ject dubbed asElectronic UP (eUP)will be implemented nextacademic year, aiming toconnect and manage the

    inormation systems o allconstituent units.

eUP is a P745-million massivedigital interconnection projectthat will use a US-made databasemanagement computer sotwarecalled Oracle. This sotwareincludes fve inormation man-agement systems or efcientstudent, aculty, sta and ad-ministrative records, fnance andproperty transactions, and dataand document tracking.

Oracle will ensure the gen-eration o more accurate data, which will lead to improvementsin administrative and academicservices, according to the UP ad-ministration. For instance, in the

case o the Socialized Tuition andFinancial Assistance Program(STFAP), the new sotware mightbetter prevent discrepancies inbracketing statistics gathered bythe Ofce o Student Scholar-ships and Services (OSSS) andthe Ofce o the University Reg-istrar (OUR).

But several points o concernhave been raised by UPs home-grown web team and studentleaders as regards the imple-mentation o eUP. Beyond theexpected hype over a techno-logical upgrade, the system re-boot may also be another steptowards the commercializationo UP and state education.

    LIPOS NG PAIT ANG KASAYSAYAN

    ng repormang agraryo sa Pilipinas.

    Bagamat dalawat kalahating

dekada na ang nagdaan mula nang

    ipatupad ni dating Pangulong

    Corazon Aquino ang Comprehen-

    sive Agrarian Reorm Program

    (CARP), wala pa ring natitikmang

    ginhawa ang mga magbubukid na

    matagal nang nag-aasam ng tu-

    nay na reporma sa lupa.

    Nilayon ng CARP noong 1988

    na ipamahagi sa maliliit na

    magsasaka ang kabuuang 7.1

    milyong ektarya ng lupaing

agraryo sa bansa sa loob ng 20

    taon. Subalit hanggang sa ngayon,

    libo-libong ektarya pa rin ang

    nananatili sa kamay ng iilang

    panginoong maylupa at negosyante.

    Samut saring paraan ang

    ginagamit ng mga ganid upang

    patuloy nilang makontrol ang mga

    lupain. Sa dalawang dekadang

    pag-iral ng CARP, malaking bahagi

ng mga lupang agraryo sa bansa

    ang ginawang komersyalisado

upang hindi ito masakop ng nasabing

    programa. Naging balakid rin sa

    agarang pamamahagi ng lupa

ang mga probisyon ng CARP na

    humihingi ng kabayaran mula sa

    mga magsasaka, at ang paghihintay

    sa mga panginoong maylupa

    na kusang ipamigay ang lupang

    pagmamay-ari nila. Sakop rin

    ng CARP ang pangangailangang

    magkaroon ng Certfcate o Land

    Ownership Awards (CLOA) upang

    mapatunayang karapat-dapat ang

    mga benepisyaryo nito.

    Markado na sa kasaysayan

    ang mga kakapusan at kawalang-

    pakinabang ng CARP sa mga

    magsasaka. Ngunit sa kabila nito,

ipinatupad pa rin ni dating Pan-

    gulong Gloria Arroyo noong 2009

    ang CARP Extension with Reorms

    (CARPER) na nagdagdag ng lima

    pang taon sa nasabing programa.

    Ngayon, sa ilalim ng pamumuno

ni Benigno Aquino III, hawak pa

    rin ng mga pribadong kumpanya

ang halos 94 porsyento ng 1.034

    milyong ektaryang lupain sa

Pilipinas. Batay sa tala ng IBON

    Foundation, may 9,324 ektarya

    lamang ang naipapamahagi ng

    administrasyong Aquino bawat

    buwanmas mababa pa sa

    naipamamahagi ng mga nagdaang

    pangulo. Bunsod nito, hindi

    naaabot ng pamahalaan ang

    200,000 ektaryang dapat na

    naipamamahagi nito taon-taon.

    Malabo ring makamit ang 750,000

    ektaryang target na dapat matapos

    maipamahagi pagsapit ng 2014,

    kung kailan nakatakdang magtapos

    ang CARPER.

    Ayon sa nakaraang SONA ni

    Aquino, siya raw mismo ang

    tatapos sa CARP na sinimulan

    ng kanyang ina, subalit pinasisi-

    nungalingan naman ng datos ng

    mismong Department o Agrarian

    Reorm (DAR) ang kanyang pahayag.

