Overview of WSAA

The Water Services Association of Australia (WSAA) is the peak industry body

representing the urban water industry. Our members provide water and sewerage services

to over 20 million customers in Australia and New Zealand and many of Australia's largest

industrial and commercial enterprises.

knowledge sharing, networking and cooperation within the urban water industry. We are

1 EXECUTIVE SUMMARY

Issue 2 of this Product Appraisal Report replaces and updates Pipemakers Australia Pty

Ltd’s (Pipemakers) lapsed appraisal PA 1103 Issue 1 published on 23 January 2012.

Product range included in Issue 1 is pipes of plain wall and sandwich construction suitable

for solvent cement and elastomeric seal jointing in lengths up to and including 6 metres in

sizes DN 100, 150 and 225 of Classes SN4, SN6, SN8 and SN10.

Issue 2 of the report includes additional sizes DN 300 and DN 375 for both plain wall and

sandwich construction pipes and updates all relevant Quality Management System and

Product Certification Certificates and performance test results to AS/NZS 1260.

Pipemakers has been producing PVC-U pipe products for sewer and sanitary drains since

1990 in their manufacturing sites at Acacia Ridge QLD and Deer Park VIC.

DWV pipes of size range DN 100 to DN 300 are produced in sandwich construction

(150DWVSN8RRJ/30) that can be either a foam core or solid core pipe produced using a

multilayered die head technology. As Pipemakers treat solid core and foam core as the

same product, they have the same product code. Pipemakers produces solid wall (or plain

wall) pipes (150DWVSN8SR/30) of size range DN 100 to DN 375 made in a single

extrusion process. Sandwich Constructions pipes (SC) are produced in accordance with

Table 4.3 of AS/NZS 1260, ensuring the minimum inner skin thickness and other quoted

dimensions meet the requirements.

Pipemakers PVC-U DWV plain wall and sandwich construction pipe range has ISO Type 5

ApprovalMark product certification to AS/NZS 1260:2009 PVC–U pipes and fittings for

drain, waste and vent application, issued by ApprovalMark International. The appraised

product range includes pipes of plain wall and sandwich construction suitable for solvent

cement and elastomeric seal jointing in lengths up to and including 6 metres in sizes

DN 100, 150, 225, 300 and 375 of Classes SN4, SN6, SN8 and SN10. The product range

is included in the ApprovalMark Licence Schedule in Appendix B.

Pipemakers holds an ISO 9001:2008 Quality Management System Licence issued by SAI-

Global.

Pipemakers use StandardsMark product certified elastomeric seals manufactured in

compliance with AS 1646 by Gulf Rubber and Thong Nhat Rubber Company. Pipemakers

supply their own brand of Level 1 WaterMark certified Type N Blue Solvent Cement

(RL9450) and Priming Fluid Red manufactured to AS/NZS 3879 by RLA Polymers Pty Ltd

(formerly known as ACM Pty Ltd) as ordered for each pipe delivery.

The product range included in this appraisal report meets the requirements of WSA PS 230

Polyvinylchloride, Unplasticised (PVC-U) Pipes and Fittings for Non-Pressure Applications

– Sewerage and Drainage.

Based on extensive industry experience with this pipe material, Pipemakers quality

commitment and in compliance with the WSAA Product Specification, Pipemakers PVC-U

DWV plain wall and sandwich construction pipes are considered ‘fit for purpose’ for use in

water agency wastewater systems including property connection sewers.

1.1 Recommendation

It is recommended that WSAA members, subject to any specific requirements,

accept/authorise Pipemaker’s range of plain wall and sandwich construction PVC -U DWV

single socketed pipes with tapered sockets for solvent cement jointing and single socketed

pipes for flexible jointing complete with solvent cement and elastomeric seals as listed in

Section 4 for use in gravity sewer pipelines, provided they are installed in accordance with

WSAA Codes and the manufacturer’s requirements, where specified.

2 THE APPLICANT

Pipemakers Australia Pty Ltd is an established Australian company manufacturing PVC

pipe at its Acacia Ridge facility for the past 27 years. Pipemakers has had to expand the

Acacia Ridge operation over the last five years to accommodate its increasing customer

base and demands and as a result they have established two more manufacturing plants in

Canning Vale WA and Deer Park VIC.

Pipemakers have purchased purpose-built equipment progressively since 1990, providing

capability of manufacturing DN 40 to DN 375 PVC-U DWV pipe, DN 100 to DN 450 PVC-M

Series 2 pipe and DN 100 to DN 450 PVC-O Series 2 pipes. Pipemakers has recently

upgraded its facility with new mixing equipment, extruders and ancillary equipments

ensuring improvements in productivity and quality.

