Why?Why? To provide a common definition

of effective teaching for all schools; Identify different teaching frameworks

that are research-based and are critical components to a fair and equitable teaching evaluation process;

Develop a system of preparation, professional development, and continuous advancement of teachers to impact student learning (amended to “develop a framework”); and

Develop a set of recommendations that will lead to a recommended framework focused on teacher effectiveness and student achievement…

Meet with experts in the field studying teacher effectiveness and student achievement.

Review the research literature in detail to determine the validity of studies and identify how other states are viewing teacher effectiveness.

Build consensus through stakeholder participation. Develop a New Hampshire Blueprint for identifying

the critical elements of effective teaching. Identify teacher effectiveness and evaluation

models from NH schools and districts that can be replicated.

Utilize national experts and technical assistance providers in strategic and focused ways…