Mahigit isang taon na lamang ang

    nalalabi para sa pagpapatupad ng

    CARPER ngunit may tinatayang

    921,962 ektaryang lupain pa ang

    hindi naipamamahagi.

    Naging malaking problema rin

    noong 2004 nang mapawalang-

bisa ang 2,000 CLOA na sumasakop

ng 380,000 ektarya ng lupa. Dulot

nito, 1.7 milyon na lamang sa

halip na 2.1 milyon ang magiging

    benepisyaryo ng CARPER.

    Maraming butas ang parehong

CARP at CARPER na lalo lamang

    nagpapahirap sa mga magsasaka.

    Maraming naitalang kaso ng

    land conversion, halimbawa, na

    basta-bastang nagpapalayas sa

    mga magsasaka upang bigyang

    espasyo ang mga ipatatayong

    komersyal na imprastraktura.

    Patunay ito na kung may

    tagumpay man ang nasabing mga

programa, ito ay ang lalo pang

    pagpapayaman sa mga pribadong

    korporasyon at mga hasyendero.

    Matinding balakid din ang

    pagiging hasyendero ni Aquino,

    at ang pagkakaroon ng napa-

    karaming panginoong maylupa

    sa Kongreso, sa pagpapabilis ng

    distribusyon ng mga lupang

    aprubado ng Korte Suprema (SC)

    gaya ng Hacienda Luisita. Walong

    buwan matapos aprubahan ng

    SC ang pagpapamahagi sa Luista,

wala pa ring angking lupa ang

    mga benepisyaryo nito.

Sa kabila ng mga pagkukulang ng

    CARPER nitong nagdaang tatlong

    taon, lalong nakababahala ang

    landas na tinatahak ng rehimeng

    Aquino para sa repormang agraryo.

    Bumaba ang pondong nakalaan

para sa DAR sa susunod na taon

    mula P30 bilyon tungong P21.4

    bilyon. Kaakibat ng pagbawas na

    ito ang pagtatanggal ng halos

    9,000 na empleyado ng DAR,

isang salik na makadaragdag pa sa

    pagbagal ng distribusyon ng lupa.

    Samantala, wala ring inuusad

    sa Kongreso ang Genuine Agrarian

    Reorm Bill (GARB), na siyang

    binuo sa pakikipagtulungan sa mga

    magsasaka upang maturol ang

    tunay nilang pangangailangan.

    Sakop ng panukalang batas na

    ito ang libreng pamamahagi ng

    lupa, pagbawi ng mga lupaing

    agraryo mula sa mga pribadong

    kumpanya at hasyendero, at

    pagbibigay ng sapat na pondo

    upang makapagsimulat malinang

    ng mga benepisyaryo ang lupang

    makakamit nila.

Patunay ang mga datos at mga

    desisyon ng pamahalaan na

hungkag ang pangako ni Aquino na

    magtatagumpay ang CARP sa

    ilalim ng kanyang pamumuno.

    Sa likod ng mga pagpapanggap,

bakas pa rin kay Aquino ang

    mithing protektahan ang mga

    pribadong kumpanya at mga

    hasyenderong katulad ng kanyang

    mga kamag-anak.

    Sa pagpapatuloy ng CARPER,

    higit pang lulubha ang kalagayan

    ng libo-libong magsasasakang

    ilang dekada nang pinagkaitan

    ng karapatang magbungkal ng

    sarili nilang lupa. Pinatitingkad

    lamang ng mga palyadong

    programa ng pamahalaan ang

    hamong ipaglaban ng mamamayan

    ang karapatan nilang magbungkal

    at mabuhay nang marangal. Ang

labang ito ang lilikha ng bagong

    kasaysayanhindi lang para sa

    mga magbubukid, kundi para sa

    mamamayan.

eatures, such as the STFAP,would be developed by the university, explained Pascual.

Still, Efcient and OptimizedOperations, the philosophy o eUP,is already in practice in the currentautomated documentation andrecording system used by UP, saidUniversity Registrar EvangelineAmor.

The CRS is already stable, addsthe CRS team. Adjusting the SAIS

o Oracle to the needs o the university would pull us back at least fveyears rom what we have now, theyexplained.

