Here is information on Policy Committee agenda items.

8. FY 2020 – 2023 Transportation Improvement Program Amendments (ENCLOSURE) (ACTION)

In your packet there are proposed amendments for the FY 2020 – 2023 Transportation Improvement Program. These amendments include project additions, project abandonments, and changes project estimated costs or scope changes. The FY 2020 – 2023 Transportation Improvement Program proposed amendments include the following:

• The addition of a FY 2020 MDOT right of way phase for the construction of a roundabout at M-43and G Avenue. The total phase cost for this work is $500,000 with $409,250 coming from federalfunds.

• The addition of a FY 2022 Village of Paw Paw project to reconstruct East Michigan Avenue fromGremps to LaGrange. The cost of this project is estimated to be $1,100,000 with $375,000coming from federal funds.

• The addition of a FY 2020 Central County Transportation Authority project to replace bus rollingstock. The estimated cost is $100,000 with $80,000 coming from federal funding. The balance isState match.

• The abandonment of a FY 2021 City of Kalamazoo project to rehabilitate Parkview Avenue.• A cost estimate adjustment for a FY 2020 Road Commission of Kalamazoo County safety project

on G Avenue between 2nd and 6Th Streets. The new cost estimate is $745,000 with $299,700coming from federal funds. The adjustment exceeds 25% of the original estimate.

• A cost estimate adjustment for a FY 2020 Road Commission of Kalamazoo County safety projecton S Avenue from west of 34th Street to 36th Street. The new cost estimate is $1,200,000 with$495,000 coming from federal funds. The adjustment exceeds 25% of the original estimate.

• The addition of a FY 2020 Central County Transportation Authority project to replace vans. Theestimated cost is $100,000 with $80,000 coming from federal funding. The balance is Statematch.

• The addition of a FY 2020 MDOT resurfacing project of the carpool lot at I-94 and Oakland Drive.The total estimated cost for this work is $75,000 with $61,399 coming from federal funds.

• The addition of a FY 2020 Road Commission of Kalamazoo County project to construct a shareduse path (Kalamazoo River Trail extension) from Galesburg to the east. The estimated cost ofthis project is $1,750,000 with $630,000 coming from federal funding.

• A cost estimate adjustment for a FY 2020 City of Kalamazoo rehabilitation project on OaklandDrive between Parkview and Howard. The new cost estimate is $3,360,000 with $860,000coming from federal funds. There are non-participating items amounting to $2,000,000 in thisproject. The adjustment exceeds 25% of the original estimate.

• A scope change because of changes in project length of a FY2020 MDOT capital preventivemaintenance project to crack seal various locations on M-139 including location within the KATSarea. The estimated cost of this project is $637,000 with $177,207 coming from federal funding.

• The addition of a FY 2020 MDOT right of way phase for an intersection safety project at US-131and U Avenue. The total phase cost for this work is $25,000 with $5,000 coming from federalfunds.

• The addition of a FY 2021 City of Kalamazoo project to rehabilitate Portage Street fromStockbridge to Michigan. The estimated cost of this project is $3,250,000. The road portion,participating cost is $1,850,000 with $720,000 coming from federal funds.

• The addition of a FY 2020 City of Kalamazoo project to continue along Drake Road between Michigan Avenue and Green Meadow. The estimated cost of this project is $785,000 with $336,800 coming from federal funding.

• A project scope change for the FY 2020 Road Commission of Kalamazoo County due to a change in length. The estimated project cost is $1,099,000 with $934,447 coming from federal funds. This is a signal optimization project.

• A cost estimate adjustment for a FY 2020 City of Portage road rehabilitation project on Westnedge/Shaver between Centre and Romence. The new cost estimate is $3,000,000. With $1,200,000 coming from federal funds. There are non-participating costs items in this project. The adjustment exceeds 25% of the original estimate.

• The abandonment of a FY 2020 City of Portage project to rehabilitate Shaver from Centre to Westnedge. This work is included in the previous project.

