Another busy month for Lincoln County Medical Center paid off in revenues for the group as it prepares to close out its fiscal year at the end of March.

Before discussing the well-being of the hospital, though, the board welcomed two new members to the family. Sonny Sanchez of San Patricio and Tom Battin of Ruidoso will now be serving on the board to replace Clem W eindorf and Bob Finley.

Covering everything from real estate to family and domestic relations, graduates of the first People's Law School at Eastern New Mexico University­Ruidoso use the expertise of area lawyers to learn more about the profession. Dr. Jim Miller. campus director, presents Luann Hill with her diploma on the final night of the eight week course. She was one of about 15 students from the county who at­tended the courses, which will be offered again next year.

Mam~treet Hwdoso members gathered Thursday at Cree Meadows to celebrate the group's fifth anniversary.

MainStreet President Alden Deyo, project manager Don Miller and state Main Street director Julie ,Juhncox all looked back on those f1r::;t five year~ and spoke optimisti­cally about the next steps for the public/private partnership.

''You need to be very proud of yourselves," said Johncox.

Ruidoso's program is through most of the design and planning on a streetscapc ~!an that will go into construction soon, with plans for a river trail not far behind.

Deyo recalled that MainStreet !{uidoso started in 1987 with a Uni­vHsity of New Mexico Design learn that came back in 1988 with a downtown revitalization plan for the village.

bers were told February activities were comparable to December and January, which were million dollar months, but with only 28 days the month didn't quite make the mark. Valerie Miller, hospital administra· tor, reported to LCMC board mem­bers Thursday night the month was up $113,441 from February 1992.

"He can do 1t without going out for bids," Wicker said. "He said we can just give him credit on water for a year or two until the credit was eaten up.··

Bonito Volunteer Fire Depart­ment (BVFD) and the U.S. Forest Ser.vice (USFS) arrived to find the one-bedroom residence destroyed. The fire, however, had not spread to nearby buildings or vegetation.

Within minutes, firefighters had contained the blaze. Unable to determine its origin, they called the arson investigation team from Santa Fe.

Witnesses said Marshall Peebles of Shamada Ranch on Fort Stanton Road had been cutting fence cable with a torch when the hot end of the cable recoiled, starting fires in the dry grass.

When fire crews arrived, they found heavy smoke and fire fanned by winds rapidly spreading into trees. Wind was blowing away from the house and stables, said a BVFD spokesperson.

Markt>d 11l'ro38 the l<~ebruary 11, 1993, ciatt· on Barbara and Mike Miller's k1tchen calendar are the words, "1 Love Life." That is the day family and friends say Mike came back to life.

The ordeal began February 7 when Miller, manage1· of the Yogi Bt·ar's Twin spruce Jellystone ('amp Rl•sort, suffered an intense nug-minl' headache.

"I had migraines when I was a knl.. ..:HV'l fhP :'17-VPR.r-n]fl "Rut . . . glas~ws slopped them, and this one was diffPrent."

It would not let up, and over-the­counter nwdications were useless. The next day saw no relief either.

"By ~ a.m. Tuesday morning I knew something was wrong," wife ]larbara says. "He was pale and not acting ri~ht."

- he came through, he would prob­ably be paralyzed on his right side but more than likely it would be his entire body," remembers Barbara.

She adds that. she knew Miller would not want to be a vegetable, preferring quality over quantity of life. But what does one do?

That dark Tuesday became Wed­nesday, and quickly spread among family and friends. Prayer chains were activated and prayers went up all across the United States.

Love a.11d support began to work, emphasizes Barbara. Friends Tom and Linda Billingsly, who run the Bradley Fruit Stand in Hondo, shut it down and came to be with Bar­bara.

Believing that Miller would be back to nonnal soon and knowing that like so many Americans the Millers did n~t have health insur­ance, the Billingslys established a medical fund at the First National Bank in Ruidoso with Don Swalander, the phannacist, as trustee.

The posted flyers simply stated that the man who has given so much to others needs your help now. Miller, however, was getting help from another source.

Sometime during Miller's "death," Jim Myers, a close family friend of many years, says he will swear that he saw Miller's mom, who has been dead since '88, walk down the hospital corridor heading for Mike's room.

Miller has no problem with that statement because he saw his mom wearing her usual attire, a gray, flowing muumuu.

"Her hair was pulled back like she always wore it, and she looked healthy ... even though she died of csmcer that had wasted her away," Miller says as a matter of fact. "She

was looking at me and being very supportive,n he adds.

Barbara recollects that Miller and his mom were very close.

"Then I saw Grandma, whO died three months after Mom, and she encouraged me, too. Last, I saw Grandpa, who has been dead for 26 years, and he was adding his sup~ port," Miller happily recalls.

He emphasized that the:e was a feeling of love and support that sur­rounded him all the time. It was the same feeling of love and sup­port that surrounded him all the time. It was the same feeling he ex· perienced when family and friends came to visit while he was in the deep recesses of the coma.

"[ had read that people in a coma could hear even though they couldn't communicate ... so I rubbed his anna and spoke of our future. I knew his friends loved him, too, so I invited them to come and visit him," Barbara relates.

Barbara says he must have wanted to be a part of all of those good feelings because he tried to sit up twice, There were no bright lights or a tunnel, just loye.