Until 1997, enlistment was donemanually on a frstcome, frstserved basis. UPD introduced anenlistment system which madeuse o cards and a random selection process dubbed as Writein in1998. This system evolved in 1999into a computerautomated system pioneered by the OUR and theCollege o Engineerings Department o Computer Science.

The three versions o CRS werecoded into colors, namely, MaroonCRS in 1999, Blue CRS in 007 andthe current Maroon CRS in 011.The later versions were characterized by improvements in eaturesand greater technology adaptation.

In June 011, the CRS team, madeup o an average o eight memberso aculty and student computerprogrammers, submitted to the Ofce o the Chancellor a threeyearproposal to urther develop the Maroon CRS 011.The proposal wasapproved and part o the P18 million budget has been released orequipment such as laptops.

Other enhancements, such asthe change o matriculation andsearch by schedule eatures under the preenlistment module wereadded last year, said CRS JuniorBusiness Analyst Mary Macapagal.

At present, all UP campuses gen

erate their own computer registration and automation system. The CRS, however, is only one o

the fve inormation managementprograms under the Oracle sotware. It doesnt make sense anymore or [UP] to develop its ownsotware or a process that is beingdone by thousands o other entities, said Pascual.

Pascual plans to hold a dialoguewith the CRS team in September todiscuss the web teams reservationswith eUP. Baka mayroon talagangunique [characteristic ang CRS] nahindi macapture ng [Oracle]. But Idont want us to be unique. We are[already] let behind. We have toadapt to the best practice, he said.

    I given enough support and

confdence rom the administration, UP could generate its own inormation management programsthat would be at par with the Oraclesotware, said Amor.

Ang pinakamalaking problemnaman ng [CRS] team is umaalisyung experienced [web] developers either dahil hindi na akma yungsalary nila sa experience nila ornabuburnout lang dahil sa lack orecognition, said Macapagal.

This also begs the question: whatis the scope o SAIS? Because or allwe know, the CRS might have some

eatures that are more mature thanSAIS, Macapagal adds.

Currently, the CRS has an annualaverage budget o P.7 million, only5.4 percent o the cost o the wholeOracle sotware which is P50 million.

    DebuggingeUP directly contradicts an alter

native recommendation o ormerUP President Francisco NemenzoJr.: the adoption o opensourcedsystems, to prevent the universityrom being beholden to IT companies and the maintenance ee thesecompanies charge, said Diliman Interactive Learning Center DirectorPeter Sy.

The eUP budget is comprised oP547 million rom reprogrammedUP unds and P198 million addi

tional budget rom the Commission on Higher Education, said VicePresident or Development (VPD)Elvira Zamora.

The budget will be rolled out inthe fve years o implementationrom 01 until 016. The regularbudget or fve years o InormationTechnology (IT) maintenance andoperations in UP is around P430million, while the added cost o implementing eUP is P314.8 million,

according to the OVPD.This year, a total o P4 mil

lion or more than hal o the wholefveyear budget, would be spentmainly on the purchase o the sotware, retraining o sta and webdevelopers, and the creation anddeployment o inrastructures thatwould strengthen the connectivitybetween networks. The remaining

unds would be or the continuedoperations, such as the maintenance o equipment, and salary osta and web developers.

To urther support eUP, theuniversity has entered into a tieup with telecommunications giant Electronic Philippines LongDistance Telephone Company(ePLDT), which won the biddingas the system integrator that willensure the smooth linking o the

Oracle program into the computernetworks o UP.

Meanwhile, ePLDT sister frmSmart Communications Incorporated has also oered to set up wifconnections and inrastructuresthat will strengthen the networking system, among others, in UP.

Currently, the universitys internet service provider is a research

education network, the PhilippResearch, Education and Govement Inormation Network, whalso provides the bandwidth uto gain access to journals or sources rom partner institution

What we ear in these otshel products is a possible lockwherein clients are tied to usone brand because all the compnents needed is unique only that brand, said Computer Cen

Some o the proposed inrastrture projects or 013 that DBM not grant include the constructo the Human Kinetics buildingDiliman, the Veterinary MedicResearch Center in Los Baos, Library, Gym and Museum Buiing in Tacloban.

