The most common ammo calibre of the street is 9mm - a mid-calibre ammo popular with many au-tomatic and semi-automatic weapons. Theseweapons include UZIs, Tech-9s, Mac-9s and mostmid-sized handguns known as "automatics" (actu-ally, they are semi-automatic). Other popular cali-bres include .22 Long, .38 Special, .357 Magnum,.380 ACP, .45 ACP, .223 and the .308 Russian. The.38 Specials and .357 Magnums are exclusivelyused by revolvers - the .38 Special being originallypolice issue .. 22 Long is used by smaller rifles, re-volvers and automatics .. 380 ACP is used by auto-matics just under 9 mm size. .45 ACP is used bythe largest automatics, and some machine guns(ex: Mac-lOs). The .223 is the calibre used by theMini-14, AR-15 type assault rifles. The .308 Rus-sian is a rifle calibre common to the AK-47 assaultrifle. In addition, a number of different shotguntype rounds are popular, where used, includingdeer slug, "00",etc. However, the streets don't limitthemselves to these calibres - virtually any ammothat is made in the world in quantity can be foundon the streets these days, altho these calibres arethe ones that are the overwhelming favorites.Note that calibres are expressed in two differentways. Both ways are an expression of the bullet (ie:~n bore) diameter. If the calibre # is followed by a'nun", this stands for millimeter. Thus, "9 mm"means that the diameter of the bullet is 9 millime-ters (about 0.354 inches). If the calibre # is pre-ceded by a ".", then the # that follows representsthe diameter in terms of thousandths of an inch. Thus, ".308"means that the diameter of the bulletis 0.308 inches.A lot has been stated and debated about the "Stop-

Of course, conditions between the theoreticaland what you'll be exposed to in the streetsvary widely. However, through much experimtation, it has been determined that the SP ofammo is roughly proportional to the diameterthe bullet times the mass of the bullet times thelocity of the bullet. Since most bullets are mosmade of one material - lead - bullet mass is usuaproportional to the square of the bullet's diametimes its length. Thus, a wider, heavier, slower blet like a .45 ACP has a slightly higher SP ratthan the .357Magnum. Also, the type of bulletmuch increase the SP rating of the ammo. Forample, dumdums, hollow-points, black talotumblers, and exploding and fragmenting bulhave much greater SP than FMG bullets, whnormally cleanly pass through the body.SP and BPVs are reasons why many police forhave gone from .38 Specials to .357 MagnumThere is one case where a large, determinedtacker, strung out on drugs, has killed two poofficers pumping 11 .38 Special bullets into hand lived long enough to stand triall 'The accepted definition for SP does not applyperson using a BPV for the same reasons thadoes not apply to animals like the bear:(1) Since people wearing BPVs are usuallying in a defensive (or at least partially defensiposture (similar to the typical bear being hunteand not attacking, the SP definition usually obously doesn't apply.

Thus, for the person effectively using any BPV,PENETRATION is the single most important con-sideration in arriving at any similar figure as"Stopping Power".As you can see, as with anything, the protectionprovided by the PMBPV is relative. It's purpose isto substantially decrease the risks of you gettingseriously injured or killed from an attack using aweapon. Again, it cannot guarantee that you won'tbe seriously injured or killed.

    MATERIALS USED INTHE PMBPV

As you may know, Kevlar is the material mostcommonly used in commercial BPVs. It's relatively

Through exhaustive searching and experimention, we have found that the PMBPV requiremeare best met by using a combination of a matecalled "felt" and silicone rubber sealant or cemusually mixed with common quartz beach sandFelt is a cloth made of wool and fur often miwith synthetic and other natural fibers joinedgether by using heat, pressure, moisturechemicals. Felt is a tough fiber that is difficulcut. It is usually dark grey in color, however, may find it dyed various colors. Felt is normavailable in rolls, but is also found in pads.commonly comes in various thicknesses rangfrom about 0.1" to 1.0".Felt comes in various qualities. Some typesloose and "hairy" - others are tight and tough.thickness you are looking for, depending upontechnique described below that you choose tois between 0.1" and about 0.5".Youmay already know that felt is commonly uin hats. However, since most communities dhave hat makers any more, you need to also knthat it is commonly used to line car trunks, asinsulator, and as a sound and vibration dampe(in fact, felt is such an excellent sound and vition dampener that we also use it as cushionunder our computers, printers, faxes, etc).