Pipemakers service and distribution areas cover Queensland, New South Wales, Western

Australia, Victoria and South Australia.

Pipemakers holds an ISO 9001:2008 Quality Management System Licence issued by SAI-

Global.

3 THE PRODUCT

The range of plain wall and sandwich construction PVC-U DWV pipes suitable for solvent

cement and elastomeric seal jointing in lengths up to and including 6 metres, covered by

this Appraisal consists of DN 100 (Classes SN6 and SN10) and DN 150, 225, 300 and 375

(Classes SN4 and SN8).

Pipemakers plain wall and sandwich construction PVC-U, single socketed pipes with

tapered sockets for solvent cement jointing and single socketed pipe for elastomeric seal

jointing manufactured to comply with AS/NZS 1260:2009 PVC-U pipes and fittings for

drain, waste and vent application.

Pipemakers use elastomeric seals manufactured in compliance with AS 1646 by Gulf

Rubber and Thong Nhat Rubber Company.

Pipemakers supply their own brand of Type N Blue Solvent Cement (RL9450) and Priming

Fluid Red manufactured to AS/NZS 3879 by RLA Polymers Pty Ltd (formerly known as

ACM Pty Ltd) as ordered for each pipe delivery.

4 SCOPE OF THE APPRAISAL

Pipemakers range of AS/NZS 1260:2009 compliant plain wall and sandwich construction

PVC-U single socketed pipes with tapered sockets for solvent cement jointing and single

socketed pipe for elastomeric seal jointing are supplied as follows:

Lengths: up to and including 6 metres;

Sizes / Classes: DN 100 (SN6 & SN10); DN 150, 225, 300 and 375 (SN4 & SN8).

The scope of appraisal includes PVC-U DWV pipes as detailed in Tables 1 and 2,

manufactured in two sites (Acacia Ridge QLD and Deer Park VIC) as shown in Table 3 .

5 APPRAISAL CRITERIA

5.1 Quality Assurance Requirements

The WSAA Product Appraisal Technical Advisory Group accepts plain wall and sandwich

construction PVC-U DWV pipes manufactured in compliance with AS/NZS 1260:2009 PVC-

U pipes and fittings for drain, waste and vent application and duly certified by means of an

ISO Type 5 product certification scheme undertaken by a JAS-ANZ accredited Conformity

Assessment Body (CAB) or by an international accreditation system recognised by JAS-

ANZ.

The manufacturer is generally expected to have a production management and control

system that has been duly accredited in accordance with ISO 9001 as a prerequisite to

undergoing a product certification audit.

5.2 Performance Requirements

Pipemakers PVC-U DWV pipe range has been appraised for compliance with the material

and performance requirements of AS/NZS 1260:2009 PVC-U pipes and fittings for drain,

waste and vent application.

The elastomeric seal provided by Gulf Rubber and Thong Nhat Rubber Company has been

appraised for compliance with AS 1646:2007.

The solvent cement and priming fluid provided for use with tapered socketed fittings have

been appraised for compliance with AS/NZS 3879:2006.

Appraisal criteria are also determined by the WSAA Product Appraisal Technical Advisory

Group and regularly reviewed to ensure that the criteria reflect the requirements of WSAA

members.

The following Product Specification is also relevant to this application:

WSA PS 230 Polyvinylchloride, Unplasticised (PVC-U) Pipes and Fittings for Non-Pressure

Applications – Sewerage and Drainage.

A copy of the above Product Specification can be found in Appendix C or downloaded from

the WSAA website.

6 COMPLIANCE WITH APPRAISAL CRITERIA

6.1 Compliance with Quality Assurance Requirements

Pipemakers Australia Pty Ltd operates a Quality Management System in accordance with

ISO 9001:2008 as certified by SAI Global, Certificate Number QEC22888.

The scope of the registration covers the Quality Management System for the manufacture

of PVC-U, PVC-M and PVC-O pipes and the purchase and distribution of complementary

PVC-U fittings.

Pipemakers PVC-U DWV pipe range included in the scope of this Appraisal is licenced with

AS/NZS 1260 ISO (Type 5) Certificate Nos. AMI 1540 and AMI 71015, both were issued by

ApprovalMark International.

The elastomeric seal provided by Gulf Rubber and Thong Nhat Rubber Company has been

appraised for compliance with AS 1646:2007, StandardsMark Licence No. SMKP20133

issued by SAI Global.

The solvent cement and priming fluid provided by RLA Polymers Pty Ltd for use with

tapered socketed fittings have been appraised for compliance with AS/NZS 3879:2006,

Level 1 WaterMark Certificate No. 25224 issued by Australian Certification Services Pty

Ltd.