Meanwhile, some sectors o UP community have expressears o having a thirdparty thold o university records and daZamora, however, assured tthese ears are unounded and tthe database will be held and matained by the university.

ALTHOUGH THE P2-TRILLIONproposed national budget or 013 is10.5 percent higher than this yearsP1.816 trillion, sectoral groups warnthat the said increase will be exploited or electioneering purposes instead o providing genuine socialservices to the people.

For 013, the unding or economic services and social servicesincreased by P7.1 billion and P85.4billion, respectively. Economic services cover inrastructure projectswhich contribute to the countrysindustry growth, while social services include health care, housing, andpublic education.

The 013 budget claims to reinorce the administrations commit

ment to President Benigno AquinoIIIs social contract with the Filipinopeople, which seeks to create jobs, provide social services, reduce poverty, develop agriculture, and promote private business.

[However,] there is much reasonto conclude that the socalled socialcontract has been broken manytimes over. Growth remains exclusionary and the prospects or real, equitable, and sustained developmentremain poor, countered independentthinktank IBON oundation.

which include spending or theconstruction and repair o inrastructure, hiked by 15.7 percentrom P38.3 billion to P380 billion. However, higher spending does notnecessarily mean better service tothe people, said Kabataan Partylist

Representative Raymond Palatino.Since the government has des

ignated the Department o PublicWorks and Highways (DPWH) as theagency in charge o all inrastructureprojects, it has also become easieror corrupt ofcials to transact overpriced and other anomalous deals, explained Palatino.

Instead o talking to various lineagencies, politicians will now onlydeal with DPWH. One agency orthe spoils, onestopshop or corruption deals, the youth solon said.

    Meanwhile, allocation or per

sonal services, which covers salaries and benefts, went up by eightpercent, rom P1.465 to P1.6 trillionor 013. The budget increase, however, was due mainly to the implementation o the ourth tranche othe Salary Standardization Law, thestatemandated pay hike or government workers.

The government will also go ona nationwide hiring spree next year, allotting P60.11 billion or 164,30vacant and new positions in government ofces. This only meansthat, despite the Palaces repeateddenials, [the government] did unnecessary underspending in thepast two years and now has theunds or a hiring binge in time or

During this time, through multilateral organizationssuch as the IMF, even ully developed countries borrowed rom neighbors tonance their decits and expenditures, promising prots in exchange. Theseacts prompted the start o the debt addiction.

According to the International Monetary Funds (IMF) 2011 World Outloodebt stands at more than $54 trillion or more than thrice the United States Gross Domestic Product (GDP), the goods and services a country produces. The debt cycle

    begins when a country

incurs a decit, or when a

    government spends more than

    their collected revenues.

The outstanding US public debt as o August2012 already amounts to $15.94 trillion, surpassing

its GDP o $15.59 trillion as o June, setting its publicdebt-to-GDP ratio at 103 percent. In 2011, the US incurred a $1.3 trillion decit, having

spent $3.6 trillion, while collecting only $2.3 trillion inrevenues. Such decit stems rom ederal overspend-

ing, that included government loans to bankinginstitutions that sold subprime mortgages, and

obscene spending or wars waged overseas (seeseparate article).

Starting 2008, the US economy plunged into

one o its worst recessions in history, result-ing to mass layos and bankruptcies o key

nancial institutions, leading to lower gov-ernment revenues and decreasing the ederalgovernments capacity to pay outstandingdebts. The US government is obliged to pay itsoutstanding public debt rom external and lo-cal sources such as oreign governments andthe Federal Reserve, a state organization yetparadoxically enjoys independence rom thestates control.

With the US government acing large scaldecits, the US Congress was orced to raisethe countrys debt ceiling, or the legislated max-imum amount the government could borrow, to$16.4 trillion rom $14.3 trillion.

    To address

    scal decits, the

essentially loans made by the ederal

government to pay or public projects.T-bonds are highly sought ater in the nancial

market, as these are considered as low-risk invest-ments, since the government itsel guarantees pay-ment o the principal and non-taxable interest when thebonds mature. In short, the government loans rom nan-

and in turn only incurs urther decits. The US $15.94 trillion nominal public debt is composed o the $11.18 trillion

debt rom private individuals and oreign governments, and $4.79 trillion debt romintragovernmental holdings. China and Japan hold large sums o US bonds at $1.17 trillion

insucient nances to close decits due to decreasing tax collection. The US ailure towrite o decits pushes its government to once again tap the drug it conveniently uses,

submitting itsel to yet another round o the debt cycle.

