PREFACE
The present volume on the 1971 census of Pondicherry Union Territory contains tables relating to religion and scheduled castes. Table C VII relates to religion and Table C VIII Part A relates to scheduled castes. These two tables form part of the Social and Cultural Tables of the 1971 census tabulation programme. In addition, four special tables (SC I to IV) giving data on different characteristics of the scheduled caste population are presented. The compilation of these special tables was done after the main tabulation i\'as completed. In Table C VIlI, figures for the scheduled caste population as a whole are given while in the special tables, individual scheduled caste data are presented. '1 he5e tables are comparable to similar tables published in 190 1 census for this territory.

INTRODUCTORY NOTE
The present volume contains two parts, namely Part II O(i) Social and Cultural Tables and PMt V ASpecial Tables on Scheduled Ca~tes relating to Pondicherry Union Territory. In Part II O(i), two tables and in Part V A, four tables ate presented. Out of eight tables under Social and Cultural tables, only two are given in this volume and the other six tables are being published in another volume as Part II C(ii) along with Fertility Tables.
No tribe ha~ been scheduled in the President's order for this Union territory and hence there are no tables for Scheduled Tribes.
The tables that are given in this volume are:

C VIII - Part A-Cla~sification by literacy and Industrial category of workers and non-workers according to main activity among Scheduled Castes.
VA-Special Tahles on Scheduled Castes
SC I-Industrial classification of persons at work and non-workers by sex for Scheduled Castes.
SC II-Age and marital status for Scheduled Castes.
SC III-Education for Scheduled Castes.
SO IV-Persons not at work classified by sex, type of activity and educational levels for Scheduled Castes.
All the above tables have been tabulated on full count basis from the information recorded in the individual slips. The concepts adopted and the details of statistics given in each table are explained in the concerned fly-leaf which precedes each table. Readers may also please refer to the "Instructions to Enumerators for filling up the Individual Slip" reproduced in Annexure II of Part IIA-General Population Tables of Pondicherry, published earlier.

This table gives the distribution of population by major religions. The table shows data for the Union Territory/Area/Commune with rural/urban break up and for each town. Population is presented by sex. Data for Pondicherry Urban Agglomeration is given in the Annexure to this table.
The table presents population figures under six major religions arranged in alphabetical order. The six major religions are Buddhists, Christians, Hindus, Jains, Muslims and Sikhs. There were returns of persons who had religions other than the six mentioned above. They have been grouped together and shown under "other 1'eligions and persuasions" in the table. There were also others in the population who did not report their religion and they have been shown under "Religion not stated". In the appendix to this table, details of individual religions grouped under "other religions and persuasions" as also the population coming under each with sex break up is given at the Union Ter~ ritory/area level for rural and urban areas separately.
Out of a total population of 471,707 ill 1971, 400,793 or 84.97% are Hindus. Christiam number 41,296 and form 8.76% of the population. Muslims come third with 6.18% of the total population. A statement showing the population percentage coming under the major religions in 1971 and 1961 censuses for the Union Territory is given below:--

The proportion of Hindus has increased by 0.65% while the percentages of Christians and Muslims have come down by 0.44% and 0.18% respectively during the decade 1961-71. In the country as a whole Hindus, Muslims and Christians come in that order. While Hindus are the predominant religious group in Pondicherry Union Territory, Christians form the second major religious group and Muslims come next to it.
The growth rate of Pondicherry Union Territory during the decade 1961-71 is 27.81 %. Hindus have increased by 28.78% during the same period. Muslims show a growth rate of 24.17% and Christians 2l. 65%. The increases shown by Sikhs and Jains are over 200% but in actual number these religious groups do not have significant numbers in this Union Territory. Buddhists and other religious persuasions show decreases during 1961-71.
Among the four areas of this Union Territory, under Hindus, Yanam has the highest percentage (93.11 %) while Mahe has the lowest percentage of 73.09. Pondicherry area has only 2.80% of Muslim population while Mahe area has 24.44% of Muslims. Karaikal Area has also got 13.56% of its population under this religion. Yanam Area has 2.05 % of its population as Christians while Karaikal Area has 10.28% of its population under this religious group. Buddhists and J ains are found only in Pondicherry Area while Sikhs are found in Pondicherry and Karaikal areas.

