Circular No 040/2021 Dated 27 Jan 2021 To Members of the
Malaysian Bar
Operating Hours and Restrictions in Transactions in Land
Registries and District Land Offices
This circular consolidates information on the operating hours
and restrictions in carrying out transactions at land registries
and district land offices in Peninsular Malaysia. While we try to
be as accurate as possible in providing the necessary information
in this circular, Members should note that land registries and land
offices may, from time to time, change their terms and procedures
in reaction to restrictions in movement orders issued by the
Government, and to practical matters affecting each of them. Some
changes may be made without or with little advance notice. Members
are advised to constantly check the website of the respective land
registry or land office for the latest information. You are also
advised to check with the relevant State Bar Committee for any
updates from the land registries and land offices of the state
concerned.
(1) Kuala Lumpur
1.1 All Registration and Hasil counters of Pejabat Pengarah
Tanah dan Galian Wilayah Persekutuan (“PPTG WPKL”) (including for
presentation of documents for dealings and non-dealings, collection
of documents and payment, investigation and public auctions) have
reopened since 2 Feb 2021. Click here (see pages 6 to 9) to view

1.2 The operating hours (since 5 Mar 2021) are:
(a) Mondays to Thursdays: 8:00 am to 4:00 pm.
(b) Fridays: 8:00 am to 12:00 noon; 2:45 pm to 4:00 pm.

1.3 Online services on PPTG WPKL’s portal continue to be
available.
1.4 The letter dated 12 Jan 2021 from PPTG WPKL contains other
ancillary matters, including the waiver of certain penalties and
the availability of PPTG WPKL’s online portal for various matters.

(2) Selangor
2.1 Pejabat Tanah dan Galian Selangor (“PTG Selangor”)
(a) The Smartbox and online services continue to be
available.
(b) All counters of PTG Selangor are reopened since 2 Feb 2021,
but with limited operations. Click here (see pages 13 to 18) to
view the letter and the relevant QR codes from PTG Selangor.
(c) The letter dated 12 Jan 2021 from PTG Selangor contains
other ancillary matters, including the waiver of certain penalties.

(d) Penalties will start to be enforced from 1 Mar 2021

(e) From 1 Apr 2021 (Thursday), the Smartbox collection kiosks
for both strata and landed properties will begin to operate.
Members are to collect documents within 48 hours of their receipt
of the relevant email notification, or they will be penalised.

2.2 Pejabat Daerah dan Tanah Petaling (“Petaling Land
Office”)
Registration Unit counters are reopened from 4 Feb 2021
(Thursday), 8:30 am to 3:30 pm, but presentation of documents for
dealings and non-dealings are not accepted at the moment.

2.3 Pejabat Daerah / Tanah Hulu Langat (“Hulu Langat Land
Office”)
(a) The operating days and hours that are open to law firms are:
Mondays to Wednesdays, 8:30 am to 3:30 pm.
(b) Transactions can be done by walk-ins, but each dealing is
limited to three titles only.

2.4 Pejabat Daerah dan Tanah Gombak (“Gombak Land Office”)
(a) All service counters are open at the following times:
(i) Mondays to Thursdays: 8:30 am to 3:30 pm.
(ii) Fridays: 8:30 am to 11:45 am; 2:45 pm to 3:30 pm.
(b) The Gombak Land Office has provided two separate QR codes
for its appointment (temujanji) process. Click here (see pages 28

2.5 Pejabat Daerah / Tanah Klang (“Klang Land Office”)
The Klang Land Office remains open, with restrictions, at the
following times:
(a) Mondays to Thursdays: 8:30 am to 3:30 pm.
(b) Fridays: 8:30 am to 11:45 am; 2:45 pm to 3:30 pm

2.6 Pejabat Daerah / Tanah Sepang (“Sepang Land Office”)
All service counters are open at the following times:
(a) Mondays to Thursdays: 8:30 am to 3:30 pm.
(b) Fridays: 8:30 am to 11:45 am, 2:45 pm to 3:30 pm.

