East and West Polk County Agricultural Extension Districts

It was found soon after the inauguration of county agricultural work in Polk County during the period of World War I that the county was too large for effective service from one county or agricultural agent. The land area of 1,979 square miles, comprising 1,266,560 acres, naturally divided itself into two topographical areas divided more or less sharply by the old beaches of the prehistoric Lake Aggassiz.

The agricultural agencies responsible for the agricultural extension program and the Board of County Commissioners agreed that the prairies of the western part of the county with the clay soil types presented different farm managemF.nt problems than the semi-wooded productive soil areas of the eastern part of the county. As a result of this decision, a line of separation was drawn along the eastern boundaries of Gentilly, Kertsonville, Onstad and Liberty Townships dividing the county tnto East and West Polk for the agricultural extension and other farm programs. This division of the county for agricultural extension activities was made in 1928 with headquarters for the agricultural extension work for the eastern part of the county set up at McIntosh. The office for West Polk remained at Crookston.

COUNTY SUPERVISOR OF ASSESSMENTS

The office of County Supervisor of Assessments was created by the 1947 State Legislature of Minnesota. It was optional with each county as to whether they should appoint a County Assessor or a Supervisor of Assessments.

The County Board of Polk County appointed me as Supervisor of Assessments in the fall of 1947. The first year that property was assessed under this plan was in 1948.

The duties of the office are: the general supervision of the

Page 7: POLK COUNTY OFFICERS 1872-1960 - University of Minnesotaumclibrary.crk.umn.edu/digitalprojects/mccall/mccallchapterIV.pdf · Chapter IV POLK COUNTY OFFICERS 1872-1960 Auditor G. S.

various local assessors in the county, to gather information for the County Board of Equalization, and to assist said board in the work of equalizing the valuations between townships, villages and cities. Other duties consist of: setting up schedules of values for livestock, farm machinery, household furniture, making land maps and comparing land values in the different townships, and classifying the land as to Grade A, B, etc., with the aid of the local assessors.

Since this office has been created, there has been a better equalization of values than before the system was inauguratd, an<;l over the state it has created more consistency in the forming of the tax structure.

I have held this position as Supervisor of Assessments of Polk County since the creation of the office. However, my retirement from this position will be effective January 1, 1960. My successor, Mr. Henry Gredvig, has been appointed by the County Board. December 15, 1959 Crookston, Minnesota