As between the female population of Scheduled Caste and non-Schcdukd Cae,le lhe pel'cent2,ge of worken among the former is 27.97 while the latter is a only 7.87.
The proportion of workers is higher among the schcdu~ed caste than that of the 'WOlkcrs among the p':nC(;11 1)Oplll:ition. It i3 Guite significant among female:;; 'while only 10.94%' of females are workers among the general female population 27.97% of the scheduled caste females are workers.
In the rural area", a majority of the Scheduled C:1ste wo.-ke;'s, viz. 86.02%, are engaged in agricllltural labour a.nd only 4.78% arc cultivators. About 3% each are engaged in o~her services and manllfacturing, proce" .i:-;g or selTic;)1!! and repa~rs conducted as nonhousehold industry. r'~l the urlxm areas too, 32.38% are en';agcd as a~ricultlE'al labourer~" Manufacturing e~c. engaged 21.88% of the Sch~du1ed Ca<;te workers in urb::lll areas. This table presents details of total population, workers and non-workers by sex for each Scheduled Caste recognised in Pondicherry Union Territory and returned in 1971 Cemus. The data are oresented for the Union Territory a~ a wh0!e and for'the four areas separately as well. Part A of the table relates to rural areas and Part B relates to urban areas.
This table is similar to Table SCT I Part A presented in 1961. (Part III-Vol. XXV of Pondi~ cherry). The Industrial categories adopted for presentat;.on of data are ba,ed on the National Industrial Cla'isification, 1970. The nine industrial categories into which the workers have been classified are as under:

Non-workers have been classified and placed under category X for the sake of convenience.
Mining and quarrying which were included under category III in 1961 has been separated and shown as category IV in 1971. Consequently the household industry which was shown as IVth category has been shown as a sub-category under category V-manufacturing, processing, servicing and repairs. In 1961 census, household industry included activities under cattle rearing, orchardry, plantations, forestry, fishing, mining and quarrying along with th0Se coming under manufacturinlS and repairs. In 1971 censuo" activities falling under household industry cover only those pertaining to manufacturing, processing, servicing and repairs.
The definition of worker in 1971 differs from that of 1961 census. In 1961, a person was considered as a worker according to his participation in any economically productive work. In the case of regular employment in any trade, profession, service,

