Philippine Commission on Women (PCW)
MANDATE
Act as catalyst for gender mainstreaming, authority on women’s concerns and lead in advocating gender equality and women’s empowerment
Advise the President and assist the Cabinet on policies and programs for gender equality and women’s advancement
Oversight, primary policy-making and coordinating body on women’s concerns

Women (CEDAW)
ARTICLE 7
States Parties shall take all appropriate measures to eliminate discrimination against women in the political and public life of the country and, in particular, shall ensure to women, on equal terms with men, the right:
(a) To vote in all elections and public referenda and to be eligible for election to all publicly elected bodies;
b) To participate in the formulation of government policy and the implementation thereof and to hold public office and perform all public functions at all levels of government;
(c) To participate in non-governmental organizations and associations concerned with the public and political life of the country.

Inclusion of the interests, needs,experiences and visions of women inthe definition of developmentapproaches, policies and programsand in determining the overalldevelopment agenda

Sec. 25 Right to Representation and Participation
The State shall undertake temporary special measures to accelerate the participation and equitable representation of women in all spheres of society particularly in the decision-making and policy-making processes in government and private entities to fully realize their role as agents and beneficiaries of development.

• To address the increase in the demand for technical assistance on gender and development (GAD) mainstreaming, the PCW established the National Gender and Development Resource Program (NGRP).
• The NGRP is PCW’s blueprint for the provision of strategic, appropriate and effective technical assistance to National Government Agencies (NGAs) and Local Government Units (LGUs).
▪ The Gender and Development (GAD) Resource Centers (GRCs) in the Philippines are academe-based facilities in partnership with the PCW that cater to needs on GAD related activities and technical assistance.