Copies of the Quality Assurance and Product Certification licences have been included in

Appendix B and are also available for downloading from the WSAA ‘Members Only’

Website.

6.2 Compliance with Performance Requirements

Product Certification to AS/NZS 1260, AS 1646 and AS/NZS 3879 provides acceptable

assurance that the product is manufactured in compliance with the Standard and is

capable of being constructed to form a watertight system.

6.2.1 Type Tests

Type tests are required if there are change of joint design and / or formulation. As

Pipemakers have not made any changes to either, the original test results are still valid.

The type tests were conducted by the following laboratories:

a) ApprovalMark International’s sister company Australian Pipes & Fittings Testing Centre

which is a NATA accredited laboratory with Accreditation No. 19957.

b) Pipemakers Quality Control Laboratory in Acacia Ridge QLD which is ApprovalMark

certified to ‘ISO 17025 Laboratory Recognition’ by ApprovalMark International with

Accreditation No. AMI LAB 0312.

Pipemakers has provided type test report prepared by ApprovalMark International as part

of their AS/NZS 1260 Product Certification auditing, as detailed in Table 4.

The above test reports address performance tests related to:

Pipemakers performance test reports are considered commercial in confidence and are

available to WSAA members from WSAA ‘Members Only’ IPAM Portal Website. All other

enquiries should be directed to the manufacturer.

The type tests related to socket dimensions (Clause 7.2 Effective sealing length) are

verified by Pipemakers during the annual surveillance audit.

6.2.2 Batch Release Tests

Process Verification and Batch Release Tests have been carried out “In-House” in

Pipemakers Quality Control Laboratory in Acacia Ridge QLD which is ApprovalMark

certified to ‘ISO 17025 Laboratory Recognition’ by ApprovalMark International.

Batch Release Test (BRT) / Production testing was witnessed by ApprovalMark

International representatives John Prasad and Raj Kumar. John is also a NATA technical

assessor for mechanical testing which includes this product. He has independently verified

BRT as part of the audit process.

Pipemakers has also provided BRT (Batch Release Test) reports assessing DN150 SN8

DWV PVC-U pipes manufactured in two different construction formats as per AS/NZS

1260. This assessment has also compared foam core sandwich construction

(150DWVSN8RRJ/30), solid core sandwich construction (150DWVSN8RRJ/30) and solid

wall (150DWVSN8S/30) pipes and confirmed each construction met the requirements of

Standard for pipe stiffness, ring flexibility, impact resistance and for sandwich construction

pipes met the wall thickness (total and inner skin) as per Clause 4.3 of AS/NZS 1260.

7 FITTING INSTRUCTIONS, TRAINING AND INSTALLATION

9 PACKAGING AND TRANSPORTATION

Full packs of pipe use timber frames fastened with metal straps. A nylon ‘Gut’ strap

secures individual pipes, separated by wooden spacers

Socket pipe are stacked in layers with sockets placed at alterative ends of the rack and

protruding, to avoid uneven stacks and distortion. A full pack of DN150, 300 and 375 SN8

PVC-U DWV RRJ pipes (3 metre length) is shown in Figures 1 and 2.

Water Agencies should ensure pipe inspection when delivered to site to see that there has

been no transport damage caused by movement and abrasion or serious distortion caused

by excessive tightening of holding straps.

10 PRODUCT WARRANTY

Pipemakers PVC-U DWV pipes are covered by the normal commercial and legal

requirements of the Competition and Consumer Act 2010 (Cth), which covers manufacture

to the relevant standard.

11 WATER AGENCY EXPERIENCE WITH THE PRODUCT OR FIELD TESTING

REPORT

PVC DWV pipes and fittings, manufactured to AS/NZS1260, are widely used by the water

industry and field testing is not considered necessary.

The following is an extract from the extracted from Product and Material Information and

Guidance for Gravity Sewerage Code of Australia WSA 02:2014 Version 3.1 as displayed

on the WSAA web site https://www.wsaa.asn.au/shop/category/1

“”PVC-U gravity sewer systems have been in use in Australia since the early 1970s

and are the predominant option for collection sewers up to size DN 375. Overseas

experience dates back to the 1960s.

Water industry consensus is that PVC-U gravity systems have performed

satisfactorily and that correctly installed PVC-U systems have satisfactory resistance

to tree root penetration, whether elastomeric sealing ring jointed or solvent cement

jointed.

In 1999 Ipswich Water initiated a sewer exhumation and testing program of their

PVC-U gravity sewers jointly with Iplex Pipelines to identify any loss of mechanical

properties due to ageing under operating condition. The Ipswich Water sewerage

system consists of 1100 km of sewers, which includes 250 km of PVC-U pipes. At the

time of the investigation, Ipswich sewer pipes had been in service for up to 25 years

and are now approaching 40 years.

