CONFERENCE MINUTES

The 56 Annual Conference of the West Virginia District of the Pilgrim Holi-ness Church convened at the camp grounds located at Culloden, West Virginia, August 4, 1q65 at 10:00 a.m. with Rev. Parker Husselton, District Superintendent, in charge. Led in Prayer at the alter by Rev. L. C. Haynes, pastor at Charleston, first song Some Bright Morning led by Rev. Alan Ledford, pastor at Baileys-ville. Qeneral Superintendent, Dr. Melvin H. Snyder, introduced to the conference by District Superintendent who informed us we are to live for two world's. The scripture reading was Revelation 3: 7-12. He tells us all seven messages to the church are all different. Five out of seven of the churches needed correction. In these seven churches we have a description of all church ages. Somewhere a church like this Philadelphia church - (a holy church) can be found.

The Ephesian Church was one of patience, labor, high standing, and unity yet Christ said you have lost your first love and unless that is rekindled in your heart I will take away your candle stick. In this dispensation Christ is still mov-ing among the churches. Dr. Snyder climaxed his message to the conference by elaborating on these four points.

1. He that hath an ear to hear let him hear what the Spirit saith unto the churches.

A. Spiritual Conception - God wants to get thru to us when He speaks. He will commend us for everything He can. In His faithfulness He will correct us.

B. He that overcometh - Spiritual Conflict - opposition to Satan and all who align themselves to him. We are to believe God and overcome. To aid people in their growth - to love them, to be like our Lord. Gain thru soul travail - Satan wjll do all he can to keep you from victory but you can overcome.

C. I know thy works - Spiritually Accountability - Jesus says I am looking you over. Four appraisals of us. 1. Enemy, 2. Friends, 3. Ourselves, 4. Our Lord, - First three may be inaccurate but the fourth is definitely accurate. God knows the quanity of our works and He knows the quality of our works - It is not only what we are doing but why we are doing it.

D. Unto the angel of the church. Ministerial Responsibility - Message not given directly to the church not to laymen - not board - not some great saint. But to the pastor of the church - God has appointed that His people shall be shepherd-ed by a God appointed shepherd. We will be saved by hearing preaching - continue to be saved by continuing to hear preaching.

In closing the conference sang I"ll Live for Him Who Died for Me.

Motion we change time from 8:00 until 9:00 Thursday morning. - Carried.

Bros. Davis and Grindstaff elected as delegates to General Conference.

Adjournment by expiration of time.

THURSDAY MORNING SESSION 9:00 a.m.

Conference opened by singing Love Divine. Prayer by Bro. L. K. Davis. Song Rescue the Perishing.

Conference proceeds with the order of the morning ordaining of deaconesses - Scripture Sis. Husselton. Dr. Snyder speaks to candidates and conference after which Sis. Addie Belcher and Willa Dickerson were ordained.

Just now showers of blessings are falling. The people are testifying and praising our Wonderful Lord. Motion to dispence with roll call - Carried.

Minutes read and approved.

Motion to vote on four highest on lay delegates - to General ConIerence. Carried

Rev. H. H. Harrison elected as third ministerial delegate to General Confer-ence.

CAMP AND CONFERENCE STANDING RULES

(WAYS AND MEANS)

No. 1. Be it resolved that the deadline for receiving a deposit on rooms be set at May 15 and in the event no deposit on rooms is received the Registrar be authorized to advertise the room for rent June 15, and the first $2.00 deposit se-cures it. Be it further resolved that in the event a lock is placed on the room an identifiable key must be filed with the registrar in order that the room may be used if necessary. This $2.00 deposit is to hold the room till the first Saturday night of Camp at 6:00 p.m.

No. 2. We recommend a charge of $6.00 for all rooms except rooms with 4 beds - these are to be $10.00. We further recommend a charge of $3.00 per per-son be made for lodging for the entire camp and .35 for one night.

No. 3. We recommend that a charge for meals for the entire camp be as fol- lows:

2 years thru 12 years $2.00 13 years thru 18 years $3.00 19 years and over $4.00 Single meals (2 thru 12) .20 Single Meals (13 and over) .30

No. 4. We recommend that each church send to District Treasurer for Dis-trict Conference Expense: $2.00 for each delegate and licensed and ordained mini-sters and ordained deaconesses.

