• Community transport well placed to support greater local devolution in transport
• Bus Services Bill - once in a generation opportunity to create better local public transport networks that:
• meet a greater range of needs
• encourage more people to see public transport as the first and best choice for getting around
• Strengthening powers of local leaders so they can shape their local transport market for the benefit of passengers
• Give people a greater say over their local public transport networks - see bus routes as ‘community assets’
• Community Transport should be part of a genuinely integrated network.

• Resilient to pressures that can lead to withdrawal of commercial and subsidised services
• Arguably the point at which service providers would walk away comes much later
• Resilience can be attributed to:
− High levels of volunteer involvement
− Typically demand-responsive
− Smaller vehicles
− Diverse range of funds supporting activity
− No distribution of profits

• Around 250 charitable and community organisations are running scheduled services along fixed routes on a not-for-profit basis
• Examples:
• Ilfracombe – running services in response to request from job centre to help people get to and from jobs in the hospitality industry
• Glasgow – response to service withdrawal to help housing scheme tenants stay connected to local amenities

• Greater collaboration and sharing of data, vehicles, capacity
• Total-transport – looking beyond public transport to joint-commissioning of a range of services.]
• Community transport is not just an alternative to conventional public transport, it can improve access to it.