(3) Negeri Sembilan
(a) Pejabat Tanah dan Galian Negeri Sembilan (“PTG NS”) allows
transactions that, among others, involve transfers, charges, and
caveats.
(b) From 19 until 31 Mar 2021, the opening hours are:
(i) Mondays to Thursdays: 8:30 am to 12:30 pm; 2:00 pm to 4:30
pm.
(ii) Fridays: 8:30 am to 11:30 am; 2:45 pm to 4:30 pm.
(c) Members should take note that the same person who made the
presentation of documents for registration must also be the person
collecting the documents.

walk-in process.
(e) PTG NS has also notified us of waiver of certain penalties
and other ancillary matters pertaining to land transactions, during

(f) PTG NS has further sent us a letter summarising its limited

(4) Johore
4.1 Pejabat Tanah dan Galian Negeri Johor (“PTG Johor”) has
resumed operations since 21 Feb 2021.
4.2 PTG Johor now allows applications for appointments to be
made through legal firms, with effect from 28 Feb 2021 (Sunday).
Previously only runners were permitted to make such
appointments.

5.2 The counters at the UTC are open from 8:00 am to 5:00 pm,
except on Fridays, when these are closed from 12:15 pm to 2:45
pm.

(6) Kelantan
Pejabat Pengarah Tanah dan Galian Negeri Kelantan’s operating

7.1 Pejabat Tanah dan Galian Melaka is operating as usual.

(8) Pahang
All counters at Pejabat Pengarah Tanah dan Galian Pahang have
resumed operations since 11 Feb 2021 and their operating hours are
from Mondays to Fridays, 8:00 am to 8:00 pm. Click here (see pages

(9) Penang
9.1 Pejabat Tanah dan Galian Negeri Pulau Pinang (“PTG Penang”)
is open from 7:30 am to 4:30 pm, with a 30% workforce limit. Click

9.2 PTG Penang has commenced its Online Appointment System on 22
Feb 2021. For more information, click here (see page 69) to view
the circular issued by the Penang Bar Committee.
9.3 We have been informed by the Penang Bar Committee that
Members who have transactions to be conducted at PTG Penang have to
obtain a firm code from PTG Penang. They must fill up a
registration form from PTG Penang and obtain a letter of
confirmation from the Bar Council Membership Department. These
documents are to be submitted to the Penang Bar Secretariat (and

9.4 From 15 Mar 2021, all transactions can be done via the

dasar-dasar PPTGWPKL.
3. Bagi tujuan mengurangkan tempoh masa berurusan secara
bersemuka (face-to-face),Pentadbiran ini amat menggalakkan para
pelanggan untuk memaksimakan penggunaan urusanperkhidmatan yang
boleh dibuat secara online seperti Carian Persendirian,
PermohonanCarian Rasmi, Permohonan Kebenaran Pindahmilik,
Bayaran-Bayaran Cukai Tanah dan CukaiPetak, Permohonan Pembangunan
dan Pelupusan Tanah dilaksanakan melalui gerbang PortalRasmi PPTG
WPKL serta gerbang Single Window Search (SWS). Oleh yang demikian,
penggunaSistem e-Tanah yang telah berdaftar adalah dinasihati untuk
membuat permohonan secara online.Tiada lagi permohonan Carian Rasmi
dan Carian Persendirian diterima secara walk-in di KaunterCarian
yang telah berkuatkuasa bermula 2 Februari 2021 bagi pengguna yang
telah berdaftar diSistem e-Tanah. Langkah ini diambil demi untuk

