountyThe vision of Richland County GIS is to establish and maintain a fully integrated, enterprise-wide, Geographic Information System to reduce duplication, increase productivity and enhance decision making capabilities for all county departments and to provide greater information access to outside local, state, and federal agencies, other organizations dependant on geographic information, and the general public.

Our vision as the Community GIS Technical Committee includes establishing a progressively planned, highly standardized, and forward moving GIS to initially serve the citizens throughout the communities of Wahpeton, Breckenridge, Richland and Wilkin Counties, and beyond. It includes a long-term commitment to establish a seamless GIS which acts as an easily accessible resource for all community members and outside entities such as other local, state, and federal governments and their agencies, for the purpose of enhanced decision making, reduction in data duplication, and increased information management efficiency.

PURPOSE

• The purpose of this Memorandum of Understanding (MOU) is to establish a framework for coordination and cooperation amongst the signature members of the CGISTC (hereinafter also referred to as “Parties” or “Party”) that will facilitate the conduct of cooperative activities of mutual interest in support of Geographic Information.

SCOPEThis MOU serves as an umbrella agreement that sets forth the general terms and conditions under which Members of the CGISTC will coordinate and cooperate in activities involving Geographic Information. The activities covered by this MOU will be of mutual interest and benefit within, but not limited to, the following areas:

• Data and database development• Data and database maintenance• Data dissemination and distribution• Exchange of geospatial and remotely sensed information, data and products• Feature serving and generalization• Outreach and education• Research and applications• Sharing technical information and expertise• Standards development• Web mapping services and applications• Workshops, training and technology transfer

RESPONSIBILITIES

• The specific relationships and responsibilities of the Parties with regard to the cooperative activities under this umbrella MOU shall be defined in separate agreements, which shall become attachments to this MOU, in accordance with Section VI.

• All Parties will continue to maintain open communication and coordination to facilitate a cooperative working environment to support current agency missions as they relate to Geographic Information. All Parties will provide leadership and program oversight for the cooperative activities conducted under this MOU.

IMPLEMENTATION

• Specific activities to be conducted under this MOU and the method of their implementation will be determined on a case-by-case basis by Members of the CGISTC, in consideration of the merit, existing commitments, projected schedules, available funding and personnel resources, and other relevant factors.

• As appropriate, implementation of specific activities under this MOU will be outlined in separate agreements, such as, but not limited to, Interagency, Joint Funding, Innovative Partnership, Workshare, or Data Sharing Agreements, which will be coordinated through mutual agreement between the Parties and independently authorized by appropriate statutory or other authority. As appropriate, the agreements implementing specific activities shall be included as addendums to this MOU. Each agreement shall describe the project or activity agreed upon in regard to its objectives, scope, responsibilities of the Parties, project schedule, deliverables, and funding.

PARTICIPATION IN SIMILAR ACTIVITIES

• This MOU in no way restricts any of the Parties from participating separately in similar activities with other public or private agencies, organizations, and individuals, including other activities between Members of the CGISTC.

From MOU to FGDC, NSDI, CAP

• The NSDI Cooperative Agreements Program (CAP) is an annual program to assistant the geospatial data community through funding and other resources in implementing the components of the NSDI. This program is open to Federal, State, local and tribal governments, academia, commercial, and non-profit organizations. This program provides small seed grants to initiate sustainable on-going NSDI implementations. The program emphasizes partnerships, collaboration and the leveraging of geospatial resources in achieving its goals. Some of the activities supported by the CAP include:

• Metadata implementation through its creation, and training • Participation in the Clearinghouse and Geospatial One-Stop Portal • Implementing national and international geospatial standards • Implementing OpenGIS Web Mapping and Web Feature Services • Establishing participation in The National Map • Building organizational collaboration and cooperation among organizations

Category 3: Geographic Information Coordination

• provides assistance to consortia of public and non-profit organizations to develop new or strengthen existing multi-organizational collaboration that supports the development and maintenance of a shared digital geographic resource and to foster the establishment of cross-organizational coordinating councils that develop and advance the NSDI within a specific geographic area. Maximum award $20,000 (100% in-kind match), approximately 10 projects

CGISTC Project Purpose

• The aim of this project is to establish, define, and enhance the already productive cooperative and coordinated GIS activities of the Community GIS Technical Committee (CGISTC), serving the larger region of the Southern Red River Basin of the Dakotas and Minnesota through seeking to comply with stated National Spatial Data Infrastructure (NSDI) standards and implementing solutions that meet with the National States Geographic Information Council’s (NSGIC’s) Coordination Criteria as outlined in the Federal Geographic Data Committee (FGDC) 50 States Initiative. Further aims of this project include the development of a strategic, business, and data development plan to dovetail into any existing state plan, to further develop the most appropriate governance model as a coordinating body, to further develop an appropriate financial model to work under, and to establish an action plan from an existing plan for outreach and data discovery oriented workshops, presentations, training materials or other resources.