There have been a number of overseas studies where the performance of PVC sewer

pipes has been examined and the physical properties of exhumed pipes measured.

These studies have shown the mechanical properties of the PVC have not changed

significantly during its service life.

In the Ipswich study, the influence of age and service conditions upon the anticipated

life of PVC-U sewer pipes was investigated. The pipes were made in Australia in

accordance with the Australian Standard effective at the time of manufacture. The

pipes were installed and operated according to local practice. All the pipes were

exhumed with elastomeric seal joints intact.

The six pipes exhumed at Ipswich comprised two sizes, DN 150 and DN 225.

Manufacturing years were 1975, 1984 and 1989. Samples were selected from a

number of locations under different operating conditions such as age (11 to 25 yrs),

depths (800 mm – 3500 mm) and soil conditions (blacksoil, clay etc). A DN 150 PVC-

U sewer pipe was also exhumed by Sydney Water; it was approximately 15 years old.

The pipes and joints were subjected to a range of mechanical and performance tests.

The elastomeric seal joints all exhibited satisfactory resistance to infiltration and

exfiltration with the spigot-to-seal interface pressures still exceeding the minimum

requirements of the Australian Standard. The mechanical properties of the exhumed

pipes were consistent with contemporary production except for the modulus, which

was higher.

Measurement of the pipe wall thickness around the circumferences implied there has

been no significant material loss due to abrasion in any of the pipes.

The absence of any significant loss of pipe wall due to abrasion, the retention of the

strength and impact resistance of the material and the performance of the joints

combined to suggest the pipelines in question have many years of service remaining.

In fact, there had been no measurable deterioration to indicate any reduction in

capability since they were first installed.”

12 DISCUSSION

The period over which PVC-U non-pressure pipes have been used in Australia is indicated

by the first edition of AS 1260 being published in 1974 although a predecessor, AS K138,

was published in 1967. Originally all PVC-U DWV pipes across the full diameter range

were produced to specified minimum wall thicknesses. In 1996 this changed to a

performance requirement, namely pipe stiffness. In accordance with AS/NZS 1260

Pipemakers DWV pipes greater than DN100 are produced as solid wall, solid core

sandwich construction or foam core sandwich construction. According to AS/NZS 1260, all

three DWV pipe constructions have to meet the same performance requirements except

that reversion applies only to plain wall pipes. Additionally, all sandwich construction pipes

are required to have minimum inside wall thickness according to Table 4.3 of AS/NZS

1260. The minimum values of the inside wall thicknesses in AS/NZS 1260 are

approximately 50% greater than those required in the European Standard EN 4435

Plastics piping systems for non-pressure underground drainage and sewerage —

Unplasticized poly(vinyl chloride) (PVC-U).

13 OUTCOMES OF EXPERT PANEL PRODUCT REVIEW

They are no outstanding issues after the Expert Panel review.

14 FUTURE WORKS

Although DN 100 plain wall and sandwich construction PVC-U DWV pipes in Classes SN 6

and SN 10 suitable for elastomeric seal jointing in lengths up to and including 6 metres are

available within the production range of Pipemakers, they are not included in the ISO Type

5 ApprovalMark Product Certification Schedule.

Pipemakers will include the above product (i.e. DN 100 SN6 / SN10, RRJ) in the Schedule

at their forthcoming audit by end of this year.

3.4.2 Hydrostatic pressure test AS/NZS 1462.8

At change in joint design

The test sample filled with water and subjected to an internal pressure

between 80 to 85 kPa for 60 minutes while a diametral distortion of 7.5%

and angular deflection of 2.4 deg was applied. There was no drop in

pressure during test period and the elastomeric seal did not leak.

3.4.3 Liquid infiltration test AS/NZS 1462.8

The test sample immersed in a water solution coloured with red dye and

subjected to an internal vacuum corresponding to a gauge pressure of - 80

to - 85 kPa for 60 minutes while a diametral distortion of 7.5% and angular

deflection of 2.4 deg was applied.

Upon completion of the test the end were removed and the internal area of

the joint inspected for the presence of any of the red dye within the tested

sample. The elastomeric seal did not leak.

3.4.4 Contact width and pressure

AS/NZS 1462.13

Elastomeric seal exerted an interface contact pressure exceeding 0.4 MPa

over a continuous width of 4mm.

Once the samples had passed the test requirements of Clause 3.4.2, the

pressure was increased to 450 kPa with no signs of leakage for 60 minutes.