business or commerce a person who was employed dw·ing any of the 15 days preceding the day of enumeration was considered a worker. In the case of sea'ional occupatiom, like cultivation, liyes1·ock rearing, dain'ing etc., to tre<1.t a per'on a" a worker it wa, eno"f~h if that per;on had an hour's ·work a day throughout the greater part of the working season. Work included not only actual work but effective supervision and direction of work. A full-time student who spent some time in his father's ,hop during the reference period of a for1night was also treated as a worker in 19G 1. Again, ,,·hen a woman engaged mmtlv in household dillies ;~; engaged, in addition, in pounding rice for :ale m· wage'" or in dnIl'c,tic work for \\'a!"es or rearing catile and' the like she wa~ also treated' as a worker. Thu:: a person was cnn'idered as a worker even if the person's contribution to work was marginal.
In 1971 Censm, every rerson was asked about their main aCiiyity (i.e.) how he/she engaged hiII1~elfl herself for most of the time. All peImns were thus divided into two broad gr OllpS of workers and nonworkers. A worker wa, defined as a person whose main activity \Va<; p<1.,·tic:pation in any economicallv productive WOTk bv h',s phy~icaJ or mental activity. Work included not only actual ",:ork but also effective stlpervis!on and dircc(on 0: work. The reference period ,,:as one week p"ior to th~~ day of enumeration in the case of regular work in trade, professions service or business. If a person had participated in any s11ch regular work on anyone of the days during the week preceding the dav of enumera~ion and if this work had been return~d a'i his main activity, only then, that person wa, treated as a worker. A person who normally worked but had been ab<;ent from work during the reference period on account of illness or travel or holidav, temporarv breakdown, strike etc. was also treated as engag~d in regular work but for his temporary absence. Apprentices or persons under training irre5pective of whether they got stipends or not were considerl'd as economically active and treated as workrrs. Those who were offered work but d;cl not undertook it was not considered as engaged on work. For thoce engaged in sea<;onal work like cultivation, cattle rearing, d<1.irying. plantations and some types of hOllsehold industry which are not carried out throughout a year a person's main activity was ascertained with reference to such work in the last one year even if that person was not economically active in the week prior to enumeration. ·When a person does not come under the definition of worker he was treated as a non-worker. The non-workers in turn, were classified into several gronps according to the nature of activity they are engaged in. Thus, a per~on engagpd solely in household duties or a student attending an institution or school or a rent receiver was classified as such for his main activity and was treated as a
non-worker. The readers may refer to the introductory note and fly leaves to the Economic Tables of 1971 Census published as Part II-B of Pondicherry Union Territory for more detailed information on these aspects.
As per the President's order 15 castes have been listed as Scheduled Castes in this Union Territory. All the castes have been returned is 1971 Census. Scheduled caste population as per ]971 Census in 72,921 and forms 15.46% of the total population of the Union Territory. Scheduled Castes in rural areas form 21.07% of the rural population and in urban areas they constitute 7.7')% of the urban population. About 79% of the scheduled caste population live in rural areas and only 21 % are in urban centres.
The worker and non-worker composition of scheduled Castes in rural areas, wo:'ks out to 45.10% and 54.90% respectively. In urban areas, scheduled caste ~orkers form 32.28% of the scheduled caste population

and non-workers form 67.72%. Thus a higher proportion of workers in rural areas as compared to urban areas is noticed among scheduled castes.
In the rural areas, maJonty of the scheduled caste 'workers (86.02%) are engaged in agricultural labour. 4.78% of the scheduled caste workers are cultivators. About 3% each are engaged in other services and manufacturing, processing or servicing and repairs exclusive of household industry. In the urban sector also, a large proportion of scheduled caste workers (32.38%) are engaged as agricultural labour~rs. This proportion is comiderably less than that in the rural areas. Significant proportion of scheduled caste workers in urban areas come under manufacturing, processing, servicing or repairs in non-home hold industries (2l.88%) and other services (21.E4). 9.80% of scheduled caste workers in urban areas come under the industrial category of transport, storage and communications.

Age refers to the number of completed years and nf)t the rUlm:,ng z.ge. A p~rson who has never been ma-ried at any time was comidered as 'never married'. Among scheduled caste males, 54,24% are never married and 42.63% are married. W'dowed males reprcsem only 2.75% of the male scheduled caste population. Among scheduled caste females, 45.11 % are married while 43, 8?% are never married. The widowed proportion is significant among females and constitutes 10 47% of the female scheduled caste popul<ltion. The divorced or separated category show a higher percentage among females as compared to males. Both among males and females of age group 0-14 only a negligible proportion comes under married. Early or child marriage does not seem to be popular among scheduled caste population. In the age-group 15-44 while about two-third of the males are married, among females this proportion rises to more than fourfifth. Males who are never nanied in this age-group is a little h:gher than one-third (34,94%), and cmong female', this proportion is IO. 21 %. In the age-group 45+ while more than 86% of males are married, and about 12% are widowed, among females more than half (51.50%) are wide wed ane about 46% are married.