Note that what building supply stores call "felt" isNQI what you are looking for. Their "felt" is actu-ally black. roofing paper and easily punctured. Youneed real felt - the type of felt like that used inhats. Also, felt is found in SOME janitorial suppli-ers and is used as a floor polisher. Janitorial sup-pliers also have two products used for floor buff-ing that aren't felt but may look similar. One is acolored pad (usually green), about 1/4" thick, made out of woven plastic. We've tried it andfound that with or without the sealant, it offersonly minimal protection. The other is a pad madefrom hog's hair, about 1" thick.. Embedded in seal-ant, it appears to offer some protection againstlarger diameter, slower bullets. However, at 1"thickness, it is not practical for clothing wear; butit could be used in car doors and other structures.Silicone rubber sealant - sometimes called "siliconesealant" (or "cement"), "RTV"or just "caulking" - iswidely available in department stores like K-Martand Walmart (where it's usually cheapest) andbuilding suppliers. The purpose of the siliconerubber sealant is simple: It binds the fibers in thefelt so that the felt becomes more tough and resis-tant to penetration. It is liberally applied to allouter surfaces of the felt and between felt layers iflayering is used.-When looking for this product, consider the fol-lowing:(1) Since the small tubes (2.8oz) of silicone rub-ber sealant are much more expensive per unit asthe big tubes (10+ oz), it is much more cost effec-tive to buy the big tubes. Since for a typical adultPMBPV you'll need 3-5 10+ oz tubes, try to getthem on sale or discounted due to quantity. Whatyou don't use on your PMBPVs, you can use fornormal caulking, cementing and insulation pur-poses.(2) Brand of manufacture does seem to make adifference here. GE is the most expensive, but italso seems to hold onto the felt fibers more tightly.(3) Unless you are fashion-conscious and youintend to use the BPV material as outerwear, seal-ant color is not important.(4) Avoid water-based silicone sealant - itjust isn't as good for this use.(5) Avoid latex, "liquid nails" and othertypes of similar products. They don't bindthe felt fibers nearly as tightly as siliconesealant does. Also, many of these materials

are more toxic to the body if pieces get into thebody if penetrated by a bullet or blade, and moretoxic and inflammable to use. Silicone sealant is, asfar as we can determine, does not produce long-term harmful effects to the body when placed intothe body in small dry quantities (as opposed tobroken breast implants, which leak liquid siliconeto the body). Further, most of the PMBPVs mate-rial that may enter the body due to an assault willeither be clinging to the bullet or be located in ornear the bullet/knife path, and thus can be quicklyremoved.(6) Silicone sealant comes in various viscosities.Usually, what's labeled as a "seal(ant)", "glassseal(ant)" or "windshield seal(ant)" is less viscousthan that labeled as "caulking" or "cement". If pos-sible, get the less viscous sealant that you can be-cause it penetrates and holds the felt fibers betterand is easier to spread. We have found that adding a clean, dry, generousportion of coarse quartz beach sand (pure silicondioxide) to the silicone sealant during the applica-tion process much improves the strength of thePMBPV (carborundum or industrial diamondpowder are even better, but they're harder to getand much more expensive). Be sure to mix thesand and sealant thoroughly so that you don'thave clumps of sand or areas of pure sealant. Notethat sand adds much weight to the garment, andcan make itheavier than water. On the other hand, sand also makes it more fire resistant. Sand is inertand has no known toxic effects should it enter thebody. Sand can be purchased from building supplystores (and stores that sell de-icing salt), as it is aningredient in concrete. If you live near a beach orsandy area, you can usually get your own.

THE PROCESS OFMAKING PMBPVsOf course, to apply the silicone sealant to the felt, you need a putty knife. We have found that onethat is about 3"wide is most useful. Also, the putty.--------. knife should have mediumblade flexibility. If it's toostiff, it's harder to force thesealant into the fibers be-cause the angle is too ver-tical. If its too flexible, you.,...------ ... can't apply enough down-