Perintah Kawalan Pergerakan (PKP).
• Setiap nombor tidak lebih daripada lima (5) penyata
pembayaran
Smartbox sahaja dan pembayaran untuk carian rasmi tersebut
perlu dibuat terlebih dahulu melalui Sistem Smartbox.
• Bukti resit asal Smartbox perlu dibawa bersama semasa
berurusan
di kaunter, jika tidak urusan tersebut tidak akan dilayan.
• Pengesahan kehadiran bagi urusan di kaunter carian rasmi
hakmilik (tanah) adalah melalui kaedah temujanji imbasan kod
QR
• Pihak peguam, wakil penyerah dan orang ramai perlu membuat
tempahan slot temujanji sehari sebelum hadir di kaunter
carian
rasmi hakmilik (tanah).
• Sesi tempahan akan dibuka pada jam 11.00 pagi setiap hari
sehingga selesai nombor giliran yang diperuntukkan bagi sesi
keesokan harinya.
• Pihak yang berjaya mendapatkan slot temujanji diwajibkan
hadir
membawa slip pengesahan nombor giliran semasa hadir
temujanji
di kaunter.
• Kegagalan berbuat demikian akan menyebabkan angka giliran
tuan/puan adalah terbatal.

• Sepanjang Perintah Kawalan Pergerakan, Kaunter
Pungutan (Landed) akan beroperasi secara terkawal iaitu
temujanji dengan hanya 30 nombor giliran dibuka sehari.
• Setiap penyerah hanya dibenarkan untuk membuat
pungutan tidak lebih daripada dua (2) firma guaman
sahaja.
• Pihak yang terlibat perlu membuat tempahan slot
temujanji melalui kaedah scan QR code di laman web
rasmi PTGS sehari sebelum temujanji pungutan dibuat.
Waktu scan QR code akan dibuka pada setiap hari
bermula jam 10.00 pagi sehingga penuh angka giliran
yang ditetapkan
• .Pihak yang berjaya perlu membawa salinan slip
pengesahan nombor angka giliran semasa hadir temujanji
pungutan. Kegagalan berbuat demikian akan
menyebabkan angka giliran tuan/puan terbatal.
• Perhatian, waktu operasi bagi Sistem QMS bagi Pungutan
Hakmilik Tanah secara atas talian adalah bermula pada
jam 10.00 pagi hingga 1.00 petang sahaja.

The Johore Bar Committee had requested for feedback from members
on the issues faced
when dealing with certain departments, amongst them, Pejabat
Tanah dan Galian/ Pejabat-
Pejabat Tanah Daerah Johor.
At the Conveyancing Sub-Committee’s meeting with Pejabat Tanah
dan Galian, Johor [PTG
Johor] on 22/02/2021, one of the issues addressed was although
firms applied for
appointments following the guidelines set out by PTG Johor, the
reply received was that only
runners are permitted to apply for such appointments.
PTG Johor reverted that with effect from 28/02/2021,
applications for appointments are to be
made through the legal firm. The appointment application is to
be by filling out Google Form

PROSEDUR OPERASI STANDARD PENDAFTARAN URUSNIAGA DAN BUKAN
URUSNIAGA SEMASA PERINTAH KAWALAN PERGERAKAN 2.0
1.0 PENDAHULUAN
Pelanggan yang membuat urusan di kaunter perlu mematuhi tatacara
khas semasa berurusan. Tatacara ini telah mengambilkira penjarakan
sosial serta langkah pencegahan lain seperti daftar masuk sistem
MySejahtera bagi pengesahan saringan kesihatan, pengunaan sanitasi
tangan dan pemakaian pelitup muka setiap masa.
2.0 LATAR BELAKANG
2.1 Prosedur operasi standard ini disediakan bagi menyahut
saranan kerajaan agar perkhidmatan awam beroperasi sebanyak 30%
sebagai usaha mengekang penularan wabak Covid19 tanpa adanya
gangguan operasi dalam memberi perkhidmatan kepada rakyat.
2.2 Berdasarkan trend terkini penerimaan perserahan urusniaga
dan
bukan urusniaga di kaunter, perserahan pada setiap hari adalah
dalam lingkungan 500 perserahan setiap hari. Terimaan perserahan
ini telah dapat di cater oleh Bahagian Pendaftaran Hakmilik tanpa
sebarang masalah.
2.3 Penggiliran kakitangan tidak akan menganggu urusan
perserahan
urusniaga memandangkan trend penerimaan perserahan urusniaga
yang semakin berkurangan dan dapat dikawal oleh bahagian ini.
3.0 KEHADIRAN KAKITANGAN
3.1 Kehadiran kakitangan Bahagian Pendaftaran Hakmilik adalah
sebanyak 30-50% melalui jadual penggiliran waktu bekerja.
Penggiliran ini perlu bagi memastikan penjarakan sosial dapat
dilaksanakan di bahagian kaunter dan kawasan kerja.
3.2 Kakitangan Bahagian Pendaftaran Hakmilik terutama kerani
kaunter
adalah sangat terdedah kepada risiko memandangkan kakitangan ini
yang berurusan dengan pelanggan sama ada wakil penyerah mahupun
orang awam pada setiap masa. Penggiliran kerja dapat memenuhi SOP
penjarakan sosial kerana kaunter dapat dijarakkan dan secara
berselang-seli.