Meals for Conference member's children as follows: Under 12 years Meals free Over 12 years 25c Per meal

(or work under direction of committee to be appointed by council)

No. 5. Whereas, The camp ground has been laid out in streets and lots, and

Whereas leases to these lots have been offered for sale over a number of years, and

Whereas, many of the leases have been sold, and

Whereas some leases have been built upon, and other cottages are in the planning stage, therefore

We recommend that permission in writing be granted by the District Council for retired and disabled ministers to live on the camp grounds.

We further recommend that the lease holder be required to pay for utilities and, We further recommend that the district Council set the rate of payment and that the council be guided in rate setting by the size of the cottage and the num-ber of persons occupyng it.

And be it further recommended that if at the demise of the lease holder, the heirs or assigns be judged by the District Council to be persons not in harmony with the spirit, intents, and purposes of the camp, the property shall be sold as follows:

A notice shall be caused to be posted on the building by the District Council for a period of six months of intentions to sell. The property to be sold at the best available price and the proceeds of the sale to be turned over to the heirs or assigns. The council shall be required to notify the heirs or assigns at the time of posting the building, of intent to sell, by registered mail. Not more than $50.00 shall be retained by the District Council for the expenses of the sale.

No. 6. We recommend that each local church pay expenses of their pastor and delegate to the dstrict conference.

No. 7. We recommend that all Ordained and Licensed ministers and their families other than those from our district be given free meals at our camp, how-ever, the regular charge shall be made for rooms.

WAYS AND MEANS

(DISTRICT)

No. 1. We recommend that the United Stewartship Fund be based on $8.00 per member.

No. 2. We recommend that the District Minutes be sold at 25c per copy.

No. 3. We recommend that each church, upon the official visit of the Dis-trict Superintendent, raise the following amounts: Churches who have under forty members, $6.00; with forty or over, $8.50 per visit.

No. 4. We recommend that the District Budget be set at $4,275.00 and be divided as follows:

District Sup. $2,400.00 District Printing 300.00 District Secretary 125.00 District Treasurer 250.00 District Home Missions 500.00 Incidental & Internationl Conf. 200.00 District Camp and Conference 400.00 District Sunday School 100.00 District Statistician 35.00

$4,310.00

No. 5. We recommend that the District Budget and the United Stewardship Fund be raised in the following manner; Each church shall send to the District Treasurer, the first of each month, 10% of the income of the church and Sunday Sëhool except money raised for Building Fund, Easter Offering, November Sell-Denial, Sunday School Rally Day, all World Missionary Offering, Y.P.S. offering and Evangelist pay.

No. 6. We recommend that the District Superintendent's salary be set at $4,200.00 per year plus traveling expenses at the rate of .06 per mile. This money to be raised in the following manner: $2,200.00 as provided for in the budget; offerings taken when he visits the churches; half tithes of all District pastors and evangelists, except evangelists who are members of the Pilgrim Pension Plan; also $12.00 a year for tithes of other districts and local preachers except those of the age of 65 or over.

No. 7. We recommend that the Superintendent's full ministerial tithes be placed in the Incidental and International Conference Expense Fund. These Min-isterial tithes to be in addition to the already stipulated amount for this fund.

No. 8. We recommend that each voting member be assessed $1.00 per year. This money is to be sent by the local church treasurer and be divided equally be-tween the district parsonage and district camp and conference accounts.

No. 9. We recommend that the District Parsonage payment be obtained by taking $80.00 per month out of the over-all budget.

No. 10 We recommend the continuation of the District Home Missions Cal-endar offerings.

No. 11. We recommend that one-half of the Mother's Day Sunday School offering be designated for District Sunday School Department.

No. 12. We recommend that a.11 district assessments be sent to the District Treasurer monthly.

No. 13. We recommend that the local church pay the Ministerial Benefit fee an assessment for their pastor and his wife.

No. 14. We recommend that the district pay the District Superintendent's ministerial benefit.

No. 15. We recommend that all evangelists and actively engaged workers who tithe into their local church, said church shall pay 4% into the pension plan and the district pay 4% out of the Incidental account.