You will also need some type of cutting tool forcutting the felt. We recommend that you use eithera pair of sharp industrial-grade carpet scissors orany sharp non-serrated knife. CAUTIONi when-ever you use any sharp or pointed instrument, you must take precautions accordingly to avoidcutting or stabbing yourself or any other person, pet or thing that comes in contact with the blade. You will also need a work area for making yourPMBPVs. Your work surface may be the floor or atable - whatever is most comfortable and availableto you. The work surface should be flat, level, sturdy and uncluttered. The area should be clean, dry, heavily ventilated and roomy. Working out-doors or in an airy porch is preferred. Never workwith silicone sealant alone - always have anotherperson handy to help you if you need it. Whenused properly, it is not known to be harmful tomost people {certainly far less risky and poten-tially harmful as a stray bullet!}.The work area should also be free of disturbancesand distractions, such as phone calls, visitors, kidsand pets. Silicone sealant starts to cure fairly, quickly, so anything that takes you away from thejob partially done can harm the final result. Here,an assistant can help you by dealing with distur-bances and distractions. When you make a PMBPV, you need to be able tofasten various parts together to make a good fit.We have found that velcro works best. You canbuy velcro from some large office supply stores, like Bizmart, and small pieces from Radio Shack. All you need is the part of the velcro that has thelittle plastic hooks - not the part with the cloth. Do 'not apply sealant to the areas requiring velcro, as Ithey must be bare for the velcro to work.. This isdone by applying masking tape to the areas re-quiring velcro prior to applying the sealant, thenstripping off the tape after the sealant dries.Fastening can also be done with lacing. Lacing re-quires punching or drilling facing holes in the gar-ment big enough to allow lacing to pass throughthem. Punching and drilling should be done afterthe sealant is applied and dried, if no sand is usedwith the sealant. If sand is used, punch or drill be-fore applying the sealant/ sand combo, then reamout filled holes.

A PMBPV is made in the following fashion:{I}Set up the work place, and make sureall tools and materials are readily at hand. Msure that the felt is clean and dry. If it's dusty,if off well. If it's dirty, oily or greasy, wash it toughly. Then allow it to thoroughly dry. Howthe PMBPV works depends upon how wellsealant secures the fibers. If the fibers are doily, greasy or wet, the effectiveness of the seasubstantially diminishes.{2}Take measurements of the parts of the bto be protected. See figures for typical garmthat can be made. Make a fully-dimensionedduced-scale sketch of what you want to mSince body types vary, the final shape of thement may differ substantially from the figure.{3}Reproduce the sketch, full-size and toon the garment.(4) Since it is much easier to cut the feltcoated, carefully cut out your garment now. Tto be sure of fit, try out the uncoated garmenthe body to be fitted. Because the coating willthickness and because you may also want a lfit for better venting, the garment should fit swhat loosely. Allow for at least a one-inch ovefor each seam if possible. Every seam in thement adds to the risk of injury or death. Whbullet or knife strikes a material, it tends tothe path of least resistance. If you use what's ca ''butt seam" {two edges butted up againstother}, the path of least resistance is the seamyou are shot or stabbed even inches away froseam, the bullet or knife blade may slide intoseam and then thru it and into the body. Thereall seams should be overlapped by at leastinch, and then sealed tightly.{5}If your garment is going to be multiered, cut out a garment for each layer.(6) When fitting the garment, use a mmarker to indicate which top layer surface arethe garment will require velcro for proper atment.(7) Place the garment on a flat surface (aof cardboard will do fine) that is at least onebigger on each side than the biggest dimensiothe garment. Apply masking tope to allwhere velcro will be required.(8) If you are going to mix the sealantclean, dry quartz beach sand, dispense a liamount of sealant on a flat board to the side ogarment, then thoroughly mix the componentgether, then spread it onto the garment. Do not disturb the garmentduring this time, other than to quickly move it withthe material it rests on to a clean, dry and flat out-of-the-way place immediately after applying thesealant.(11) Turn the garment face down, then repeatsteps (7) - (9) . Ascetic acid makes somepeople headachy or nauseous.Note that no material described herein as a PMBPVmaterial is considered to be highly inflammable.Contrary to most cements and sealants, dry siliconesealant won't sustain a flame. From our testing, wetsealant may sustain a flame only for a short period

Since the finished garment is non-porous, it willprotect the wearer from water and other liquids. However, itwill also not permit him or her to ventperspiration. Because of this, a layer of absorbentmaterial, such as cotton cloth, should be added asa liner between body and the PMBPV. This maybe in the form of T-shirt or cloth cemented to thePMBPV. Also, the PMBPV may be worn loosely toallow for venting of the body. Ifworn loosely, ad-justment in the garment size should be made accordingly.Since the PMBPV has a strange outward appear-ance, we recommend that you use it with a loosenylon windbreaker. For bullet-proof neck protec-tors, you might cover them with a scarf or a turtleneck or Nehru-style shirt, sweater or jacket. Forbullet-proof caps and headbands, you might con-ceal them with a hat, cap or jacket hood.