    LIPAS NA SA KAISIPAN NG

    maraming mag-aaral sa kolehiyo

    na tuwing Agosto, ipinagdiriwang

    ang Buwan ng Wika. Samantalang

    sa mga elementaryat hayskul,

    abalang-abala ang mga bata

    habang nag-eensayo para sa

    sabayang pagbigkas at sa kanilang

    papel na gagampanan para sa

pagtatanghal ng dula na hango sa

    Noli Me Tangere.

    Taon-taon, ipinagdiriwang ng

mga paaralan at ng buong bansa

ang Buwan ng Wika. Ngunit sa

labas ng mga entablado kung saan

    namamayani ang tinig ng mga

    batang nag-eensayo ng kanilang

    mga makathang tula, nananalagi

ang tanong kung bakit sa tuwing

    Agosto lamang ginugunita ng mga

    Pilipino ang kanilang sariling wika.

    Dula-dulaanMatapos ang paglaya ng Pilipinas

    sa pananakop ng mga Hapon,

    inilatag ng bagong gobyernong

    Komonwelt noong 1935 ang ilan

    sa mga hakbang upang maituring

    ang Pilipinas na isang malayang

    bansa. Isa rito ang pagpapatibay

    ng iisang katutubong wika na

    magbubuklod sa buong bansa

    upang mas lalong maitaguyod

    ang sarili nating pagkakakilanlan o

    identidad-- isang malaking hamon

dahil sa dami ng katutubong wika

    sa buong kapuluan.

    Kaya naman noong 1937,

    ipinagtibay ng dating

    pangulong ManuelL. Quezon at

    ng Surian ng

    Wikang Pam-

    bansa, na

    ngayon ay

    Komisyon sa

    Wikang Fili-

    pino, na ang

    p a m b a n s a n g

    wika ay marapat

    na bumatay sa wikang

    Tagalog. Napili ang Tagalog

    dahil ito ang wikang lubos

    na naiintindihan ng kalakhan

    ng populasyon sa bansa,

    maraming panitikan ang nailathala

sa wikang ito, at ito ang wikang

    ginagamit sa Maynila bilang

sentro ng kalakalan. Noong 1987lamang itinakda sa konstitusyon

    na Filipino ang itatawag sa

    wikang pambansa upang ihiwalay

    na ito sa grupong etnikong

    Tagalog at upang buksan ang

    pambansang wika sa pag-aangkop

at paghihiram ng mga salita mula

sa ibat ibang wika sa bansa.

    Itinalaga sa buwan ng Agosto

    ang pagdiriwang ng Buwan ng

    Wikang Filipino dahil sa buwang

    ito ipinanganak ang dating

    pangulong Quezon, ang kinikila-

    lang ama ng wikang Filipino.

    Gayunman, pinaiiksi ng

    ibang paaralan ang selebra-

    syon nito sa isang linggo.

    Tanging ang Pilipinas la-

    mang ang may pagdiriwang

    na nakalaan para sa sariling

    wika, kung kailan ito ang

    panahong gagawa ang mga

    mag-aaral ng malalaking

    poster ng Bayanihan, ma-

    ghahanda ng pagtatanghal

    na tatampok sa makalu-

    mang kulturang Pilipino, at

    kung minsan, may parada pa

ng mga batang may suot na

    barong at saya. Ngunit mata-

pos ang lahat ng itoy mala-

mang na magulanit rin ang mga

    poster na ito, malilimutan ang

    mga kaganapan sa pagtatanghal,

at itatambak muli ang barong at

    saya sa loob ng aparador.

    Isang buwang ipagbubunyi

ng mga Pilipino ang sarili nat-

ing wika. Ngunit para sa mga

    natitirang buwan, walang maka-

    pagtitiyak kung ipinagmamalaki

pa ng mga Pilipino ang Filipino,

o kung may ibang wika na itong

    idinadakila.