No. 16. We recommend that the Youth Society of the district run the re-freshment stand, under the supervision of a capable manager appointed by the District Council, and 1/2 of the profits go into the District Treasury.

No. 17. Whereas our District has received and is receiving money from the estate of the late A. V. Conflin, be it resolved: that all money received from the estate be placed in a fund known as the "Conklin Fund". This fund to be used for the sole purpose of constructing new churches in our District.

No. 18. We recommend that the pastor's half tithe be paid through the local church treasurer.

No. 19. We recommend that the District Superintendent on each official visit to the church sit down with the pastor and the church board to see that the bud-get is paid in full and that the half tithes of the pastor is paid to the District Treasurer.

RESOLUTION OF THE DISTRICT ANNUAL CONFERENCE OF W. VA.

DISTRICT OF THE PILGRIM HOLINESS CHURCH

WHEREAS, the General Board of the Pilgrim Holiness Church has author-ized the Pilgrim Pension Plan, Inc. to make loans of pension funds to local Pil-grim Holiness Churches under such conditions as require active participation on the part of the Pilgrim Holiness Districts.

THEREFORE, BE IT RESOLVED by the Annual Conference of this District, that the District Council, District Trustees, and all District Officials be and they are hereby authorized, to do and perform any and all acts of them in the con-summation of authorized loans to local Pilgrim Holiness Churches of this district, subject however, to the limitations and conditions set out in said Resolution of the General Board of the Pilgrim Holiness Church authorizing said loans.

The above resolution was adopted by the West Virginia District Conference at Culloden, W. Va., on August 20, 1956.

No. 21. Rev, and Mrs. J. S. Hankins came to West Virginia from the Penn-sylvania and New Jersey District in 19O.

During his long and faithful ministry he served as Assistant District Super-intendent under three different District Superintendents. Further, he has served in every district office except District Superintendent and District Treasurer.

In view of his retirement and transfer to the Pennsylvania and New Jersey District, We the members of the West Virginia Conference wish to express our sincere thanks and heartfelt appreciation for his Godly influence, and long years of labors of love for God and souls.

Be it therefore resolved, that we the West Virginia Conference express our love and appreciation with an offering of $50.00 from the district incidental fund.

No. 22. BE IT RESOLVED: a church loan fund be established by appro-priating $4,000.00 from the special account for this purpose.

Be it further resolved that the loan fund operate as follows:

(1) The executive members of the council shall be a committe to pass on all loan applications and authorize loans.

(2) Loans shall be made to establish churches for new construction of church or parsonage for the repairs and or the improvement of the same.

(3) Loans are not to exceed $1,000.00. The interest rate shall be 5% and payments must be made monthly on the first day of the month . . . . payments made after the 15th of the month will be charged an extra months interest as a late charge.

(4) Monthly payments will be figured at 2% of the face of the note as a min-imum, however, no payment shall be less than $5.00 per month except the last payment. This amount is to cover interest and payment on the principal. The minimum interest charge shall be SOc per month.

(5) No loan will be granted for any amount under $100.00.

(6) Monthly payments shall be made to the district treasurer.

(7) The local church shall give the district a note covering the amount of the loan, signed by the trustees.

(8) The amount above the regular payment will be received at payment due time. Not more than one payment will be received in a given month, except that the note may be paid in full at any time.

CAMP AND CONFERENCE STANDING RULES

(RESOLUTIONS)

1. Be it resolved that lease holders of lots on Campground be urged to plan to build on them in the next three years, so improvements can be made on camp ground. Be it further resolved that all future lease contracts contain a clause that building must be begun within three years. Extension of time may be granted by

District Council.

2. Be it resolved that each Zone have one meeting during the year especially designed for Sunday School promotion with the Promotional Secretary in charge.

3. Be it resolved that Mother's Day be designated as District Sunday School Rally Day.

4. Be it resolved that all resolutions be handed to the Resolutions Committee as early as possible before the conference convenes.

5. Be it resolved that the date of our Camp be the first Thursday after the first Sunday in August and that our fiscal year from July 1 to June 30.

6. Be it resolved that the bell be tapped during our Camp calling the people to prayer at 6:00 p.m.

7. Be it resolved that all having rooms or beds in the dormitories, who desire to do any cooking, be required to use electric hot plates only (no open flames or

stoves allowed).