There was a project cost adjustment for a Road Commission of Kalamazoo County project that did not go through the Technical committee but is included here. The Technical Committee has been notified of this and that the project cost amendment would be included in your packet. The Technical Committee and staff recommend that the Policy Committee approve these amendments to the FY 2020 – 2023 Transportation Improvement Program. 9. FY 2020 Transportation Improvement Program Amendment Schedule (ENCLOSURE) (ACTION) Each year The Policy Committee is asked to approve the Transportation Improvement Program amendment schedule for the next year. The enclosed schedule continues the every other month pattern and coordinates with the schedule that MDOT and Federal Highway Administration are using. The Technical Committee and staff recommend that the Policy Committee approve this schedule. 10. Public Transportation Updates Members of the Kalamazoo County Transportation Authority Board, the Central Country Transportation Authority Board, Van Buren Public Transit, and/or staff will provide additional updates to the Policy Committee as appropriate 11. Executive Director’s Report City of Kalamazoo Street Planning Process Update – The walking tours have ended. During the Michigan Association of Planning conference in Kalamazoo the participants conducted their own assessments and made suggestions on how improvements could be made on the downtown streets. There will be a hands on meeting: The next meeting will be: Wednesday, Oct. 23 from 6:30pm - 8:30pm at The Foundry, 600 E Michigan Ave, Kalamazoo. “Join us for a hands-on design workshop to set community priorities in the street redesign process. This meeting will be held in open house format, come when you can and stay as long as you would like, with two short presentations at 6:30 and 7:30 pm. Both 15 minute presentations will be the same and will cover street design and best practices.” The results of this meeting, walking audits, and bike surveys will guide the street design options, which will be reviewed and discussed at meetings 3 and 4.” Integrated Infrastructure Map Tool – A presentation was made to the Technical Committee and visitors of the project that KATS is assisting with in mapping planned infrastructure projects to provide a platform for better coordination of water, private utility, sewer, and road and bridge projects. tool is working. An ESRI online license is required to access it. More project data is needed to make the tool useful.

Asset Management Fall Summit – Fall summits are being held across the state to present an update on activities since the Spring Summits. The final summit will be in Lawrence at the Van Buren Conference Center at 490 South Paw Paw Street on November 12, 2019.

Certification Review – The Federal Highway Administration and the Federal Transit Administration will be conducting a Certification Review of the KATS Planning Process in November. This is a review that is done for all Transportation Management Areas, those Metropolitan Plan with an urbanized population of at least 200,000. This will be our second review.

Technical Committee Report

The Technical Committee met October 10, 2019 at 9:00 a.m. at Metro. Action items on the agenda included:

STATUS REPORTS PUBLIC TRANSPORTATION UPDATES

Schultz from Central County Transportation Authority (CCTA) updated that the influx in youth riding the bus in September was about 26,000 rides which equals 11 percent of total ridership. Although pleased with the program, Metro is working with issues of overcrowding at peak times and behavior both on the bus and at the Transportation Center. Although 90 percent of the program is used as it should be, Metro is aware of fraud by passing bus passes to relatives and others not in the program. October ridership continues to remain strong. Schultz thanks agencies for providing CCTA information on road closing. Rose Street will be open in hours. A larger detour is at Portage Road, now closed. Feedback from the ten new bus stop signs which includes the stop number, route number and braille, is positive. Rathco will install ten more next week. On Monday October 14, 2020, the Central County Transportation Authority Kalamazoo County Transportation Authority Board will have the first discussion on the millage request that will be part of the March 10, 2020 elections. The rate will be established at the November meeting. A boundary change in part of Oshtemo Township at the 9th Street corridor will require Metro route changes between March and fall of 2020.

Arif questioned if 26,000 Metro youth riders was throughout all routes. Schultz answered, it is spread over all 19 routes but heavier on routes near schools such as Duke, Alamo, and Westnedge.

Jarnefelt asked if the majority of youth ridership is going to and home from school. Schultz stated it is, but Metro has also additionally noticed increases in ridership after 7:00 p.m., Sunday, and for after school sports practice, or employment. Metro will attend Kalamazoo Central High School and Loy Norrix High School conferences next week to obtain additional feedback from students and parents.

STATUS REPORTS

ROADS–

Sanada reported Pedestrian Bicycle Committee meeting is today at 1:30 p.m. to review the non- motorized guide and plan.

Harmon stated City of Portage Zylman Avenue is the only major street still under construction and will be done next month. For next year’s projects, the City will submit two final packages this month for East Centre Street and South Westnedge/ North I-94. Shaver Road and South Westnedge are next projects.

Heppler reported Village of Augusta road projects have resulted in positive feedback. The village will be fixing water mains.

• Drake Road Trail: Phase 1 continues to remain on hold until utility relocations arecomplete. Contractor has left the site. Phase 2 (Stadium to W. Michigan) held meeting with Lansing TAP staff and will have more updates at the next KATS meetings as we look to move the project forward.