Thursday morning, February 11, Barbara placed a call to the hospi~ tal to see if he had been medicated yet. (He was given a mild sedative for his brain seizures.)

She was infonned that he had not been given any medication as he was up writing notes and more notes.

"I don't know how fast I got to the hospital," Barbara says.

The first thing he asked for was his wife; the next was a racing fonn.

"''ve been reading those fonns for years, and I'm just like my mom ... it sure gives me real enjoyment,"

advisory group earlier this year about setting a cap on the total for allocations, similar to Ruidoso's board has done, which is at $1,500. The Downs board, though, decided not to because the members Wanted to be able to be flexible for groups with a worthy cause. The group also pointed out that Ruidoso is using much of its money for an ad­vertising program through the chamber of commerce.

Also on the agenda for the meet­Ing will be a request tabled from last meeting to possibly trade land with a Downs resident Robert Beaver!!. Beaver!! has a piece of

land near the village's dirt pit, while the village owns a piece of property that runs through Beavers' roping arena.

Maintenance supervisor Dennis Riddle had suggested at the last trustees meeting it may be benefi­cial to talk to Beavers about the trade.

Other agenda items are appoint­ment of trustee Margie Morales to represent the village in the Eco· nomic Development Corporation of Lincoln County, the resignation of police officer Bobby Angenniller and a proclamation for Small Busi· ness Week.

Councilor Ron Andrews asked Wicker if the village committee talked with Porter about the new water charges. He said Carrizo's condos are now going to be charged $26.80 or whatever the minimum charge is per unit, as opposed to having a single water bill for the lodge.

"In other words, we have an or­dinance set up that you can't have multiple living units on a single meter," Andrews said. "Even if you do, we still bill $26.80 per unit per month."

Wicker indicated the committee had not discussed that with James.

"I think he may be aware of it," he said.

Andrews said water costs would jump significantly, but the cost will be bome by the individual owners.

Wicker said first they needed to proceed with annexation by C-Net's request. He said all the rest of the annexation from Carrizo Lodge property, up Carrizo Canyon to the present city limit sign needs to be done by the initiation of the council.

Wicker said the village could come up with the money out of the budget for the project, but labor would be a problem, committing a crew to stay and get it installed.

The mayor recommended the council proceed with the annexa· tion and asked for a motion.

Duff made the motion and Andrews seconded. It p8SBed with all ayes. Councilor Bill Kam was absent. ·

A second motion passed to pro­ceed with negotiations with Carrizo Lodge for the costo discussed and water and sewer credit, to be brought back at the next; council meeting.

"I just didn't think that it would happen to me. He knows that if he is going to again give wagon rides and open up the pool and Jacuzzi this next sea· son, he will have to change his life­style. His brother, Jim, is keeping things going at the RV park while Mike is recuperating.

He is now under the care of fam­ily physician, Dr. R.L. Annale, and he hopes for a quick, full recovery; but he is not "out of the woods" yet, says Barbara.

The latest CAT.SCAN revealed that there are still spots on the left side of the brain, and he still has some headaches and nausea.

Ruidoso Emergency Medical Ser­vice had a small gain for the month and is ahead of budget by $68,564 because it had been expected to lose about $50,000.

The board received a written re­quest from Jim Stover. EMS direc­tor, for a tariff increase for the ser­vice. The EMS has not had an in­crease in three years, while infla­tion has increased by 13 percent. Stover proposed a tariff increase that will generate about seven per­cent more revenue. They would then increase tariffs again in 1994 or 1995 to catch up with increased costs.

The service has experienced in· creased costs in salaries by $60,519, in medical supplies by $3,855 and in insurance by $8,.280. They would also like to expand to one more crew, for a total of four, to pTovide the coverage thai is in demand.

The increase would not Tesult in an across·the-board increase but in the adjustment of its varying rates.

of folks but here in New Mexico April! is a new year for sportsmen. April 1 marks a new license year for hunters, anglers and trappers.

Not only is it a new license year, but new regulations far fishing also take effect and there have been kits of changes.

Let's trade a look at chBnges in fishing regulations that begin on April 1. The most sweeping changes have been in the bag limits placed on different waters around the state.

Let's start with trout. In most waters, the bag limit on rainbow, brook and brown trout along with kokanee salmon is six per day and six in po;mession for any combination of these species. There are also some special waters that have daily bag and possession limits of 10 rainbow, brook, brown and kokanee. These waters are Bluewater, Heron. Navajo, Eagle Nest, Abiquiu, Charette, McAllister, Quemado and Bonito hikes.

In addition, at Bluewater Lake there is a minimum size limit of 10 inches on trout. The bag and possession limit is tvto in all waters for cutthroat and lake trout. During the spe­cial kokanee season, the bag limit has been

libarelized so anglers may take 12 kokanee per day with a possession limit of 24. Be sure to oheck the regulations for "special trout water~" that have further restrictions on bag limits and angling methods.

There have also been some major changes in regulations for warm water anglers. In the past these folke have been shle to use two poles, but that is no longer the case. An anglers in the state are restricted to using only one pole at a time anywhere in the state.

In addition, bag limits have been changed for most species: The limit for black bass Oargemouth, smallmouth and spotted) is five per day with a ~inch minimum size limit at Brantley, Cebelio, Choehiti, Conchas, Clayton, -: - .
