    A year later, the government and the MILF would sign apeace framework. By

    March 2014, thecomprehensive peace accord based on that framework was

    signed.

    The House of Representatives and the Senate were on track to pass theproposed law implementing the peace pact – until January this year, when the

    atmosphere changed after the clash inMamasapano, Maguindanao, killed 67

    persons, mostly elite cops.

    Following thepolitical fallout, a Senate committee report accused the government

    ofgiving too much to the MILF by allowing the creation of what some lawmakers

    consider a substate, which entailed a "high cost of appropriations."

    It took 17 years before the MILF could ink a peace pact with the government.

    How did the Aquino government secure the elusive accord?

    Botched agreement

    Before talks started under the Aquino administration, peace negotiations were

    smarting from the outbreak of violence that followed theSupreme Court decision

    declaring the Memorandum of Agreement on Ancestral Domain (MOA-AD) as

    unconstitutional.

    The draft initial peace deal between the MILF and the Arroyo administration, in

    2008, laid the foundations for what Associate Justice Conchita Carpio Morales

    said was "a state in all but name" within the Philippines. It sought to give the

    Muslim-dominated region "associative relations" with the national government – a

    set up that was not allowed under the Constitution.

    The High Court halted the signing of the MOA-AD after local and national

    politicians decried the lack of public consultations.

    The deal was declared as unconstitutional for guaranteeing constitutional

    amendments to create a substate without concurrence from Congress.

    6.6. (The background and Rationale)Reaching the unschooled and retaining the under

    schooledhave always been a major challenge to the public school system. Inthe SY 2011-

    2012, the net enrollment rate at the secondary level wasplaced at 61.14%, indicating that

    39% of children of high school ageremained out of school. Compounding the problem of

    lowparticipation is the high early-school leaving rate w/c in the sameschool year was placedat 8%.The cohort survival rate in the same school year was registeredat 78.44%, implying

    that some 22% of those in school were being leftbehind.The completion rate was recorded at

    73.34% in the same schoolyear confirming the problem of high attrition rate at the

    secondarylevel. Across indicators, the problem was greater among boys thangirls.We must

    look at schools as no longer a place, but a process thatcan take place anytime and anywhere

    is like in school. And w/c anopen learning system that will make education accessible

    toeveryone.

    program is open to Filipino learnerswho can demonstrate capacity for independentlearning

    19.19. a) Learners, who are not yet ready for (ILRS),are placed in the transition program w/c

    willprovide a bridging curriculum focused on thedevelopment of the learning-to-learn

    skills.The program is school-based, teacher-guided,and is self-paced. There is no definite

    timeperiod required for completing this program.As soon as learners who are placed under

    theguidance of the teacher have acquiredadequate mastery of the learning-to-learnskills,

    then they can move to the next level.

    20.20. b.) When the learners are assessed to be almostready for independent learning, then

    they maybe placed in the blended learning program whenundertaking the requiredcurriculum. This acombination of school-based, face-to-facelearning and distance learning or

    homeschooling. This means that learners may be inschool for lesson that required guided

    learning ifthe teacher feels that learners need directsupervision in accomplishing the task.

    21.21. c.) Learners who are ready for theindependent learning may do theentire curriculum on

    their own, or behome-schooled, w/ the option toseek teacher’s guidance or help fromthe

    experts or resource person in thecommunity.

    22.22. Once the learners get into theprogram, they and theirparents/guardians are require

    tosign a learning contract.Afterthey are oriented on themechanics and the requirementsof the

    curriculum includingassessment.ϖ2. Learning Contract.

    23.23. The tasks as contained in the learning materialsare aligned w/ the standards and aredifferentiatedbased on the capacity of the learners.ϖ Modules shall be used. These are

    arrangedfollowing the phase of learning for understanding.ϖ The core curriculum prescribed

    foe these in theformal learning system is the same curriculum thatlearners in the OPEN

    HIGH SCHOOL will gothrough, the only difference being the mode oflearning.ϖ3.

    24.24. Assessment are a critical component of the learningmaterials. The emphasis is on

    formative ordevelopmental assessment as a quality assurancetool.ϖ Teacher-facilitators will

    schedule a period ofinteraction w/ learners, the frequency of w/c willdepend on need. The

    purpose is to ensure thatlearners are making progress and assistance isprovided on a timely

    ready for self-directed learning.b) The program must be owned by the schooland