• Kalamazoo County Parks River Valley Trail, Final plans are turned in to MDOT.Continuing to work through issues with railroad.

• Stadium Drive Trail: Phase 1 Quail Run to 11th, working through plan reviews. TargetingDecember Grade Inspection and April 2020 letting. RCKC Road Updates:

• D Avenue from Rolling Meadows Drive to Douglas Avenue & D Avenue from 17th Streetto Riverview Drive: Will carry over to 2020.

• Riverview Drive from G Avenue to Mt. Olivet. HMA to be placed on north half ofproject. Continuing signal and storm sewer installs to the south.

• 8th Street from R Avenue to S Avenue: Awaiting November letting results.• 2020: G Avenue from 2nd Street to 6th Street. Continuing plan development for GI

submittal, now targeting February letting. • 2020: Local Bridge Program (29th St, 35th St, 9th St, Portage Rd) Preventive Maintenance

projects. Grade inspection (GI) meeting October 15. • 2020: Drake Road from Parkview to M-43. Signals/Road work. Final plan development

on track for January letting. • 2020: S Avenue from 34th Street to 36th Street. Final plan development on track for

January letting. • 2020: Systemic Signs (South County): Final plans turned in on track for December letting.• 2020: U Avenue from 29th Street to 32nd Street: Final plan development on track for

January letting. • 2021: Sprinkle Road from Milham Avenue to N Avenue. Plans to Grade Inspection level,

looking at when to let.

RCKC Other Updates:

• Chip Seal complete. Fog sealing remains (weather permitting)• RCKC 110th Anniversary Open House: October 10th at 3:00 - 5:00pm• RCKC Put the Brakes on Fatalities Day: October 10th at 5:00pm• Looking to schedule another Non-Motorized Educational Session• In the process of opening two closed roads: S Avenue (Texas) and E. Michigan Avenue (Comstock)

Ladd reported two City of Kalamazoo updates:

• Michigan and Howard signal project had final inspection late last month and is in the process of beingclosed out

• Cork Street project was approved by City Commission, work will begin in early 2020

Clark expressed thanks to The Road Commission of Kalamazoo County for working with his Oshtemo Township on the non-motorized project.

LAND USE/PLANNING AND ZONING –

Jarnefelt, Kalamazoo County, reported the City of Kalamazoo budget was passed at the last meeting. A Geographic Information System Technician position was approved and made possible due to support from 911 Dispatch and The Road Commission of Kalamazoo County. Jarnefelt expressed thanks for the cooperative effort to get that accomplished.

Bessert reported deployment of a new 911 Dispatch in Kalamazoo County, allowing revisions for new addresses, routes and streets to be edited in real time in one central database, making the process

more efficient and accurate. The County will be purchasing the server soon and will hopefully be up and running by the end of 2019.

Reilly stated The City of Kalamazoo’s last walking audits will be next week, followed by the hands-on Community Meeting on October 23, 2019. The City launched a Bike Survey that received over 100 responses and triggered a MLive article. A Winchell neighborhood draft plan has been created and there will be a meeting next week to finalize the plan.

Kerr reported Texas Township is updating its 20-year master plan and had the first of three public input meetings last night which was pretty well attended.

During the months of August and September, 2019, KATS staff worked on the Michigan Department of Transportation (MDOT) Planning Activities for the Southcentral Michigan Planning Council (SMPC). Work was concentrated in the following activities:

Submitted the July and August monthly Rural Task Force reports to MDOT Planning Participated in the August Roadsoft Users Group online meeting Prepared and Distributed materials for the August 15 Rural Task Force #3 Meeting Facilitated the August 15 Rural Task Force #3 Meeting at the Calhoun County Road Department,

and prepared and distributed draft minutes Updated Rural Task Force programming on JobNet to reflect changes approved at the August 15

Rural Task Force #3 Meeting Worked with MDOT Planning to fix an error in the Rural Task Force programming for Branch

County Conducted PASER data collection for non-federal aid roads in Branch and St. Joseph counties,

which were previously approved for reimbursement by the SMPC Board Continued collecting PASER data on non-federal aid streets in Region 3 for which no ratings

history previously existed Participated in the September Asset Management Regional Coordinators’ conference call with

the Transportation Asset Management Council

Anticipated future activities include:

Facilitating meetings of Rural Task Forces at county and region level as needed Updating project data in JobNet for the 2020 – 2023 Transportation Improvement Program as

CONSENT AGENDA MOTION by Johnson, SECOND by Britigan, “to accept and approve the items on the Consent Agenda as listed.” MOTION APPROVED.