Epol / appleMay mainit na debate pa rin sa

kung ano nga bang wika ang mas

    wastong gamitin para sa pagtu-

    turo sa mga paaralan. Maraming

    mambabatas ang naggigiit na

    wikang Ingles ang marapat

    na gamitin bilang itoang tinaguriang

    lingua franca

    o ang wikang

    kilala ng

    buong mundo.

    Samantalang

    ipinagtanggol

    ng ibang

    mambabatas ang

    paggamit ng wikang

    Filipino sa pagtuturo

    bilang ito ang wikang mas

    madaling maiintindihan ng

karamihan at sa gayon, mas madali

    matututo ang mga mag-aaral

    kung ito ang gagamitin.

    Noong 2003, itinakda ng dating

    pangulong Gloria Macapagal-

Arroyo na mas pag-igihan pa angpaggamit ng wikang Ingles sa

    pagtuturo, ayon sa Executive Order

    210. Ayon sa kanyang adminis-

trasyon, para raw ito sa pagtaas

    ng global competency ng mga

    Pilipino. Bukod sa may layunin

    itong sanayin ang mga Pilipinong

    maglingkod sa mga dayuhan,

sinasabi rin nito na walang likas

    na kakayahan ang wikang Filipino

    na tumugon sa pangangailangan

    ng panahon. Ngunit ngayong

    napatupad na ang programang

    K-12, ang

    pagkakaroon

    ng universal

    kinder at 12 taon ng

    basic education, sa ilalim ng

    administrasyon Aquino, hinihi-

kayat ng DepEd na ang mother

tongue o ang wikang bernaku-lar ang gamiting wikang panturo

    sa mga mag-aaral. Sa ganitong

    paraan daw, batay sa maraming

pagsusuri sa loob at labas ng

    bansa, ay mas mauunawaan ng

    mga mag-aaral ang mga paksang

    tatalakayin sa kanilang mga klase

dahil mas gagap nila ang wikang

    kanilang kinagisnan.

THE STREETS SHOULD BEpacked with people right now. They should be grinding theirteeth in anger, or marchingsteadast in the heat o thelong-missed sunshine, inresponse to the spectrum oissues that continue to assaultthem despite the promise ogenuine change. They are stillexploited or their labor, intellect, and bodies, while the dire condi-

tions o lie maniest in variousways: cheap wages, landlessness, unabated price hikes, inadequatesocial services, and continuing en-vironmental degradation.

The apparent normal-cy, the choking complacencyenveloping the surroundingscannot be explained right away. For one, the people cannot be ex-cused or lack o knowledge. A-ter all, the tipping points whichlead to a mass revolt have longbeen mouthed by the ot-vili-ed, sometimes annoying, yetpersistent activists. Sayingpeople are busy on the otherhand is simply lame; never in thehistory o mankind has there beenmore time to food the world with

    sel-reerent materials via socialmedia.

Finally, the ear o the statehand, o tear gases, water cannons, and police shields, cannot be usedas reason or backing out o theght. The State will always wieldits power against resistanceaconstant condition that must belooked at as part o the problem,

at the poor, premised on the blindyet denied worship o privateproperty. Symptoms can begin withconsenting to the preposteroussuggestion rom the Palace to blastthe homes o millions o Filipinos toclear the waterways, and can laterdevolve to cursing the squatters andblaming them or the lth andfoods o the Metro. Those whocannot own, they believe, are nogood to society.

The lingering and mostdangerous side-eect o thissyndrome is the perceivedseparation o the aficted peoplerom the oppressed classes, andtheir belie in the ability o therotten system to recover, provided it goes through tokenchanges such as the elections. This mentality, hammered in thepsyche o the aficted masses sodeeply by the constant barrage opropaganda via pop culture, mustbe countered by generous doses ocritical education and exposure tolie as experienced by the strug-gling masses.

This is not the rst time thesyndrome was observedit isthe nature o the middle-class, a

tendency bred by years orustration with the currentsystem, pushing them to cling on toindividual wants.

Fortunately, the progressiono this syndrome can be arrested. The rst step is class diagnosis. The next is the strengthening othe will to overcome the nature othe class we belong to.

May bahid ng takot ang mga tanaw ni Teresa Garcia, 50, habang nakikipagsapalaran sa laot ang anak niyan