4.0 KEHADIRAN PELANGGAN
4.1 Pentadbiran ini menghadkan kepada 12 wakil penyerah yang
akan berurusan dengan Bahagian Pendaftaran bagi tujuan penjarakkan
sosial.
4.2 Kehadiran wakil penyerah adalah melalui permohonan
temujanji
melalui firma guaman. Hanya wakil penyerah yang mempunyai
temujanji sahaja dibenarkan hadir ke PTG walaupun untuk urusan di
bahagian atau unit lain di PTG. Permohonan temujanji adalah melalui
pengisian di link Google Form https://bit.ly/3pMT4WS atau QR

4.3 Setiap wakil penyerah yang datang hanya dibenarkan
membuat
maksimum 15 folder perserahan sahaja sehari. 4.4 Perserahan bagi
orang awam akan diterima di kaunter yang sama
dengan wakil penyerah tetapi akan diberikan keutamaan. 4.5

At the Conveyancing Sub-Committee’s meeting with Pejabat Tanah
dan Galian, Johor
[PTG Johor] on 22/02/2021, it was decided that with effect from
28/02/2021,
applications for appointments are to be made through the legal
firm. The appointment
application is to be by filling out Google Form via the link
https://bit.ly/3pMT4WS. JBC
Circular No. 100/20 refers.
However, regretfully, the Johore Bar Committee was informed by
PTG that as at 1st
March 2021 there were runners from certain legal firms that made
presentation without
any appointment or approval from Penolong Pengarah (Pendaftaran
Hakmilik). Hence
PTG has now decided that the runners of such firms shall not be
given any appointment
commencing from 2nd March 2021 until 9th March 2021.
Please be informed that only runners duly appointed by the legal
firm with prior with PTG
will be allowed to enter the building. With effect from 7th
March 2021 runners intending
to do land searches and strata title presentations without prior
appointment shall only be
allowed to “drop off” all their applications at a dropbox set up
at the filter tent. All
completed searches shall be put at the filter tent for
collection. We enclose an extract of
the text forwarded to us by PTG for your reference and

PENTADBIRAN
INI. Mereka juga turut melanggar arahan yang dikeluarkan.
Oleh yang demikian, pentadbiran ini memutuskan agar mereka tidak
diberikan
peluang untuk membuat temujanji dalam tempoh seminggu bermula 2
Mac 2021.
Hanya mereka yang mempunyai temujanji dibenarkan masuk ke
bangunan PTG.
Mulai 7 Mac 2021, wakil penyerah yang ingin membuat carian tanpa
temujanji hanya
dibenarkan “drop off” di khemah saringan. Carian yang telah siap
akan diletakkan
dikhemah yang sama untuk kutipan. Begitu juga urusan perserahan
hakmilik strata.
Semuanya akan dilakukan secara ‘drop off’.”