DRAFT KATS ADMINISTRATIVE POLICIES & PROCEDURES DOCUMENT Start referred to the enclosed packet and explained the only change from the previous draft relates to public engagement. The Technical Committee recommends Policy Committee approve.

MOTION by Sorensen, SECOND by Ulsh, “to accept and approve the KATS Administrative Policies and Procedures Document.” MOTION APPROVED.

KATS FINANCE AND PERSONNEL COMMITTEE RECOMMENDATIONS Start explained staff evaluations have taken place and the Finance and Personnel Committee met to discuss recommendations of a 1.6% Cost of Living and Merit Increases of 2.4% - 3.4%. Drouin stated specifics.

MOTION by Sorensen, SECOND by Ulsh, “to accept and approve the KATS Finance and Personnel Committee Recommendations.” MOTION APPROVED.

TRAVEL DEMAND MODEL UPDATE Start updated the work under the contract with Cambridge Systematics used to refresh the Travel Demand Model for KATS Metropolitan Transportation Plan. KATS will be improving and updating next year, coordinating with Michigan Department of Transportation modeling system, consultants and KATS staff. Feedback is communicated to the consultant for accurate representation. KATS has another proposed contract with Cambridge Systematics next year. This model horizon is 2050 but KATS reviews and receives feedback every five years.

FY 2019 TRANSPORTATION IMPROVEMENT PROGRAM STATUS Start explained the numbers presented in Transportation Improvement Program are appropriation dollars that everybody programs to, but what gets obligated is a lesser amount. Once obligation gets hit statewide, all projects are frozen. For the first time, to this extent, two agencies were affected by this in 2019 totaling approximately 2 million dollars. A project for City of Kalamazoo Portage Road from Stockbridge toward Lovell Street, and City of Portage congestion mitigation air quality in conjunction with paving, no longer have funds available.

The annual federal redistribution in August takes unused federal highway dollars and distributes them back to the states which passes to local agency programs, going in order of when the project was submitted. City of Kalamazoo’s project was 4th and City of Portage was 11th from the cutoff line so there is a loss of approximately 2 million dollars (about 35% of Kalamazoo program dollars) to the Kalamazoo area and these projects are not funded with federal dollars.

KATS continues to stress the importance of getting complete packet of projects (including all engineering) to Michigan Department of Transportation quickly, so obligation authority is not exceeded. Obligation authority is statewide.

Stepek expressed project funding can be flexed to transit so the money stays in the area, if it won’t be submitted before obligation authority is gone.

Johnson expressed the new National Environmental Policy Act (NEPA) requirement effective beginning October 1st requires additional local agency project review so will lengthen the approval process and thereby affect available obligation dollars.

Mayle stated more information on the new NEPA requirements can be found on the Environmental Protection Agency website. Michigan Department of Transportation must review and approve applications versus just concurring as in the past.

PUBLIC TRANSPORTATION UPDATES Aradema updated that Central County Transportation Authority (CCTA) met to approve the 2020-2021 budget, and plan for the upcoming CCTA millage request that will be on the March ballot. New bus stop signs are out on road with a red/ gray/ white color scheme that include more information including instructions on how to pull up updates on a phone.

McBride stated Metro does a two (single) year budget process, due to their funding from Michigan Department of Transportation and Federal Transportation Authority. The 3-week-old program funded with the Foundation for Excellence in partnership with Kalamazoo Public Schools and the City of Kalamazoo offering all high school students in the City of Kalamazoo unlimited bus rides is going well with ridership increases in routes near high schools. A promotional, introductorily video is available on Metro’s website.

EXECUTIVE DIRECTOR’S REPORT Start explained the Kalamazoo Deputy City Manager Chamberlin, has had events on downtown street configuration that were recently taken over. Continuation of planning will be at the next public meeting on October 23rd at 6:00p.m. at The Foundary, 600 East Michigan Ave. The next Technical Committee meeting will be October 10, with a presentation on the infrastructure mapping project and how to improve coordination between projects going on. Transportation Asset Management Council (TAMC) approved a template for compliance of agencies that need an Asset Management plan, beginning October 1st. Training and webinars are available plus templates made by Michigan Tech can be used to import data, but are not required. Several bills have been introduced, with ideas for roads and asset management and potential new responsibilities for TAMC including setting up ombudsman to help local agencies, having TAMC determine which local roads are too big or too small and approve and encourage right sizing of roads. With the 2020 census, there will likely be more metropolitan planning organizations in the country, so less planning dollars per organization depending on urban population. At the Certification Review in November, the Federal Highway will discuss KATS use of Contributed Service for local match program support which may change.

