Objective

The 2005 – 2014 Philippine Energy Plan targets an aggregate energy savings in the ten year period through the National Energy Efficiency and Conservation Program (NEECP) of about 240.8 MMBFOE equivalent to emission avoidance of 61,977 GgCO2.

For 2007 NEECP activities, the target energy savings would be about 16.31 MMBFOE.

NEECP

The National Energy Efficiency and Conservation Program (NEECP) was officially launched by President Gloria Macapagal-Arroyo on August 28, 2004 and was popularized nationwide through a campaign dubbed as “EC Way of Life”. This program has been an essential strategy in rationalizing the country’s demand for petroleum products and eventually lessening the impact of escalating fuel prices to the economy.

Energy Standards andLabeling Program

The program intends to improve the efficiency and performance of appliances, equipment and other energy consuming devices and also as consumer protection measure that allows the public to compare energy cost of competing brands and models of similar sizes and capacities. Standards for lighting equipment developed under the program are: PNS 12-3:1999 “Lamp and related equipment:Electromagnetic ballasts-Energy standards and labeling requirements” and PNS 603-2-Amd.1:2001 “Self-ballasted lamps for general lighting service.”

2007 target for energy savings is about 3.1 MMBFOE.

Demand Side Management Program (DSM)

The DSM program focuses on the activities of electric utilities to influence the timing of their customer’s use of electricity in ways that will produce the desired changes in their load shape. Time of Use (TOU) rates is instrumental to implement the program. Department Circular 95-08-007 institutes DSM by Electric Utilities. The program also leads to setting minimum efficiency standards of electrical appliances. Expected cumulative savings by the end of the ten year period is about 1.3 MMBFOE.

Government Energy Management Program (GEMP)

The government should take the lead in energy conservation. The program aims to integrate energy efficiency concepts into the operation and procurement practices of government agencies, bureaus and offices. The program objective is to realize 10% savings in electricity and fuel consumption. 2007 target is about 0.18 MMBFOE.

GEMP is enforced thru the issuance of Administrative Orders such as: Administrative Order No. 126 (A.O. No. 126) to strengthen measures to address the extraordinary increase in world oil prices, directing the enhanced implementation of the government’s energy conservation program and A.O. No.110 Directing institutionalization of a Government Energy Management Program. A.O. 103 Directing the continued adoption of austerity measures in the government, initiated strict compliance to energy conservation in government offices.

Recognition Program and Energy Consumption Monitoring and Evaluation of Industrial, Commercial,

Transport and Power Sector Program

In recognition to the efforts made by the companies to achieve substantial savings in their consumption, The Don Emilio Abello Energy Efficiency Awards are given to outstanding companies and energy managers every year during the celebration of the Nation Energy Week which falls on December 3 – 9.

This program is backed by a Memorandum Circular No. 93-03-05, which requires the submission of Quarterly Energy Consumption Reports of Companies consuming 1 Million Barrels of Oil Equivalent annually. Target energy savings of the program is about 5.22 MMBFOE for 2007.

Energy Management Advisory Service

This service is geared to assist industrial and commercial establishment in determining the most cost effective approaches towards the judicious and efficient utilization of energy through the conduct of energy audit and energy briefing. The service is also extended to Energy Service Companies to help enhance their technical capability.

The service targets to achieve energy savings of about 0.13 MMBFOE for 2007.

Heat Rate Improvement Program

Power plants shall have to comply with Energy Regulatory Commission (ERC) heat rate compliance of 10,850 BTU/kWh for oil-based and 9,773 BTU/kWh for coal-fired power plant.

The program targets energy savings of about 3.08 MMBFOE.

System Loss Reduction forElectric Utilities

This program is in support to R.A. 7832 “Anti-Pilferage of Electricity and Theft of Electric Transmissiion Lines/Materials Act of 1994. Under this program, the private utilities and electric cooperatives will reduce their systems losses through redesigning transmission lines, improving substation equipment and strict monitoring of electricity pilferers.

Power Patrol Program

E.O. 123 “Institutionalizing the Committee on Power Conservation and Demand Management” empowers the Power Patrol Program. This program actively promotes the efficient utilization and conservation of electricity in the academe, household, industrial and commercial sectors using the tri-media system.

Road Transport Patrol Programand Fuel Economy Run

The Road Transport Patrol Program promotes awareness to public and private transport drivers and operators on fuel conservation and efficiency in road transport.

Fuel Economy Run focuses on fuel conservation and efficiency driving techniques and acquiring actual vehicle fuel economy rating data by driving the vehicle on actual road condition.
