Excerpts from PM Manual:
• The PM is to retain the IDIQAE services to assist with design reviews,
cost estimates, Value Engineering (VE), design programs, etc.
• FAR 52.248-2 requires value engineering, which may be defined as
any task that allows for responsible monetary expenditures. If the
PM budget review indicates that costs must be cut, a Value
Engineering Initiative may be undertaken.

IMPLEMENTING THE PROGRAM
CFM Policy on Value Management • CFM functions as a unified, service-oriented organization, delivering
high quality, cost-effective facilities in support of our nation’s
veterans. With this in mind, CFM has created specific goals to
accomplish through early and continual application of the VM
methodology including:

• Instilling a culture of best life cycle value during decision
making
• Delivering the highest quality possible within budget constraints
• Avoiding late phase cost cutting
• Validating appropriateness of design solutions

IMPLEMENTING THE PROGRAM
• All design-bid-build projects or sub-projects will have at least two
studies:
• During the concept stage, before the final concept is selected.
The VM study should provide input to the concept evaluation
and selection process.
• Concurrent with the peer review of the Schematic Design (SD) 2
stage.
• For design-build procurement, a VM study shall be performed during
the development of RFP documents for each project or sub-project.