MEMBER COMMENTS Leigh stated Kalamazoo Township had Road Commission of Kalamazoo County do a worthwhile, interesting presentation on Kalamazoo Township roads, plans, and conditions versus last year. Talk to Joanne Johnson to schedule yours. Aardema stated Metro can come out to share what Metro is working on, or other information at any events such as it recently attended a Kalamazoo College event. Aardema recently toured the new Kalamazoo Battle Creek International Airport control tower facility which now handles approach and take off controls of all aircraft under 10,000 feet including in Grand Rapids, Muskegon, Lansing, Flint and Saginaw airports, which brought in new employees for a total of 65. Kinney reported the Van Buren County Road Commission changed meeting start time from 7:00 p.m. to 5:00 p.m. starting in October for the rest of 2019. The Road Commission continues to advertise for a Managing Director. Details on the job opening can be found under employment opportunities on the Van Buren County Road Commission website. Britigan said the Michigan Historical Commission dedicated a Historical Marker at Kindleberger Park in the City of Parchment to recognize the park that was donated. Shaffer recognized the City of Portage disappointment in project funding. Johnson invited attendees to the Road Commission of Kalamazoo County 100-year Anniversary open house on October 10th from 3:00 p.m. to 5:00 p.m. showcasing employees, work, exhibits and equipment. 2019 was one of the Road Commission’s largest years keeping up with submittals and projects, service requests may have been delayed but updates are being made to the service request system. Heiny-Cogswell stated Oshtemo Township Board of Directors sent out the 2020 budget for public review and it is available on-line. Oshtemo Sewer project has 19.9 million eligible dollars with a 2.15 interest rate. Schincariol commends Van Buren County Road Commission for its effort to fill the Managing Director position as well as the minimal feedback received on road work, which is very positive. Schincariol attended the ribbon cutting ceremony for the 275-mile Lake to Lake Trail from South Haven to Port Huron. Heppler reminded the group to drive safely with school back in session. Village of August had interface on the trail route. Thompson attended the ground breaking ceremony for the new Kalamazoo Humane Society in Comstock Township. The Township continues road projects. Congratulations to Kalamazoo Township for obtaining approval for the Graphic Packaging expansion of 600 million dollars, which extends to the City of Kalamazoo and will have future transportation impact.

KALAMAZOO AREA TRANSPORTATION STUDY FY 2020-2023 TRANSPORTATION IMPROVEMENT PROGRAM OCTOBER 2019 AMENDMENTS

What is the TIP? The Transportation Improvement Program (TIP) is an outline of transportation projects programmed in the Kalamazoo Area Transportation Study (KATS) Planning Area for Fiscal Year (FY) 2020-23. This area includes all of Kalamazoo County and Almena Township, Antwerp Township, Paw Paw Township, Waverly Township, and the Villages of Paw Paw, Lawton, and Mattawan in Van Buren County.

The TIP, as required by federal regulations, addresses all projects proposed to use federal transportation funding within the KATS area. Everyone who lives, works, attends school, visits, or travels through our region is affected by these projects. The TIP responds to the everchanging needs of all users and includes maintenance, public transit, bikeway, sidewalk, bridge, traffic signal, and other projects.

Development of the TIP The TIP covers a four-year period but is updated every three years to ensure an efficient transition between programs. The program is developed using the continuing, cooperative, and comprehensive planning process with state and

federal transportation agencies, public transit agencies, local governments, and residents. To be included in the TIP, projects must have committed funding and provide project details.

Amending the TIP KATS regularly amends the TIP to reflect new and changing projects. The KATS staff may approve minor changes, but certain modifications are more significant and require KATS to approve a formal amendment to the TIP. These modifications include:

• Cost changes that exceed percentagethresholds

• Major changes that affect project scope• Additions and Deletions

The Metropolitan Transportation Plan The Kalamazoo Area Transportation Study also develops the region’s long-term Metropolitan Transportation Plan (MTP). The MTP covers more than 20 years of planning efforts and must be updated every four years. The short-range projects included in the TIP must be consistent with the long-range planning efforts included in the MTP.
