Four Mile Run Valley Initiative (4MRV)Overview:  4MRV is a coordinated planning effort to shape the Four Mile Run Valley by 

developing an Area Plan for the primarily industrially‐zoned areas along Four Mile Run Drive and Shirlington Road and a Parks Master Plan  for Jennie Dean Park, Shirlington Park and Shirlington Dog Park.  

This area represents a combination of diverse uses not found elsewhere in the County: an environmental stream corridor,  parks,  cultural facilities,  roads and bike trails,  County facilities, and industrial and service‐oriented businesses

Lee Highway Planning StudyOverview New County‐led community planning process that will take a closer look at the long term goals for 

the Lee Highway corridor to ensure it is an attractive, prosperous, safe, healthy, and livable main street community

Next step building off the grassroots visioning effort, spearheaded by the Lee Highway Alliance, that culminated in the 2016 Visioning Study

Multi‐year comprehensive planning study that will kick off later this year Scope developed by interdepartmental; team led by CPHD and refined through community input

The primary outcome of the process is to adopt a Plan for Lee Highway that: Establishes a high‐level framework that establishes a comprehensive, long‐term vision for the corridor to 

guide long‐term public and private investment Reflects a broad community vision and advances ideas from the Visioning Study Provides a general vision with goals, objectives, and fundamental recommendations for land use, height and 

form, general open space locations, housing, and transportation/connectivity improvements for the corridor Identifies implementation tools (e.g., short‐term solutions, recommended General Land Use Plan and zoning 

amendments, or, where needed, recommendations for further study of a particular area)

Next/Upcoming Steps• Following the LRPC process, staff will bring a report on 3804 Wilson Boulevard 

and 2300 9th Street South to the PC and CB in the spring timeframe.• Once these two studies are complete, staff will initiate the Shirlington Village

Height and Placement in S‐3A and P‐S Districts

Overview• Consider more flexible setback and height standards that could better maximize 

use of limited public land. • Distinguish between height/setback standards for main public buildings and 

height/setback standards for accessory buildings and community amenities (i.e. public art, benches, soccer fields).

Zoning Studies – Future, Planned Studies (Not Currently Part of 2018 Work Plan

Public Districts: To comprehensively evaluate land use and zoning criteria for public zoning districts (S‐3A, SD, and PS) to address issues pertaining to the delivery of essential services and to respond to the outcomes of the Community Facilities Study.

Low‐ and Moderate‐Income Housing Definition: Led by Housing Division, to adjust the N‐FBC affordable housing requirement for ownership units from 60% AMI to an increased AMI level that is consistent with the AHMP, and to amend the “low or moderate income” definition in the ACZO from 80% AMI to an increased AMI level that is consistent with the AHMP for ownership units. 

Four Mile Run Valley Implementation: To develop ZOAs to implement the adopted policies of the 4MRV Area Plan.

Sign Regulations Phase II: Case Law Consistency: Review ACZO (13.2; 13.11.2) for consistency with Court ruling. 

Nonconforming one‐ and two‐family: To allow by‐right interior alterations to nonconforming one‐ and two‐family dwellings in the R10T, R15‐30T and RA zoning districts; eliminate prohibition on additions to two‐family dwellings that exceed 50% of the GFA existing since 1950

Historical Report of the Pentagon City Phased Development Site Plan (PDSP) | 1976 – 2018

• Staff finalizing draft report in 1st Quarter of 2018.• Report documents evolution of PDSP over 40 years, including:

• Planning background and context, land use and zoning changes, and amendments approved over time.

• Community benefits and infrastructure commitments delivered from both private development and the County’s Capital Improvement Program (CIP).

• Staff to publish final report online and notify advisory groups in 1st Quarter of 2018.

APS Data Coordination

• Research Team successfully produced and shared enhanced forecast data with APS for use in student projections.

• APS student projections are now linked to Planning Division forecasts through projected births and forecast housing units.

• Research Team and APS coordinate the estimates of students generated from new site plan development.

Preparing for the 2020 Census• The Research Team is the County’s liaison with the 

U.S. Census Bureau and has started preparations for the 2020 Census.

• Participation in the Local Update of Census Addresses (LUCA) is the first step in achieving a complete count of all Arlington residents.• Through the LUCA program, the Research Team 

will be reviewing every residential address in the County.

• The review begins in February 2018 and lasts for 120 days.

• The Research Team will also be participating in the Participant Statistical Areas Program (PSAP) –realigning Census geographies for Arlington starting in December 2018.

• The Research Team will lead community outreach to the hard‐to‐count population starting in 2019.

Multi‐Family Address ProgramProject Purpose: • To collect a new dataset of all apartment mailing 

addresses in Arlington County and to compile a complete residential mailing address database, including single‐family and condominium addresses.

• The new dataset will be made available for use by all County departments, to improve service delivery to apartment dwellers, such as increasing community engagement and reducing emergency response times.

• Contact property managers to collect unit lists and work with staff and Virginia Tech’s Social Decision and Analytics Lab to obtain USPS range data to estimate unit address lists for non‐responsive apartment complex property managers.

Schedule• October – December 2017: Contacted Property Managers by email, phone and mail.• November 2017: Obtained USPS address lists from Virginia Tech and GIS staff.• January 2018: Conduct fieldwork to collect remaining unit data by visiting complexes.

Next Steps:• January/February 2018: Consolidate verified and estimated address unit data, and 

work with GIS Mapping and DTS staff to make the database accessible to all departments.

• Spring 2018: Work with other departments to develop a cooperative staff effort of maintaining the accuracy of the address database over time.

Final Façade & Landscape Inspections• Building façades and landscapes are inspected prior to issuance of certificates of 

occupancy – approximately 20 inspections annually

Landscape & Tree Protection Plans• Review of landscape and tree protection plans for consistency with approved site 

plans, administrative changes, and County policies ‐ approximately 50 annually

Façade Plans• Review of facade plans and material samples for consistency with approved 

site plans and administrative changes ‐ approximately 15 annually