8. Be it resolved that our Camp dining room reserve a table for Camp Evan-elists and workers.

9. Be it resolved that the lunch stand and registration office remain closed until the altar invitation is over.

10. Be it resolved that our district conference convene on Wednesday at 1.30 p.m. preceeding the camp meeting.

11. Be it resolved that Statistical Report be read at Conference.

12. Be it resolved that the education and examining committees meet with ap-plicants on Tuesday before conference at the following time:

1. Be it resolved that the District Council appoint a children's worker to conduct children's meetings each day during camp.

2. Be it resolved that the District Council appoint a Sunday School board of four, including the Sunday School Promotional Secretary.

3. Be it resolved that this Conference recommend and urge each church finan-cially able, to build a cottage on the camp grOunds for their pastor, to be used and known as their "Camp Meeting Parsonage."

4. Be it resolved that "No Smoking" signs be placed conspicuously throughout the camp grounds.

5. Be it resolved that we call two evangelists and special singers for our camp.

6. Be it resolved that the District Superintendent be allowed two weeks vaca-tion pay each year, and that he have the privilege of holding two revivals off the District.

7. Be it resolved that each pastor endeavor to secure a subscription list to the Advocate equal to his church membership families.

8. Whereas the District Superintendent needs more time to supervise weak churches and carry on other work on the District, therefore be it resolved that he visit the churches at least twice each year.

9. Be it resolved that our District Council meet at least once each Quarter.

10. Be it resolved that all ministers in the District be considered for pastoral placement before any one out of the District is considered.

11. In as much as many ministers of the District have long distances to travel to ministerial conventions thus finding it expedient to leave after the last after-noon service, be it resolved that the time in the week for ministerial conventions be as follows, the first service beginning on Tuesday afternoon at 2:30 and the last service concluded at noon Thursday and be it further resolved the date of our District Ministerial Convention be the last week in March.

12. Be it resolved that the district Sunday school banners be awarded to the schools having the largest percentage and numerical gains over the previous year.

13. Being convinced the name does not give the proper identification of the Church location, the Spring Fork Congregation, at the Annual Meeting, May 20, 1965, with Rev. Parker Husselton presiding, voted by ballot to request this Con-ference to grant the privilege of changing the name of Campbells Creek Pilgrim Holiness Church.

DISTRICT SUPERINTENDENT'S REPORT

To our highly esteemed General Superintendent, Dr. Melvin H. Snyder, Dele-gates, Fellow-Ministers, and Friends of the Fifty-Sixth Annual Conference of the West Virginia District of the Pilgrim Holness Church.

Greetngs in the Name of Jesus our Savior: We stand again at the close of another year of labor, prayer and sacriface,

for Jesus Christ, for Souls, and for the Kingdom.

The reports from the various departments and leaders will indicate the pro-gress, if any, we have made the past year. I feel sure that the growth and de-velopment of your church and Sunday School will be reflected in the manner that you as a pastor have applied the talents and strength with which God has entrust-ed you. We do well to remember that we will not only be called upon to give an Annual Report at a District Conference, but some Day we will be called upon to give an account of the Work of our lifetime. Less than our best will be unsatis-factory then.

As you have already discovered, this is no sham battle; This is real War. "We wrestle not against flesh and blood, but against principalities against powers, against the rulers of the darkness of this world, against spiritual wick-edness in high places" Eph. 6:12.

Frustration, Confusion, Explosion, are words that seem to convey some what the common feeling of the masses today. Explosion is a word that is being thrown around. Population explosion, Nuclar explosion, Political explosion, Moral explo-sion, Religious explosion.

Modernism and Compromise threaten our church life; Liberalism and Legal-ism threaten our Spiritual life; Immodesty and Immorality threaten our home life; Carnality and Formality threaten our personal life. We can only have real victory as we each one individually possess The Indwelling Christ. "Greater is He that is within you, than he that is in the world.

When I look over the reports and find that in some cases less than 100 calls per quarter have been made by pastors who are supposed to give full time to their churches, I am not too much surprised to discover that there has been no growth in the Sunday School attendance, and no increase in church membership. As a pastor for many years, I must confess that if the enemy could defeat me in my calling program, he was well on the way to defeat me in the total program of the church.