The to~al population of each caste ha~ been cla~sified a, illiterates and lite;'a'e, with d fterent educational levels. Persons who can both read and write with unde~standing in any language have been considered a~ literates. Anyone who was able to merely read but cannot wrile wa') not tleated as 3. literate. It Wa" not nece"sary for a literate to have undergone fO':mal education or to have paqsed some minimum edusational standa·d. The test for one's capacity in writing is the ab:lity to vnite at lea'lt a simple lettcr in Q. language. Children aged 4 rars and less were treated a, illiterate, though some of th~m were attending sch')ol and had picked uF reading and writing a few wo ·d,. In th~ ca,e of literate~" the highest educational level attained wa, aqcertaincd. The educational levels adopted for pr('sen1at"on of data for rural and urban areas differ. In the urban table, the educa1:ional levels 2dop~ed are (1) Primary of Junior Ba,ic; (2) Matriculation or Higher Secondary, (3) Non-technical diploma not equal to degree; (4) Technic-al dip'oma not equal to degree; (5) University deg;'ee- or Po,tg"aduate degree o· her than techrlical degLee and (6) Technical degree or d'p'oma equal to degree or post-graduate degree. On the other hand in the rural tables only three educational levels are shown. They are (1) Primary or Junior basic; (2) Matriculation and above but below graduate and (3) Graduate and above.
Of the total scheduled caste population, only 18.70% are literates. Illitelates account for more than 80%. Among Scheduled Caste males and females literates form 39.89% ar.d 20. 05% rc~pectively in urban areas while in the rural area', the literacy percentages are 24 20% for males and 6.82% for females. A wide diSj:,arity in the literacy percentages are seen between urban and rural sectors and among ma'es and females. The pf'rcentage urban scheduled caste population in each educational level is higher than their counterparts in rural an'as.

In this table data on non-workers among all scheduled castes are presented by sex, type of activity and educational levels. Individual caste-wise figures are not presented. Statistics are given seperately for the total, rural and urban areas of the Union Territory and for the four areas.
A non-worker in Census is one who has returned as 'not engaged in any economically productive work'. The definition adopted for worker and non-worker has been explained in brief in the Fly Leaf to Table Scheduled Caste I presented earlier.
The non-workers have been broadly classified under seven categories as given below.
1. Full time students. 2. Household duties. 3. Dependents and infants. 4. Retired, rentiers and persons of independent
means. 5. Beggars, vagrants etc. 6. Inmates of penal, mental and charitable insti
tutions and 7. Others.
In this table data have been given for non-workers under these seven categories.
All those persons whose main activity is attending an educational institution were treated as students. This covered all full time studmts including children attending school. Even if such persons participated in some work such as just helping casually as an unpaid family worker in family cultivation, household industry, trade or business but not to the same extent as a full time worker, they were considered primarily as students if that was their main activity. Household duties C(lver all persons basically engaged in unpaid home duties and doing no other work. Even if they participate in some other work but not to the same extent as a

whole-time worker their main activity is returned as household duties. Dependents consist of all infants or children not attending school and persons permanently disabled from work because of illness or old age. A person . who has retired from service and doing no work or a person who is a rentier or living on agricultural or non-agricultural royalty, rent or divident or any other person of independent means for securing of which he does not have to work will come under "Retired. rentiers and persons of independent means." Beggars, vagrants or independent women without indication of source of income and those of unspecified source of subsistence and who are not engaged in any economically productive work ale classified under beggars etc. Convicts in jails, inmates of penal, mental or charitable institutions, even if such pelson under compulsion was doing some work such as carpentry, weaving, vegetable growing etc. were classified as inmates of institutions. An under trial prisoner in jail was not included in tuis category but was treated according to the main activity in which he was engaged in before he was apprehended. Other non-workers not included in any of the six categories mentioned above including those who were seeking work were classified under the residuary category "others".
Three educational levels VIZ. (1) Primary or Junior Basic, (2) Matriculation and above but below graduate and (3) Graduate and above are adopted for presentation of data in this table.
Among scheduled caste male non-workers, dependents account for the largest percentage (64.68%) and students come next with 27.99%, household duties and others constitute a little less than 3% each. Among non-working females, those engaged in household duties share a higher portion of 47.07% closely followed by dependents with 45.23%. Students among scheduled caste female non-workers (6.73%) is considerably less as compared to males.