Information Pertaining to Operations at Office of Lands and
Mines, Penang during
Movement Control Order from 13 Jan 2021 to 26 Jan 2021
Reference is made to the Movement Control Order (MCO) announced
by the Right Honourable Prime Minister on 11 Jan 2021, which
applies to the states of Selangor, Penang, Melaka, Johore and
Sabah, and the Federal Territories of Kuala Lumpur, Putrajaya and
Labuan, beginning from 13 Jan 2021 to 26 Jan 2021. Pursuant to the
announcement, we have received a letter dated 12 Jan 2021 from the
Director of the Office of Lands and Mines, Penang (PTG Penang) on
the operations and dealings at PTG Penang during the MCO period.
The said letter is appended below for members’ information and
attention. Members will be updated further as and when we receive
additional information from PTG Penang. Members are further invited
to provide feedback and comments on any related issues. Zemilah

CPC 6/21 19 Feb 2021 To Members of the Penang Bar,
Commencement of Online Appointment System at Office of Lands and
Mines, Penang
Further to our previous Circular CPC 5/21, Members are hereby
notified that the Office of Lands and Mines, Penang (“PTG Penang”)
has informed us via e-mail dated 17 Feb 2021 and subsequently
provided further clarifications on 19 Feb 2021 that the Online
Appointment System (“OAS”) at PTG Penang will commence at 12:00
noon on 22 Feb 2021 (Mon) and the first available appointment date
will be on 24 Feb 2021 (Wed). All transactions by legal firms from
that date must be applied through the OAS, save and except for
official searches, private searches and consent applications. PTG
Penang has further provided us with the following relevant details
and the terms and conditions of the OAS which are to be observed
and complied with by all legal firms:
• The maximum number of appointments permitted for each legal
firm is 4 appointments within a time period of 14 days (i.e. a
maximum of 2 appointments per week / within 7 days).
• Each appointment is restricted to registration of 5 Titles
only.
• Legal firms that are found to violate any conditions, namely
tampering of details in the Appointment Confirmation Slip (Slip
Pengesahan Temujanji) and changing the Title information or are
absent on the appointment date will be subject to a penalty of not
being allowed to transact any business at PTG Penang for 14 days
thereafter.
• Only legal firms that have been registered and given firm
codes in the Penang e-Land (e-Tanah) System are allowed to make
appointments. An update exercise has been carried out jointly by
the PTG Penang’s IT Unit and the Penang Bar Committee to deactivate
records which do not correspond to the latest record of Penang
firms maintained by the Bar Council. Please check the updated firm
codes list via the following link:

• The current total number of active legal firm codes is 512
(including branch offices) and they will be used for the
appointment code data of the Appointment Booking System or Sistem
Temujanji Perserahan (“STP”). Members are therefore requested to
check the updated firm codes list via the link stated above and
inform PTG Penang immediately if the records need further
updating.
• Legal firms (including new branch offices and relocated
offices) that have not registered for a code or do not have a
corresponding record in the updated firm codes list are to send an
application letter to obtain their code to the Bahagian Pendaftaran
Hakmilik, Pejabat Tanah dan Galian Pulau Pinang, Tingkat 21,
Kompleks Tun Abdul Razak (KOMTAR).
• The OAS can be accessed through
https://ptgapp.penang.gov.my/stp/ and a link will also be provided
in the Official Portal of PTG Penang and their Facebook page.
PTG Penang has requested for Members and legal firms’
co-operation and compliance of the terms and conditions of the OAS
at all times. Members are therefore advised to take note of the