Too many of our churches cannot or do not fully support their pastors. None of our churches over pay them. Several of our faithful men must find additional assistance to be able to carry on. Our heart felt thanks go out to all our faithful pastors. We are one with them in their problems and burdens. We love and esteem them everyone. We do not know where we would have to go to find a finer, more Godly group of pastors than we have on the West Virginia District.

We believe that there are better days ahead. God has answered prayer this past year. Sure we have had some battles; The sailing has not all been smooth. But Christ has been on board, and the victory is ours. With Jesus we shall win!

I am persuaded that it costs no less to be spiritual and have a spiritual church today than it has ever cost. I am also persuaded that this cost is measured in tears, prayers, labor and selflessness, and holy desire. If we are worldly the aiiswer is simple, we simply are not Spiritual. If we can keep ourselves and our people filled with love, for God and souls, and filled with the Holy Ghost and Fire, the world will not find a welcome among us.

Whatever progress that has been made this year, God deserves the Glory! We want him to have it.

On the human side of the ledger credit goes to the District Council that you elected last year. These men have been most cooperative and understanding and have helped to carry the heavy load which we have all shared.

My fine Assistant, Rev. H. H. Harrison has been helpful in all matters where he has been needed.

The work of the District Sunday School Committee has been of the highest order. Rev. Richard Grindstaff, and his committee, Rev. Hughes, Bro. Burch, Bro. Abernathy, are to be commended.

The Youth Department headed by Rev. Alan Ledford, this year, just closed a profitable Youth Camp. His Assistant, Rev. Tom Haynes, Secretary, Rev. Paul Sebree, Treasurer, Rev. Edward Miller are seeking ways and means to improve this part of the District work. Several of our fine young people prayed thru and some were called to special service in these Youth Services.

Sister Husselton who was elected last year as president of the Missionary work of the District, traveled with me in visiting the churches and presenting Missions. World missions, and Home Missions were presented by her in most of the churches. The manrer in which her work was accepted and approved by West Virginia Pilgrims is reflected in the splendid increase in finance and Society mem-bership.

Also, subscriptions for the Pilgrim Holiness Advocate show a substantial gain.

May I Recommend the following goals for the coming year?

10% gain in Sunday School attendance: 10% gain in Church Membership. 10% gain in Attendance at our Youth Camp; 10% gain in pastors salaries.

PROGRESS AMONG THE CHURCHES

Home Missionary Churches:

(Westover) This congregation was organized last month with nine adult members and

four probationary members. The goal for Westover next year is the completion of the superstructure of this basement church; The securing of a parsonage. The future for the new church at Westover looks encouraging.

Bluefield; God has blessed this new church again this past year. Spiritual life and the

finance of the church has shown splendid improvement. This congregation now assumes all of their financial responsibility, except the parsonage rent. The Dis-trict will still carry this another year. Praise God for His blessing On the pastor, Rev. Edward Miller, and his fine people.

Nellis; This congregation dedicated their new church building this spring. They also

purchased a nice parsonage close by the new church. There has been a good in-crease in attendance since occupying their new church building. Rev. Billy Watts and his fine people have done a very commendable piece of work in this endeavor, and the District has reason to praise God and be glad. A Loan from the Pension Plan was obtained to help build this new church.

Point Pleasant: Here we are again engaged in a building program: Construction on the super-

styucture of the church basement will soon be completed. The pastor with his fithful people have done most of this work. Here again we will have a fine church building complete with Sunday School rooms, with a dedicated people who wants to go forward. Rev. Erwin Patrick is the Pastor. A loan from the Pension Plan was also obtained for this construction.

Clarksburg: This congregation, with their pastor Rev. R. E. Grindstaff is doing a major

job of remodeling the front main entrance of their church. This has great pro-mise of advancing the interest and effectiveness of this growing congregation.

Charleston: Rev. Tom Haynes, with his people have made some fine improvements in

the sanitary system of their church. Complete remodeling of this area in the base-ment of the church, is highly acceptable.

Three Mile: The reorganization of the church membership, remodeling of the interior of

the church building, growth and increase in Sunday School and church attendance, indicate that God's blessings are on this church and pastor. Rev. L. J. Shinn the good pastor here.

Lens Creek: This church was also recently reorganized, with fifteen adult members. A

substantial increase in Sunday School attendance, and spiritual interest encourges us that there are better things ahead for this fine people. Here again the people want to build Rooms for Sunday School just as soon as the money can be secured. Pray for this church. We as yet have no pastor, here.

Many of our churches completed their improvements and building programs last year, so of course they would not have this to report this year. Almost all of our church enjoyed the rich blessing of God on their efforts this last year. Many had good revivals. Some will show a gain in membership. All have reason to praise God and press on to future victory. Parkersburg First: This church is re-decorated the interior of their sanctuary. Every one who sees this fine improve-ment appreciates the fine leadership Bro. Entzminger is giving this wide awake congregation.

DISTRICT SUNDAY SCHOOL PROMOTIONAL REPORT

To the 56th Annual Conference of the West Virginia District of the Pilgrim Holi-ness Church "Greetings in the Name of Jesus Christ!"

In speaking abut the Sunday School and it's possibilities I would like to quote Dr. P. F. Bresse, "We are but in the morning of our possibilities, and the sun never sets in the morning." The door is wide open for the Pilgrim Holiness Church in West Virginia.

God in His tender mercies has permitted us to finish another year in the work of Sunday School as a District. We have had to both weep and rejoice in this great work. Rejoice, when we would receiye a report telling of God's blessings and Sun-day School scholars getting saved. Weeping, when we would get a card telling of conflict and retreat.

It was my privilege to attend the Sunday School and Youth meeting in Harrisburg, Pa. for the interest of our District Sunday Schools. I have spoken in three Youth Rally's members of S. S. Board. Brother Burch and Brother Aber-nathy also were used as speakers Sunday School meetings.

Sixteen Churches had a gain over last year. We had a small average gain of 21 as a District over 1964. We had an average attendance of 2,257 this year.

I would like to pay tribute to the following churches for percentage gains.

MISSIONARY SOCIETY PRESIDENT'S REPORT

To Bro. Snyder, our General Superintendent, and members of the West Vir-ginia District.

As we covered the District with Missionary information and appeal, the reception was very encouraging. The Missionary Societies are doing a wonderful work, but, we also found a keen interest, for missions at home and abroad, in churches that do not have a Society.

I have greatly appreciated the interest of Junior Missionary Societies in some of our churches. Good reports are coming from these.

Our District Home Missionary project at Bluefield and Morgantown have both reported progress this year. Faithfulness in prayer for, and giving in "The Penny A Day" fund, have been a major asset. Thanks to our faithful Pilgrims!

Response to the appeal for the "Outgoing Missionary Supply Cupboard" has been very gratifying. The results are yet to be seen on the display tables here, on Missionary Day which is to be Friday, August 6, 1965.

To the 56th Conference of the West Virginia District Christian Greetings,

It has been our privilege to be the president of the youth this year. We have

traveled over 3,000 mils for the youth. Bro. Grindstaff and I made a trip to

Harrisburg, Pennsylvania for a Youth and Sunday School Leaders meeting. In

June we were at the International Youth Convention at Anderson, Indiana. We

have visited with the exception of two all the zones this year. We enjoyed a good

Youth camp with several finding spiritual help. Trusting the Lord for greater

spiritual things for the Youth of West Virginia.

Allan Ledford, District Youth President turned meeting over to Rev. Hus-selton who introduced Rev. 0. D. Emery, General Secretary of Youth & Sunday School. After preliminary words, Bro. Emery spoke to us from the subject, "The Care of Lambs". (Scripture texts from Jn. 21:15 and Isa.) The Gist of the mess-age was the responsibility of the church to it's youth - caring effectively for its lambs. His message was closed by calling on Rev. David Storey to lead in prayer.

Resolution 1 - We recommend that the Secretary be authorized to write each

pastor informing them of method of securing proper representation from his church to the annual Youth Conference as set forth by Sec. 75, PP 3 of the Man-ual. (Carried)

Resolution 2 - We recommed that each church sponsor at least two young people to be sent to Youth Camp. This shall be determined by a merit system set up by the Youth Council.

Motion to refer implementation of Res. No. 2 to Youth Council.