Online Appointment System at Office of Lands and Mines,
Penang
Further to Circular CPC 5/21, Circular CPC 6/21 and Circular CPC
8/21 issued in respect of the Online
Appointment System (“OAS”) implemented by the Office of Lands
and Mines, Penang (“PTG Penang”),
Members are advised to take note of the followings:
1. The Penang Bar Committee, at the request of PTG Penang and
based on the feedback
received from Members, is undertaking an exercise to update the
list of firm codes as assigned
by PTG Penang in order to make sure that the list of firm codes
is up to date and complete. In
that respect, Members are to ignore the 6th bullet point in
Circular CPC 5/21.
2. For the purpose of this exercise, Members who oversee the
management or conveyancing
practice of their respective firms are urged to check the latest
firm codes list via the following
link: https://tinyurl.com/4mssemfv and provide the relevant
details of their firms to Penang Bar
Secretariat via email at [email protected] on or before
5 March 2021, 4pm (“cut-off
date”), if their firms are not in the list or the details are
out of date and an updated firm’s details
will be displayed by PTG Penang at the OAS Portal once the OAS
is reopened.
3. Upon the request of PTG Penang and to avoid duplication of
record, Members who wish to
submit update or apply for new firm codes after the cut-off date
shall send the following
documents to the Penang Bar Secretariat instead of PTG Penang
directly:
The completed form titled “Borang Pendaftaran Kod eTanah dan
Kemaskini Maklumat
Firma Guaman” (attached herein for your attention).
A “Letter of Confirmation” issued by the Malaysian Bar.
Members are therefore advised to take note of the above
information on an urgent and immediate basis.

To Members of the Penang Bar,
Update on Presentation of Documents at Office of Lands and
Mines, Penang (PTG Penang)
Further to Circular CPC 12/21 issued in respect of the Online
Appointment System (“OAS”) and an
announcement by the Office of Lands and Mines, Penang (“PTG
Penang”) dated 12 Mar 2021 whereby
all transactions will be carried out manually via walk-in
services from 15 Mar 2021, Members are hereby
reminded to observe the Standard Operating Procedures (“SOPs”)
stipulated by PTG Penang and the
National Security Council (“NSC”) at all times.
Additionally, Members must impress upon their respective
staff/representatives who attend to
presentations or transactions at PTG Penang on the importance of
complying with the relevant SOPs
i.e. wearing of face masks, use of hand sanitisers, practice
physical distancing of at least 1 meter from
other individuals and not linger in or around the Single Point
of Contact (“SPOC”) counter once their
own transactions have been carried out and completed.
PTG Penang has stated that they will not hesitate to take stern
action against any individuals who do
not comply with the relevant SOPs and they will have no
alternative but to close their counters if there
are any Covid-19 cases reported, which may result in
non-acceptance of presentations. Hence
Members and their respective-staff /representatives are required
to strictly to comply with the relevant
SOPs at all times.
Members are therefore advised to take note of the above
information on an urgent and immediate basis.

Update 2 on Presentation of Documents at Office of Lands and
Mines, Penang
Further to Circular CPC 13/21 issued as an update in respect of
Presentation of Documents at Office
of Lands and Mines, Penang (“PTG Penang”) dated 12 Mar 2021,
Members are advised to take note
of the following additional updates.
Based on feedback received from conveyancing practitioners in
respect of the physical queue system
which resumed on 15 Mar 2021, we have reiterated to PTG Penang
the imperative need for all the
counters to be fully operational on every business day i.e. four
(4) Single Point of Contact (“SPOC”)
counters and two (2) miscellaneous counters.
Based on the feedback received, we have also made the following
suggestions to PTG Penang to
improve the physical queue system:
1. All queue numbers for the day (to be decided by PTG Penang
based on the statistics) are to
be given out every morning to avoid crowding at Level 3,
Kompleks Tun Abdul Razak
(KOMTAR) and reduce potential violations of the prevailing
Standard Operating Procedures
(“SOPs”). Firms’ representatives who manage to get a queue
number may thereafter leave
PTG Penang and return for their transactions based on their own
estimation of time.
2. Any queue number given but unable to be attended to by PTG
Penang during the same day is
to be carried forward to the next business day of PTG Penang
with priority over the new queue
numbers of that day.
3. The fourth SPOC counter (which is reserved for members of
public) is to also be utilised for
registration of critical presentation by firms whereby every
firm will be allowed to present
transaction involving only one (1) Title (Hakmilik).
Members will be updated again once we receive a reply from PTG
Penang regarding the suggestions
above.

ketika berurusan bagi
memastikan rantaian Covid-19 diputuskan. Keprihatinan dan
kerjasama tuan/puan dalam
